Mayor and Councilmembers,

I urge you to support this very important project that will allow UCSB students, commuters, recreational riders and young children to ride safely from Goleta Beach to Hendry's Beach and beyond. The San Jose project will be a much safer alternative to the Fairview and Patterson freeway overpasses for cyclists and pedestrians. The concern about tree removal has been overblown, as the plan includes adequate mitigation and replacement.

Thank you for your support. Best regards,

I support the bike path expansion. I ride weekly at least and when I was working in Goleta, I used the bike path daily instead of driving. It was the highlight of my working day.

Biking is quite dangerous when cars are nearby and it's scary. My son started biking during the pandemic because fewer cars were on the road. He's lost over 40 pounds and found a lifelong passion for biking as exercise outside. He used to drive to a gym!

Bikes are a solution to global warming and our obesity epidemic. But without better bike lanes, bikers will be maimed and killed by drivers texting or simply not seeing them.

Please support the bike path expansion.

Hello,

I hope you're doing well. I am writing in support of the San Jose Creek Path. As a Goleta resident, I bike to work daily. I highly value the investment in a safe, economical, and eco-friendly mode of transportation. I support the San Jose Creek Path because:
• The project provides regional connectivity for the neighborhoods north of Calle Real to the Coastal Route with direct access to Goleta Beach, UCSB, and densely populated Isla Vista to the West, and the County and Santa Barbara to the East.
• The San Jose project provides safer bike/pedestrian path alternative to Fairview and Patterson overpasses. Fairview ranks as one of the most dangerous bike routes in Goleta.
• A $18MM use it or lose it grant will fund this safe bike path, provide jobs, and reduce the fatalities and hospitalizations stemming from cars hitting bikers on Fairview and Patterson.
• Allows kids, UCSB students, commuters, and recreational riders access to the bike paths from Goleta Beach to Hendry's Beach without the risks and dangers currently facing bikers.
• Of the 82 trees that would potentially be removed, mitigation plans call for 1:1 replacement, and only an estimated 16 trees would be in areas noticeable to 101 drivers.

Sincerely,
Joanna Tang

Dear Goleta City Council,

My name is Torrie Cutbirth, a local community member and staff member of a local family foundation that supports $300,000.00 dollars in funding to local environmental organizations in our County each year. I am a student in SBCC's Environmental Horticulture program, and volunteer at many community gardens and other environmental organizations. I am also 29 years old, and I am terrified of the near future of our climate and state of our community.

I am reaching out to urge you to PLEASE support the San Jose Creek Bike Path.

This project is VITAL to our community's just and equitable transitions to a more green economy and more! The project provides regional connectivity for the neighborhoods north of Calle Real to the Coastal Route with direct access to Goleta Beach, UCSB, and densely populated Isla Vista to the West, and the County and Santa Barbara to the East. The San Jose project provides safer bike/pedestrian path alternative to Fairview and Patterson overpasses. Fairview ranks as one of the most dangerous bike routes in Goleta. A $18MM use it or lose it grant will fund this safe bike path, provide jobs, and reduce the fatalities and hospitalizations stemming from cars hitting bikers on Fairview and Patterson. Allows kids, UCSB students, commuters, and recreational riders access to the bike paths from Goleta Beach to Hendry's Beach without the risks and dangers currently facing bikers! Of the 82 trees that would potentially be removed, mitigation plans call for 1:1 replacement, and only an estimated 16 trees would be in areas noticeable to 101 drivers. Additionally, NEW trees sequester more carbon than mature trees, that slow carbon sequestration as they mature. New, NATIVE tree plantings will not only sequester more carbon, but the native trees will provide a multitude of benefits to the local environment, including the animals we so deeply rely on.

Thank you for your time and I hope you will approve this necessary bike path project!

Subject: Support for the San Jose Creek Bike and Pedestrian Path

Dear Goleta City Council,
I am writing to urge you to support the San Jose Creek Bike and Pedestrian Path. This is a connection that is dearly needed to connect Old Town Goleta with important areas of commerce and culture north of the freeway, and vice versa. Currently both ways over the 101 - Fairview and Patterson - are both inconvenient and unsafe for non-vehicle traffic, particularly Fairview. A path along the San Jose Creek would improve equity for those without cars, enhance business access on both sides of the 101, and create an overall higher quality of life for all those who use non-vehicular transportation, either exclusively or selectively. What a huge disappointment it will be if this project fails to happen.

Please do not let your constituents down.

Sincerely,
Karen Field

Dear Councilmember Aceves,

As a 60-year resident of the Goleta area and avid bike rider, I fully support the continuation of the San Jose Creek Path project to completion.

We've been riding that path for approximately 43+ years and our community deserves to finally have safe transportation routes for riders and pedestrians. In addition, safe routes will encourage more alternative transportation that will benefit everyone with less car traffic which has gotten ridiculously crowded with speeding drivers and drivers that clearly need to revisit rules of the road regarding crosswalks, all of which makes walking and riding unsafe for riders and walkers everywhere.

Thank you for your time and consideration of this measure and all of Goleta.

