TO: Mayor and Councilmembers

FROM: Charles W. Ebeling, Public Works Director

CONTACT: Gerald Comati, Project Manager

SUBJECT: Freeway Maintenance Agreement for the Hollister Avenue interchange with State Route 217 with the State of California, Department of Transportation

RECOMMENDATION:

Adopt Resolution No. 22 -___entitled “ A Resolution of the City Council of the City of Goleta, California, Approving a Freeway Maintenance Agreement for the State Route 217 Hollister Avenue Interchange with the State Of California, Acting through its Department of Transportation.”

BACKGROUND:

The Ekwill Street and Fowler Road Extensions Project is one of the highest priority transportation projects in the City of Goleta (City) . A significant portion of the project is the construction of roundabouts at the State Route (SR) 217 interchange with H ollister Avenue and this work lies within State right-of-way. The design of the Ekwill -Fowler Project is securing final approvals from the State of California, Department of Transportation (Caltrans) and will be going out to bid in the next five to six mon ths once it receives funding allocation from the California Transportation Commission.

On May 3, 2022, a Freeway Agreement was executed between the City and Caltrans, wherein the parties consented to certain adjustments to the City local streets and road system required for the development of the SR 217 interchange with Hollister Avenue because of the proposed roundabouts on Hollister Avenue (part of the Ekwill -Fowler Project).

Upon the City’s incorporation in 2002, the City assumed the County’s maintenan ce responsibilities for the SR 217 interchange with Hollister Avenue, as stipulated in a 1988 maintenance agreement between Santa Barbara County and Caltrans. With the approval of the new Freeway Agreement between the City and Caltrans, the City is require d to enter into a new maintenance agreement with Caltrans.

DISCUSSION:

The approved Freeway Agreement stipulated that the City agreed to resume control and maintenance over those portions of the proposed improvements that are relocated or 1 Meeting Date: September 6, 2022

reconstructed City roads (Hollister Avenue, Dearborn Place, Ward Drive). Improvements to S R 217 (on -ramp and off -ramps) will continue to be maintained by Caltrans . The maintenance scope encompasses road maintenance of Hollister Avenue and other local roads, the roundabou ts, landscaping, hardscape, and sidewalks. To affect these maintenance responsibilities, Caltrans requires that the City enter into a new Freeway Maintenance Agreement.

After the Ekwill-Fowler project is completed and accepted by the City, per the Freeway Maintenance Agreement, the City will assume the maintenance responsibilities defined .

Caltrans will, at its expense, continue to maintain the SR 217 Overcrossing Bridge as well as the freeway ramps and associated retaining walls.

According to Chapter 24 of Caltrans’ Project Development Procedures Manual, approval of the Freeway Maintenance Agreement for SR 217 interchange with Hollister Avenue is required before the Ekwill Street and Fowler Road Extensions Project can proceed into the construction phase.

Public Works recommends that the City Council approve a Freeway Maintenance Agreement with the State of California acting through its Department of Transportation, for the SR 217 interchange with Hollister Avenue.

FISCAL IMPACTS:

For the current fiscal year budget, approval of this Freeway Maintenance Agreement has no fiscal impacts. The City’s Public Works Street Maintenance Division will be responsible for the maintenance associated with the additional landscaping , hardscape, and sidewalks that will be installed as part of the construction of the two roundabouts. Once the roundabouts have been constructed, t he maintenance budget will be modified accordingly for this additional work, anticipated in FY 2024-25.

ALTERNATIVES:

The Council may elect not to approve the Freeway Maintenance Agreement. However, if this occurs the Ekwill-Fowler Project will not be able to proceed into the construction phase and thereby risk the loss of $11.3 million of construction State Transportation Improvement Plan funding.
