San Jose Creek Multipurpose
Path
Mitigated Negative Declaration
and
Development Plan
Goleta City Council October 4, 2022

October 4, 2022  City Council Meeting 2
Project Benefits
• Complete two important path segments for a
continuous and safe link in the regional active
transportation network
• North – South connection from Calle Real to the
Atascadero Creek Bikeway (Obern Trail/Coast Route)
• Removes significant barriers for active transportation users
• Provides a dedicated shared-use path connecting Old
Town to key destinations
• Path for users of all ages and abilities
• Opportunity for restoration of San Jose Creek riparian corridor

Northern Segment
September 20, 2022 City Council Meeting
5  The Public Hearing was opened at the regular City Council meeting held on September 20, 2022. Council voted to continue the public hearing to October 4, 2022.
 Council requested staff to provide the additional information:
 A more defined list of trees to be removed/impacted including a list of the trees lost, tree sizes, type and overall health;
 Identify opportunities to minimize the number of trees to be removed for the Northern Segment;
 Quantify the habitat which will be lost as a result of the multipurpose path construction for the Northern Segment; and
 Provide additional information on the overall project cost including the amount necessary to complete the project which is above the $17,959,000 awarded through the Active Transportation Program (ATP) grant.

Northern Segment Tree Survey
 Conducted by Rincon Consultants ISA Board Certified Master Arborist and ASCA Registered Consulting Arborist
 Survey conducted on September 24 and 25, 2022
 Rincon produced a Tree Survey and Impact Analysis
 Changes to the Revised Final Initial Study/Mitigated Negative Declaration (IS/MND):
 Information developed from the Tree Survey has been
included in the Revised Final Initial Study/Mitigated
Negative Declaration (IS/MND) in Appendix E.

Tree Survey Methodology
• Field Survey of trees located within and adjacent to proposed alignment
• Surveyed trees with a diameter at breast height (DBH) of 4 inches or greater
• Data Collected:
• Trunk Location
• Tree Species (Native and Non-Native)
• Tree Height
• Number of Trunks (Single or Cluster)
• DBH of Trunks
• Tree Condition, Health
• Other information
• Global Positioning System (GPS) coordinates

 Comparison of Habitat Impacts on the Northern Segment  Will eliminate impacts to Monarch overwintering habitat and reduce other habitat impacts with removal of northern connection on Calle Real
10 Habitat Impact Analysis
October 4, 2022  City Council Meeting
11 Habitat Impact Analysis

12 Avoidance and Mitigation
 Opportunities during Design Phase to further reduce tree removals and impacts to corridor habitat
 Reduced tree removal from 82 to 77
 Engineering Team will work with biologist and arborist – walk the project alignment and identify opportunities to reduce impacts: minor alignment adjustments, addition of design features
 Mitigation Measures required to reduce impacts including tree and vegetation replanting
 Tree replanting ratios – 1:1 for trees and 3:1 for riparian trees (majority) – THESE ARE

MINIMUM
 During Design Phase will go through permitting process with regulatory agencies such as CDFW (often requires higher replanting ratios particularly for native tree removals)  Location for Tree Replanting
• Along Project Alignment – 1st Priority
• Within Project Vicinity – 2nd Priority
 Habitat mitigation requirements listed in IS/MND
October 4, 2022  City Council Meeting
 Project brings opportunity to restore creek corridor habitat  Significant presence of invasive vegetation along
corridor
• Arundo, Cape Ivy, English Ivy and Pampas Grass
• Results in displacement of native species
• Alters biological communities
• Compete with native species for light, water and
nutrients
• Block sunlight from native plants
• Increases fire risk
 Removal of invasive species will benefit native trees and vegetation
 Removal of trash and debris
 San Jose Creek Corridor identified as needing
restoration in Creek and Watershed Plan

• Project will provide a safe path for Active
Transportation Users of all ages and
abilities
• Removes significant barriers for safe
non-motorized travel
• Key North – South connection to local
and regional networks
• Opportunity for restoration of San Jose
Creek riparian corridor