I live off Fairview Avenue and spend lots of time bike commuting into Old Town and the 'Noleta' area. I would love if you supported the effort to connect these areas with the pedestrian and bicycle crossing under Hwy-101 and Route-217 at the intersection of Kellog and Calle Real. This will make cycling and walking in our City much safer and make my own commute from the shopping center off Fairview to the Old Town Goleta area along with many others much more enjoyable. It will greatly benefit our community.

Hello county supervisors,

This email is in regard to the proposed bike path in San Jose Creak. The project provides critical biking alternatives to car use within the county. We should be trying to push forwards with alternatives to driving and this bike path is critical infrastructure that fights climate change and provides greater mobility access for our fellow citizens. Please support these safe and separated bike paths.

Dear Council Members,

There has been a plan in the making, for many years, to build a bike path that to the south connects Old Town Goleta to Goleta Beach and the Obern Trail, and to the north that connects Old Town with Calle Real. The benefits for the community for both commuters and people seeking recreational opportunities are HUGE. This project will increase the safety for pedestrians, bicyclists and people who would like to be bicyclists, but don't want to risk taking the Fairview 101 overcrossing. We need to give people who would like to walk and bike places more places where they feel safe to do so. We need to get people less reliant on cars to make an impact on climate change. More people using active transportation means healthier people.

This is such an important project that would enable all those benefits! It is stated in your planning documents. Thousands of hours of work from your own staff and from community members have been spent.

Please see this through. Support the San Jose Creek project.

Re: SUPPORT for approval of San Jose Creek Multipurpose Path Project Mitigated Negative Declaration and Development Plan

Dear Honorable Mayor and Councilmembers:

In July 2018 I submitted a letter of support for the City of Goleta Active Transportation Program (ATP) Cycle 4 Application for Funding San Jose Creek Class I Bike/Multi-Use Path Project. After an extremely competitive process, the City was awarded nearly $18 million in state and federal funding for this project – a major accomplishment and cause for celebration! Today I write to urge you to vote to approve the Mitigated Negative Declaration (MND) and Development Plan for the San Jose Creek Multipurpose Path Project to move this important project forward.

I supported the City’s application because the proposed project included an important link in our regional active transportation network, completing the approximately 3-mile long bicycle and pedestrian regional pathway connecting areas north of US Highway 101 in Santa Barbara County to the existing Class I Atascadero Creek Trail (Obern Trail), a segment of the California Coastal Trail, to the south.

The City’s plan will complement the County’s fairly recent improvements on this corridor with increased connectivity via construction of a 970-foot long stretch of Class I San Jose Creek Bike/Multi Use Path with a 140-foot bridge. The path is one of the most important connective routes for recreational bike users and commuters, and is designated as the County Bicycle Master Plan’s highest priority project. It is also part of the 1993 Goleta Community Plan and 1999 Goleta Transportation Improvement Plan.

The City’s San Jose Creek Bike Path project will provide many benefits, including safe bicycling and walking access for residents. Goleta and the Old Town area (which is identified as a low to moderate income community that I now have the privilege to represent) in particular lack adequate access for residents who walk or bike as a means of transportation. The areas and schools located north of US Highway 101 currently can only be accessed by using high volume arterials such as Fairview Avenue or Patterson Avenue from Old Town Goleta. Accessing the Obern Trail, recreational areas, and UC Santa Barbara to the south present the same difficulties.

Additionally, residents currently lack safe and easy access to other destinations such as the Calle Real Shopping Center, pharmacies, athletic facilities, and the Goleta Valley Library, also located north of US Highway 101.

COUNTY OF SANTA BARBARA

This lack of access is especially difficult for community members on bikes or on foot who must negotiate with heavy interchange traffic along these routes in order to get to school or work, or to take care of their daily needs. As a result, very few people are able to walk or bike to these destinations and those who must, face risk on the current route.

The San Jose Creek Bike Path project will remove barriers for residents in Old Town Goleta by providing a safe bike and walking path and will encourage physical activity for our community as a whole. The project will not only provide active transportation access throughout Goleta, but will also improve regional connectivity to educational, recreational, and commercial destinations in Santa Barbara and other areas of the South Coast.

For these reasons, I supported the City of Goleta’s application for ATP funding projects and now I support the next step in the process – that the City of Goleta approve the MND in order to return to the California Transportation Commission for the next phase of funding.

Thank you for your consideration.

Subject: Support for the San Jose Creek Bike Path Project

Good afternoon,

I've been a resident of Goleta since August 2016, and would like to voice my strong support for the San Jose Creek Bike Path project. I work at UCSB and commute twice a week by bicycle, and so the bike path will represent an improvement for my safety and also make for an easier & faster commute. I may even be able to commute by bicycle more frequently because of it. My family and I also intend to use the bike path for recreation (we've participated in the SB100 and are avid cyclists), and I am generally proud to welcome friends and family to visit in-part due to Goleta's increasing options for recreational cycling.

