Subject: meeting
Hello, I’m sorry I wasn’t able to send my information in time for the City Council meeting. I get the emails, but often don’t have time to research and send my questions in time. Perhaps you can still send my thoughts even though it might be too late.

In regards to the Street light assessment:

1. If the budget still has almost $200,000 left, it doesn’t seem prudent to add an additional amount to the assessment until you have a better idea of the actual costs annually now that you’ve switched over to the new LED bulbs.

2. The LED bulbs should have a longer
shelf life which should indicate less maintenance and more cost savings. I would re
commend  more of a wait and see before jumping on increasing the assessment.

In regards
to the Library assessment:

1. I know that many pay for the special assessment on their property tax. Is this only for a certain segment of Goleta property owners? If so, then
how many people use the Goleta Library that don’t pay the special assessment? Maybe those who aren’t i
n the area and paying the special tax that want to use the Library, should pay an an
nual fee for a card. My hometown did that for users that didn’t pay for the Library on their taxes. This idea could bring in additional funds.

In regards to the Revenue Neutrality Agreement with the County:

1. Perhaps it’s time to try to renegotiate this. Paying 50% of property tax and 30% of sales tax in perpetuity is too much. Don’t we already p
ay the County for police and fire services? I know we had to do this to create our City, but it’s be
en 20 years!! Enough is enough. LAFCO was trying to drive us into the ground.

2. Are we still transferring 20% of sales and 40% of TOT or did that end in 2012? Thank you for your time,
Christie DeGiacomi
