SUBJECT: Approval of the 2022-2023 Agreement for Operation of a County- wide Library System
RECOMMENDATION:
Approve and authorize the City Manager to execute an Agreement for Operation of a County-Wide Library System for Fiscal Year 2022-2023 between th e County of Santa Barbara and the City of Goleta.
BACKGROUND:
On June 30, 2022, Goleta completed its third year of administering all libraries within Zone 4 of the Santa Barbara County-Wide Library System (“County-Wide Library System").
Zone 4 includes the City of Goleta, the unincorporated areas of the Eastern Goleta Valley, County Service Area 3 (CSA-3), Isla Vista, Gaviota, Hope Ranch, the City of Solvang, the City of Buellton, and all of the unincorporated areas of the Santa Ynez Valley. For visual reference, Exhibit A to Attachment 1 provides a map of Library Zone 4.
As one of the five designated administrators that provide library services in Santa Barbara County, the City of Goleta is required to enter into an agreeme nt with the County for the operation of the County-Wide library system. The Agreement for Operation of a County- Wide Library System (“Agreement”) is provided for Fiscal Year 2022-2023 in Attachment
1. The County Board of Supervisors approved the Agreement on July 12, 2022.
DISCUSSION:
The Agreement recommended for approval and execution, provides for the continued funding of Library services for all Santa Barbara County reside nts and designates the cities of Santa Barbara, Lompoc, Santa Maria, Goleta, and Carpinteria as administrators of County Library Zones 1, 2, 3, 4, and 5 respectively. This is the first time that there is a fifth zone, that of Carpinteria.
1 Meeting Date: September 6, 2022
As the Administrator for Zone 4, the City of Goleta is responsi ble for providing library services to the residents in that zone. In FY 2022-2023, the se rvice population is approximately 108,779, which includes the areas served by the libraries in the Santa Ynez Valley. Administration of the libraries is done from Goleta City Hall.
County per capita funding and Measure L funds, in addition to the City’s General Fund , help enable the Goleta Valley Library to meet its annual budget ary needs. According to the Agreement, in FY 2022-2023 the Goleta Valley Library can ex pect to receive approximately $570,581 in per capita funding ($8.34 per inhabitant, which includes a new, 3% CPI). The Goleta Valley Library also expects to receive $559,900 from Measure L tax funds collected within the City of Goleta and most parts of the unincorporated County Service Area (CSA-3) as a result of passage of Measure L by the voters. For the first time, the County has separately accounted for the money received by Goleta for the Isla Vista area per capita, at $158,844; Measure L does not apply to Isla Vista, which does not fall within CSA-3, so the City does not receive any Measure L funds from Isla Vista.
The Santa Ynez Valley libraries, which the City manages on a fu ll-cost-recovery basis, are funded and accounted for separately. The City of Goleta wil l receive the County per capita funding for the Cities of Buellton and Solvang, which am ounts to $88,896 for Buellton and $88,896 for Solvang. In addition, the County voted to help the two cities meet minimum standards of library service by awarding a total of $159,931, which will be r e c e i v e d b y t h e C i t y o f G o l e t a and applied toward those cities’ library revenues. The remainder of the revenues for the Buellton and Solvang budgets consist of those cities’ General Fund support and Friends donations. Los Olivos and Sant a Ynez are operated on a zero budget, run solely by volunteers. Exhibit B to Attach ment 1 provides the Maintenance and Repair Responsibilities for County facilities l ike the Solvang Library facility, which is owned by the County (unlike the Goleta and B uellton library facilities, which are owned by the respective cities).
The City Manager has sent a letter to the cities of Buellton and Solvang formally accepting their requests to extend the Library Management Services agreem ents with those cities for Fiscal Year 2022-2023. These agreements cover service provision, facility use, and maintenance, among other things. The initial one-year agreement s w i t h B u e l l t o n a n d Solvang provided for five optional one-year extensions upon agreement of both parties.
Since the expiration of these agreements on June 30, 2022, services have been provided through 6-month run-out provisions in those contracts, pending the finalization of this funding agreement with the County of Santa Barbara.
FISCAL IMPACT:
Under the terms and conditions of this contract, the City of Go leta as administrator of Zone 4 will receive a per capita contribution of $1,067,148 fro m the County for library services. The City of Goleta will also receive Measure L funds collected within the unincorporated CSA-3 to be used solely for the Goleta Valley Library. County per capita funding for the Goleta Valley Library is accounted for in Fund 208 and Measure L in Fund 501. County per capita funding for the Buellton Library is accounted for in Fund 209 and for Solvang is in Fund 210.
2 Meeting Date: September 6, 2022
ALTERNATIVES:
The City Council may elect not to approve and authorize the City Manager to execute the agreement. This would delay receiving per capita funding for Go leta, Buellton and Solvang libraries. As one of the designated administrators that provides services in Santa Barbara County, the City of Goleta is required to enter into an agreement with the County for the operation of the County-Wide library system.