I recently read that the approval of the project is at risk, which is unfathomable to me. I understand that the city was granted an Active Transportation Program (ATP) grant for approximately $18 million for the project, and should the city council choose to decline to proceed I understand that money will be in jeopardy. Thus, rejecting the project would hurt not just me and my family personally, but rob the broader community of the economic gains from the grant. Please don't let that happen, and please approve the San Jose Creek Bike Path project to proceed.

Respectfully yours,

Allen

Hello,

I am a resident of Goleta as well as a business owner in our community. I live along one of our established bike routes and am a regular and avid cyclist along the roads and paths and trails all over Santa Barbara County. I am fully in favor of developing the San Jose Creek Bike Path, not for me, rather for my friends and family.

The new path would be more than a recreational convenience. It would also provide an incredibly positive cultural, economic and public health and safety impact on my immediate community.

My children attend Kellogg elementary along with our neighborhood and also with a large section of Old Town Goleta. Although my children have many close friends in their classes who live in Old Town, they are isolated from interacting outside of school due to the impediments of busy streets, a freeway, and the railroad tracks. The opportunity to safely ride or walk between these neighborhoods would have a significantly positive effect on connecting our insular existences.

The Class 1 protected path beyond Old Town towards the beach and UCSB would provide a safe and healthy way for people to commute and recreate even further, making it more feasible for people and families to attend events around Goleta, UCSB, and beyond. This would open up economic and cultural opportunities to participate and be inspired by our broader community.

I hope to attend Tuesday's City COuncil meeting, but felt obliged to submit my formal words of support here, for the record.

Thank You,
Andrew Quinn

Mayor and City Council members,

I would like to write you to express my support and desire for the San Jose Creek Path and Hwy 101 / 217 Pedestrian and Bicyclist Overcrossing. This is a difficult area in town to access and the speed of the vehicles makes it unsafe for most to even use this area if not in a vehicle. This high traffic area could be made much safer for the larger community that wants to access the areas on foot or bike. Please vote in favor of this project!

Good Morning and THANK YOU for all y'all do for our community!

I'm writing in support of both the San Jose Creek and Modoc bike path projects

I really enjoy riding a bike, but as a professional risk manager in the outdoor industry I am VERY concerned about folks riding with cars. I know a number of people who have been hit and even lost their lives. I'm thinking of Kendra who was a UCSB student on the Tri team that was hit and killed while on a training ride: https://recreation.ucsb.edu/classes-events/special-events/kendra%27s-race

We lived near Trader Joe's for over 15 years and I really enjoyed riding my bike to UCSB. I would specifically take the "long" way on the Maria Ygnacio path rather than Fairview because of the risk.

PLEASE SUPPORT good risk management, our biking community, and our environment. THANK YOU!!! From: zak <[email protected]>

Hullo -

I'm a regular cyclist in town who is very excited by the San Jose Creek Path.

I love the path that goes under the freeway near Patterson, and am a huge fan of any new paths that make cycling more pleasant and safer.

I'm shocked that there is any doubt as to whether or not to accept state money on this clear improvement in safety, jobs and access.

The only objection seems to be around trees - and any concern around trees is clearly due to a lack of understanding around what the word "renew" means in renewable resources. They will be replaced - unlike any lives lost on the dangerous freeway overpasses.

Thank you for your support.

Dear Goleta City Councilmembers,

Santa Barbara County Action Network (SBCAN) urges you to vote YES on the San Jose Creek Multi-Use Path.

This project is an important piece in the overall plan to make Goleta more accessible via active transportation. As you are aware, the largest source of greenhouse gas emissions in the county are personal vehicles, mostly used for commuting. Currently there are inadequate options for Old Town residents to access the rest of Goleta via active transportation, and residents who live in the rest of the city have difficulty accessing businesses in Old Town Goleta. This path would improve connectivity within Goleta, while also connecting residents to existing paths that extend all the way to UCSB, Goleta Beach, Calle Real, and into Santa Barbara, providing residents with a safer commuting option that is more environmentally friendly.

Again, SBCAN urges you to vote yes in support of the multi-use path.

Sincerely,

Hello,
I live in the Kellogg neighborhood right off North Kellogg Ave above Berkeley with my family of 5 and we are all in full support of the San Jose Creek Bike Path! We have been hearing about it and looking forward to it for several years, and would be devastated if it was delayed any further. Connecting the neighborhoods north and south of the freeway, providing safe bike access to Kellogg Elementary, and bike access to Old Town and the beach from the north are vital to our community! The plan includes replacing trees at a 1:1 and 3:1 ratio depending on location, for any that need to be removed. This is a very reasonable plan, and the many other benefits to the environment (less cars on the road, less non-native trees, to name a few) far outweigh the necessary removal of some trees in order to complete this critical and exciting project. Please support this project and move it to the next phase.

RE: City of Goleta support for the San Jose Creek Class I Bike/Multi-Use Path Project Dear Mayor Perotte, Council Members, and Mr. Ebeling,
I am writing on behalf of NTGS – New Town Goleta Safety to support the San Jose Creek Class I Bike/Multi-Use Path. As you know, NTGS has been working for many years on improving safety in our area and to encourage more safe walking and bicycle riding (for better health) and less driving (to reduce our carbon footprint).

