TO: Mayor and Councilmembers

FROM: Charles W. Ebeling, Public Works Director

CONTACT: Debbie Talarico, Project Manager

SUBJECT: Notice of Completion of Crosswalk on Calle Real Near Encina Lane Pedestrian Hybrid Beacon (PHB) Project (Project No. 9087)

RECOMMENDATION:

A. Adopt Resolution No. 22-___ entitled “A Resolution of the City Council of the City of Goleta, California, Authorizing the Filing of a Notice of Completion for the Crosswalk on Calle Real Near Encina Lane Pedestrian Hybrid Beacon (PHB) Project;” and

B. Direct the City Clerk to file a Notice of Completion with County Recorder’s Office.

BACKGROUND:

The Crosswalk on Calle Real Near Encina Lane PHB Project (Project) is included as part of the City’s Five-year Capital Improvement Program (CIP) and identified as Project No. 9087. The Project improvements included construction of a new crosswalk and PHB signal on Calle Real east of Encina Lane, providing a controlled crossing approximately every 600 feet between Encina Lane and Kingston Avenue.

The City received a Measure A South Coast Regional Bicycle & Pedestrian Program Cycle 3 grant to construct the Project improvements and in February 2019, the City entered into Professional Design Services Agreement No. 2019-018 with Stantec Consultant Services, Inc. to provide design for the Project. In December 2020, the City Council approved the plans and specifications for the Project and authorized staff to advertise the Project for bids for construction.

On May 4 , 20 21, the City Council awarded the construction contract to Taft Electric Company in a not -to-exceed amount of $ 194,500 with contingency contract change orders in an amount not to exceed $38,900. On May 7, 2021, the City Manager executed a consultant services agreement with Davis CME in an amount not -to-exceed $44,000 for construction management and inspection services.

Throughout the design process, Public Works engaged the community and neighboring businesses numerous times (in both English and Spanish) regarding the overall design, and potential construction impacts.

DISCUSSION:

On May 18, 2021, Public Works issued Taft Electric Company a Notice to Proce ed to commence work on October 4, 2021. Construction activities consisted of saw cutting and removing asphalt pavement and base; removing concrete curb, gutter, sidewalk; constructing curb, gutter, sidewalk, curb extensions and Americans with Disabilities Act (ADA) access ramps; and installing signage, striping, and pavement markings, and installation of a PHB system per the Project plans and specifications.

The work was performed per the City Council approved project Plans and Specifications.

Following approximately an 18-week lead time to procure traffic poles, electronic signal equipment and cabinets, Taft Electric Company completed construction on January 20, 2022, under budget. A change order, CCO -01, was issued to extend working days to allow for delayed delivery of materials and to accommodate S outhern California Edison (SCE) scheduling and to account for bid item variances.

Public Works is recommending adoption of the proposed resolution to facilitate the final close-out of this project (Attachment 1). A Notice of Completion pursuant to Public Contract Code §20854 is recommended for approval and direction to be filed with the County of Santa Barbara, County Recorder Office (Attachment 2).

FISCAL IMPACTS:

Project Construction Costs

The construction, contingency, equipment, and construction management and inspection costs were estimated to be $253,810. The actual cost for construction, including quantity changes and construction management , and SCE services , totaled approximately $299,042. A change order (CCO-01) in the amount of $ 3,002.79 was issued to account for bid item variances. Change order CCO-01 also added 40 days to the contract duration due to unforeseen supply issues and SCE scheduling. There was no additional cost associated with the additional working days . The final budget worksheet for the construction and the overall project costs are shown in the tables below.