The San Jose Creek Bike Path project provides many benefits inc luding providing safe bicycling and pedestrian access for residents. Specifically, residents living in the high-density residential area of Old Town Goleta, which is identified as a low to moderate income community, will have safe means of transport. Old Town does not have any schools located within the community itself; as a result, all 2 school aged children living in in the area attend various schools located within 2 miles of Old Town (all located to the north of US 101). The proposed multi use path would provide a designated (and much needed) “Safe Route to School” for the Goleta Valley Junior High students that live at the east end of Old Town Goleta. Additionally, residents currently lack safe, easy access to other destinations such as the Calle Real shopping center, pharmacies, athletic facilities and the Goleta Valley Library also located to the north of US 101. The Goleta Neighborhood Clinic (supporting low income and minority families) is located immediately adjacent to the proposed multi use path and would open up easy access for the Old Town residents that utilize the clinic for their health needs.

Goleta and the Old Town area in particular lack adequate access for residents who walk or bike as means of transportation. The areas and schools located north of US 101 currently can only be accessed by using high volume arterials such as Fairview Avenue or Patterson Ave from Old Town Goleta. Accessing the Obern Trail, recreational areas, and UCSB to the south presents the same difficulties. This lack of access is especially difficult for residents in the community who must negotiate with heavy interchange traffic along these routes in order to get to school or work. As a result, very few people are able to walk or bike to their destinations and those who must cannot do so safely. Citizens are reliant on motorized vehicles to access other educational and recreational destinations in close proximity to Old Town. As was stated earlier, we refer to our area north of the freeway as “New Town Goleta”. This multi-use path will help us become ONE Goleta (not just Old and New) by connecting both sides of the freeway into one community.

The San Jose Creek Bike Path project will remove barriers for residents in Old Town Goleta by providing a safe bike and pedestrian path and will encourage physical activity for our community as a whole. Old Town Goleta offers a wide variety of resources and facilities to its community members north of the freeway that could be easily accessed by using the planned multimodal pathway. Children and families on the North side of the freeway will gain easy and safe access to Goleta Beach and the Obern Trail, Jonny D. Wallis Neighborhood Park, the Boy’s and Girl’s Club, the many events and activities at the Goleta Community Center, as well as a wide variety of retail, dining and service opportunities located in Old Town.

The impact on our adjacent trees (along the designated path route) is clearly one of the issues causing “pause” on this project. Let’s be realistic. Global warming and the long-term drought have significantly impacted our area. We are not being successful in keeping our existing, and mostly non- native, trees alive or healthy. One only needs to look at the Ellwood Mesa or Stow Park and the massive tree die-off being experienced in these areas. The proposed tree removal and replacement plan with native, more drought resistant, trees is forward thinking and should not be looked at as a barrier.

For these reasons, NTGS – New Town Goleta Safety, strongly supports moving forward with this project. In this election year, NTGS asks for your support in approving this important project and to not jeopardize the funding that has already been approved. This is a once in a lifetime opportunity to positively impact the connectivity of our community, improve the health of our residents, and to do our part in reducing carbon emissions by encouraging walking and bicycle riding.

Please vote yes to support moving forward with this project as designed.

RE: City of Goleta support for the San Jose Creek Class I Bike/Multi-Use Path Project

Dear Mayor Perotte, Council Members, and Mr.

The San Jose Creek Bike Path project provides many benefits including providing safe bicycling and pedestrian access for residents. Specifically, residents living in the high- density residential area of Old Town Goleta, which is identified as a low to moderate income community, will have safe means of transport. Old Town does not have any schools located within the community itself; as a result, all school aged children living in in the area attend various schools located within 2 miles of Old Town (all located to the north of US 101).

Global warming and the long- term drought have significantly impacted our area. We are not being successful in keeping our existing, and mostly non-native, trees alive or healthy.

Should you have any questions regarding our support of the City moving forward with this project, please feel free to contact me at 805-845-5017 or [email protected].

Steve George

I support the $18MM grant for the San Jose Creek bike path because it:
‐Injects $18MM into our local economy
‐Facilitates bike and foot traffic enhancing business vitality and convenience for constituents on both sides of the freeway wanting access to grocery shopping, restaurants, etc...

More importantly, the $18MM speaks directly to safety:
‐Enhanced public safety, especially for UCSB students commuting to school, high school kids wanting access to beaches, and recreational riding by families with children.

2 In addition to the above, the current plan improves native habitat restoration and increases the environmental values we seek to cultivate in our community.

The project represents the reasons we voted to have our own local government.  Inexplicably, it appears that Goleta is at risk of being the only city in California to turn down an $18MM grant that would improve our economy, our infrastructure, the vitality of our businesses, the environmental values we cherish here, and the safety of its pedestrian and bike riding constituents.

It is unfathomable to think that after the struggle to become its own city with its own governance, Goleta could become the first and only city in California to decline an $18MM injection of money to improve our infrastructure, our business community, and the safety of our constituents.

Please approve the San Jose Creek Project and point to it with pride as an example of something exemplifying the benefits of our local government.  To do otherwise would call into question the purpose and benefit of having our own local government, especially if staying a part of Santa Barbara would have led to the enthusiastic approval of this project.

Good morning,

I am a Goleta resident at Hollister/Patterson and I regularly use my bike to access local businesses, restaurants, friends and recreation. I am a land use/environmental attorney and very familiar with the process and details of the proposed tree mitigation.

I can easily access businesses in Old Town, but anything north of the 101 required me to drive because of the terrible accessibility. Turning left from Patterson onto Calle Real is not an enjoyable experience.

I would like the choice to be able to access this area on my bicycle. I support the plan. Ultimately decisions to do nothing and stop improving bike/ped facilities will detract from the livability of the community.

Hi Council Members

I support the $18MM grant for the San Jose Creek bike path because it:
-Injects $18MM into our local economy
-Facilitates bike and foot traffic enhancing business vitality and convenience for constituents on both sides of the freeway wanting access to grocery shopping, restaurants, etc...

More importantly, the $18MM speaks directly to safety:
-Enhanced public safety, especially for UCSB students commuting to school, high school kids wanting access to beaches, and recreational riding by families with children. -6-10% of the public feels safe on roads that bikes and cars share. -81% of the public would feel safe on protected (class 1 bikeways.) 2017 study by the National Association of City Transportation Officials (NACTO)

In addition to the above, the current plan improves native habitat restoration and increases the environmental values we seek to cultivate in our community.

Thanks for listening.

Dear Goleta Council,

Safe biking in Goleta is very important to me and my family. The new San Jose Creek project will provide the necessary safety for bikers and get them away from cars. Please support this important improvement to our local biking community. I'm always amazed at the number of people who use new bike paths that are built. The new Los Positas bike path is busy all the time with all sort of people who previously weren't riding. Please help increase the availability of safe bike routes within our cherished community.

Hello,

Thank you so much for considering our support for the San Jose bike underpass. My husband, kids and I live in the Kellogg neighborhood, and have been excited about the prospect of this bike path for many years now. We love the idea of being able to bike safely down to Jonny D. Wallis Park, Goleta Beach, and Campus Point, all of which we visit regularly.

My husband works for local company Invoca, and in the summer of 2015 we spent 3 months in Boulder, Colorado to help them open an office there. Boulder is well known for their prolific bike paths, which connect every neighborhood in the city, and consist almost solely as dedicated bike baths: they are not an afterthought put next to a busy street, but largely in their own space or next to creeks. As you can imagine, the impact this has on how much they get used is incredibly significant. For us, it meant my husband biked to and from work every day, and I felt comfortable taking my then 2 and 4 year olds on many treks through the city. Even though my kids are older now, this is not something we do regularly here in Goleta - the bike path access is nowhere near where we would like it to be.

I can’t pretend to know what it takes to move a project like this forward, but I know from experience what we will gain if we complete it.

Thank you,
Megan Burwell

Dear Council members,
As fairly recent residents of Goleta, who have become fans, we are very much interested in seeing the city do the right thing for its citizens. The San Jose Creek bike trail is very much the right and forward- looking thing, providing safe and easy passage for an ever-increasing number of bike and ebike riders of all ages. Passing up this wellfunded project would be a dereliction of duty on the part of Goleta’s elected leaders.

Subject: Please don't waste $18 million

Dear City Clerk,

I’m requesting this letter be entered into public record at the October 4 special meeting.

I am a Goleta resident, and one of the reasons I purchased in Old Town is that a new bike path to Goleta Beach has been in the works for years. I’m really disappointed to find out that it may not happen because of concern over trees being cut down. If a choice is made to vote this way, you’re denying access to the ocean for many underserved families and children who need options for exercise and enjoying nature.

Trees can be replanted—it’s a part of the planned process—but if this path doesn’t happen I will continue driving my vehicle to the ocean, wasting gas and precious resources to get there. Additionally, we’d be wasting $18 million dollars on something that many families have been looking forward to for years. How utterly irresponsible!

With your good conscious, my elementary school children will have the chance to safely ride their bikes to Campus Point for junior lifeguards, and my husband and I can run safely to Goleta Beach. Maybe someday, our kids will even be able to bike to UCSB for school.

Please don’t let your short sighted concerns get in the way of a safe, eco-friendly plan for thousands of families to access our natural resources. So many of us pay a lot of money to live near the ocean. Let’s make sure we can access it!

Dear Goleta City Council:

As a concerned citizen and a former Goleta Parks & Recreation commissioner, I am writing to ask that you support the San Jose Creek Bike Path - Northern and Southern Segments (Project No. 9006) proposal.

As a bicyclist (and motorist), this project is particularly critical for two reasons in my mind:
safety and encouraging more people to bike. The safety aspect alone should merit your support. As someone who broke two ribs when I had a parked car door opened on me, I can tell you firsthand how hard it is to stay safe on bike paths shared with cars.

I have 3 adult children who were all scared to ride on road adjacent bike routes when they were young. Without belaboring the troubling trends of the childhood obesity epidemic; climate change impacts and community connections this would enable, this opportunity is too good to pass up. And who would want to pass up external funding of $18MM?

The counter arguments I’ve heard about are very weak in the face of the massive improvement this would be to our community. I implore you to support this project.

Tomorrow you will be continuing your hearing on the San Jose Creek Bike/Multi-use path. This is a much needed and well supported and funded project that should not be held up. I urge those of you with concerns to let the project move to the next phase and I also urge the city council members who recused themselves from the previous vote to please reconsider. This path will enhance the lives of so many people. If the concern is for a few trees, that is nothing compared to the fossil fuels that will be saved, the lives that will be protected and all the other dozens of good reasons why we need to keep this project moving forward!
Trees can and will be replaced, lives cannot be.

Subject: Support San Jose Multi-Purpose Path Grant/Design Refinement

Honorable Goleta City Council Members:

Please vote on October 4th to approve the San Jose Creek Multi-Purpose Path project's Revised Final MND and keep the project's ATP grant alive! This long-awaited and forward-thinking, safe and equitable, non-vehicular access route will connect the City's northern and southern neighborhoods, commercial districts, and natural assets that have long been separated by the 101 freeway and the Union Pacific railroad. This is important for those who choose to use or must have alternate ways to get around in our area and will promote more local education-related, financial and recreational activity while lessening impact on our environment for generations to come.

Approving the environmental document does not set in stone the 40% design details; it provides the critical next step in refining the design to address community input regarding tree removals and impacts, sight and sound barriers, and sea-level rise considerations, among other concerns.

This vote offers an opportunity for the project to be further improved and takes advantage of decades of work and a one-time grant of $18 million! Please vote yes for the present and future quality of life in Goleta and beyond!

Hello,

I am a graduate student at UC Santa Barbara. I'm not sure I can make the city council meeting tomorrow so I wanted to make sure that people know loud and clear that all students lives would be greatly improved with the addition of the new bike path that would make it so that we don't need to bike over the highway on Fairview ave! Yes, some harm will come to non-native and fire-prone eucalyptus trees...I can live with that guilt free. Throw in some oak tree planting projects afterwards and you'll be everyone's favorite. Especially as housing prices skyrocket, we need to make the housing options that are slightly farther away from campus accessible SAFELY by bike! (safety of people and our bike tires that keep getting punctured if we have to bike on the side of a busy road.) Right now, unfortunately, it has been really hard to depend on the buses in the areas that would be made more accessible with this bike path. Cars are out and should not be considered a reasonable option for most people (health-wise and for our planet).

Bike and bus enthusiast,
Rebecca

I support the $18MM grant for the San Jose Creek bike path. It makes it easier to take bike trips in or through Goleta. It makes it easier to visit shops downtown by bike. It boosts $18MM into our local economy. It's a win-win.

The main reason to do it is to increase bike safety in Goleta, especially for students, families and young people. I've been in a lot of car accidents locally, one of them when I was on a bike, hit by a car. I'll keep driving the car to Goleta, until there's a bike path separated from car traffic. I know I'm not alone in this.

These improvements provide a big boost for local safe biking infrastructure. Please keep improving bike safety in Goleta.

The Trails Council was formed in 1967 to advocate for the planning and construction of new trails and to help organize work parties to maintain existing trails. Over the last 55 years, the Trails Council has worked cooperatively with government agencies on planning, permitting, funding, building, and maintaining trails across Santa Barbara County. We have worked with the City of Goleta for over a decade to plan, permit, fund, and construct new trails. For example, we worked closely with City staff to secure the City's Coastal Development Permit for Ellwood Mesa. Through our efforts, we have raised over $250,000 for trail projects in the City of Goleta, including ongoing improvements for Lake Los Carneros Ecological Preserve. The Trails Council has been following the planning and development of the San Jose Creek Multipurpose Path Project for over 20 years. Today, a multi-use active transportation route is needed more than ever to provide a critical connection between existing bike routes north of U.S. 101 and the Obern Trail (formerly known as Atascadero Creek Bike Path) to the south. When completed, the San Jose Creek Multipurpose Path will connect local bike routes north of Calle Real to the long-distance walking and cycling trails (LDTs) that connect communities from Carpinteria to Guadalupe and beyond. City Council Members,

As a long time resident of Santa Barbara County, and supporter of Goleta independence, I support getting/allocating the $18M grant for the San Jose Creek bike path project. There are many bikes in Santa Barbara and I believe that investing in the safety of residents who frequently use them should be of high priority. Additionally, the grant would bring revenue to SB businesses and would contribute to continuing to develop our culture of using bikes as an eco-friendly mean of transportation – supporting both local residents, like my family, and University students who frequently use our bike paths.

Do not pass up the opportunity to bring much needed infrastructure improvement to the SB/Goleta community.

Please move forward with this grant acquisition and the San Jose Creek bike project.

-81% of the public would feel safe on protected (class 1 bikeways.) 2017 study by the National Association of City Transportation Officials (NACTO) This is what neglecting bike and pedestrians looks like, and it will get worse as the city grows, the proliferation of e-bikes, and the need for more commuting options increases for young people, and the economically disadvantaged.

Subject: Support for bike path and pedestrian crossings Hello!
My name is Tristen Miller. I am a resident of Santa Barbara and would love to bike to Goleta and spend my money in old town but I don’t feel safe currently. I fully support the (funded!) San Jose Creek Bike path and the pedestrian and bike 101 crossings. I hope you vote to support them as well.

Thank you!
Tristen

Subject: Support for San Jose Creek bike path
Dear Goleta City Council:

I wish to express my support for the San Jose Creek bike path. This project has been in process for a very long time. It will provide a vital link between Goleta north and south of Hwy 101 for non- motorized users. Both the nearby overpasses, the one at Patterson and the one at Fairview, are very inhospitable to them. Now that the money has been awarded, please do not delay building it while minimizing tree removals.

Thank you for your consideration,
Eva Inbar

Honorable Mayor and City Council
RE: Review of September 28 2022 Tree Survey and Impact Analysis for Goleta’s San Jose Creek Bike Path

Thanks to the Council for requesting a detailed tree survey and impact analysis as conducted by a Registered Consulting Arborist with Rincon Consultants, Inc. The report concludes that 77 trees will be removed, 25% of the canopy coverage will be removed within the project site, and an additional 15 trees will have major impac ts that could result in decline and death of the trees.

My review of the report is that this is an accurate but conservative impact analysis. The 15 native trees with major impacts that could lead to death are not included in the 77 trees to be removed and are therefore not mitigated.

The actual number of trees to have significant impacts could then be as high as 92 trees.

The formulas used by the consultant also understate the impact to the unique aspects of the Coast Live Oak, which have extensive root systems that frequently extend 1 ½ times the canopy , allowing the tree to survive during long periods without rain. The report also assumes that when construction begins, contractors will stay within the footprint shown on the maps, yet most construction projects commonly go beyond construction footprints, which can result in more impacts to the trees than described in the report.

The impact report clarifies significant impacts to the trees that were not previously well documented. There are also additional issues that the consultants were not asked to address including; - Design Changes – What changes to the current design alignment are necessary to avoid impacting trees? - Risk assessment-Removing up to 92 trees and taking 25% of the canopy in this forest will have an impact upon the stability of the remaining trees in the forest. The trees in the forest do not all grow perfectly vertical.

Over time, trees growing close together support each other not only from the roots but also through their trunks. Removing some trees can weaken the support system of remaining trees, and create hazardous conditions, such as occurs on the bikeway on the north side of Calle Real next to Maravilla. - Visual impacts - Ground level visual impacts of tree removal s have not been addressed. There are no photographs in this report that show current or potential visual impacts of tree removals from the perspective of neighboring residential communities. It will take 25 to-35 years for new trees to develop sufficient canopy and screening mass to take the place of removed trees if it is feasible to plant in impacted areas.. - Onsite mitigation feasibility - The impact analysis does not identify if there is sufficient roo m to plant all the replacement the trees on site, which could increase the impact in the locations where existing trees are removed and create a need for offsite mitigation locations and monitoring expenses. The feasibility of mitigating the removal of 77/92 trees would require planting between 179 and 224 trees in an area cleared for a bike path. Large size trees such as Coast Live Oaks and Sycamores are not planted within 10 feet of streets and bike paths in Goleta due to extensive root systems of these big trees that can uplift hardscape surfaces.

Now that the Council has the information about the impact to the trees , what does it do es with it? This impact analysis has exposed flaws in the planning and construction process for the City. Tree experts were not involved in the beginning of the project and thus the impact on existing trees was not fully considered in the design process.

How to deal with the forest that exists along San Jose Creek has been afterthought in this process. The likelihood that that the impacts will be resolved in the remainder of the design process does not appear likely.

Sincerely

Dear Goleta Council Members,I am writing to you on behalf of the local non-profit Strong Towns Santa Barbara. Ourgroup is a local branch of a national advocacy non-profit called Strong towns (more informationon their website here:Strong Towns). The Strong Towns approach to planning focuses on the great benefits of investing inalternative transportation infrastructure. It has been shown time and again that cities willeventually bankrupt themselves if they invest solely in car-centric infrastructure; they simplycan’t pay for its high upkeep costs over the years. Bike paths, like the one proposed along SanJose Creek, are different. They have a large upfront cost (though still less than a new road), yet amuch lower maintenance cost. This is because bikes create nearly no wear and tear on their pathscompared to the damage done to asphalt by muli-ton cars. Additionally, a Class I bike path likethe one proposed in this project can carry hundreds of more people over a much smaller area, with little danger of creating traffic. It is important as we plan for a future in which we must fight climate change to focus onshifting trips to biking and walking. While this may seem impossible, studies have shown thatthree-fourths of all daily trips made in America are ten miles or less. With the advent ofaffordable electric bikes, people can choose to stop relying on their expensive cars for many ofthese journeys. Civic leaders can step up and approve projects like this one, which will create asafe place for citizens to make these trips, and entice even more to do so. Bike-friendlyinfrastructure like the San Jose path can create a positive feedback loop in which more peoplewill feel safe riding their bikes, and therefore more people will choose to do so.In the end, this project benefits the city economically, the environment, and the people ofGoleta, who will have a safe North-South route to bike across the town.Thank you,Sullivan IsraelLocal Conversation Leader, Strong Towns Santa Barbara

Subject: San Jose Creek Bike Path Support
Mayor and City Council Members,
I am writing to you in strong support of the San Jose Creek Bike Path.

As a resident of Old Town, the path would have a huge positive impact on myself as well as the entire community. Building safe bicycle infrastructure will allow people to make easy trips to Goleta Beach or Calle Real while preventing the need to jump in a car just to get to the other side of the freeway.

With $18 million of funding already secured, I am astounded that there is even a chance this does not get approved. I urge you to please approve this project.

Thank You,
Kyle Campbell
Dear Mayor Perotte and City Council,

Immediately after the results of the city counc il meeting on 09/20, I felt the need to alert our community to the risk that the San Jose Creek Multipurpose Path could be canceled. I felt if only the council could see just how much this path is desired, they would be compelled to approve this project. So, I created the petition included in this submittal. This petition was shared online in local Goleta and Santa Barbara groups and posted on community boards and local businesses in Old Town Goleta. As of this submittal on 10/03/2022, 638 individuals have signed the petition in the last 12 days.

It is clear the residents of Goleta and neighboring communities want improved infrastructure for pedestrians and cyclists. They want to see improvements to the underserved people of Old Town. They are satisfied with the current mitigation plan for tree removal and replacement and excitedly wait for this project to move forward.

I urge you to listen to the people and approve the San Jose Creek Multipurpose Path Final Mitigated Negative Declaration and Development Plan. Please keep this outpouring of public support in mind as this project and projects like it come to council.

Thank you for your time and for your efforts in making Goleta a Good Land for all.

Respectfully,

Kristin Brandt

APPROVE THE SAN JOSE CREEK BIKE PATH PROJECT

The Goleta San Jose Creek Bike Path - a project that has been in the works for over 20 years and has consistently received majority public support - is in danger of being canceled!
This project will:
o Improve the safety for bikers and pedestrians
o Create a much-needed link between the underserved Old Town community, Goleta Beach, and Calle Real
o Reduce car traffic and encourage alternative transportation Additionally, the city has already been awarded a $18 MILLION grant to build this path! Yet it is dangerously close to being tanked. Why? Because two of our five Goleta city councilmembers have had to recuse themselves from voting due to living near where the path would be built. This means the other three councilmembers must unanimously agree to move this project forward.

Councilmember Aceves is considering rejecting this project! If the project is NOT approved to move onto the next stage of review on 10/04, the city will LOSE the grant money and all the work that has been put into this path over the last two decades will go down the drain.

Please, sign this petition to tell Councilmember Aceves you want this path! Concerns about the environmental impact or want to see other changes to the path plan? That's okay! This vote on October 4th simply allows the review process to continue forward.

It does NOT set the current plan in stone or eliminate any more chances for public comment.

Please, voice your support for the path now or it won't happen AT ALL. o Help the residents of Old Town access the rest of Goleta o Encourage SAFE alternative transportation
o Allow public access to our beautiful natural areas

Dear Mayor Perotte,

I write to enthusiastically support the San Jose Creek Project. I own a little condominium near the creek and it has always been my dream to be able to bicycle south to the beach and university, or to the north to the shopping corridor on Calle Real without having to worry about automobile traffic.

I understand that there is habitat to preserve and limits to the city budget. But Goleta is the “little city that could.” Since its foundation 20‐years‐ago, Goleta has punched above its weight when it comes to taking on hard projects and getting them done. While the project might require some value engineering, I don’t see any obstacles that warrant a walk away from millions in external funding. Voting NO will damage the city’s reputation among state and federal agencies.

The San Jose Creek project will enhance everything about our area. I can’t wait to hear the laughter of children, parents, bicycle commuters, surfers, university students, and my own family as we all enjoy this safe pathway to the north and south.

Subject: Please support San Jose Creek Path
I'm emailing in support of the San Jose Creek Bike Path. I live car free in downtown Santa Barbara and my elderly parents live in the Fairview area. This would make my bike trips so much safer and easier.

I don't vote in Goleta but my parents do, and this path would ease their worry about my biking in Goleta.

Thank you for your consideration,
Cynthia Stahl

Dear Mayor, City Council and staff,
unfortunately I am not able to move a  medical appointment in order to make the special city council meeting of this afternoon in order to make these comments in person‐ so I am providing them to you now.

As someone who bikes around town, I appreciate your attempts to connect my neighborhood with the rest of the Goleta, but I remain highly concerned over the proposed huge impact to riparian canopy and resulting effects on birds and wildlife. Proposing to remove 70+ trees ‐ a quarter of the existing canopy‐ is unacceptable and does not comply with our environmental policies which limit construction within streamside protection areas to low impact activities.

Thank you, and sincerely‐
Jessie

Re: San Jose Creek bike path and tree removals
Dear Mayor, members of the City Council and staff-
Thank you for working on this bike path project. I live in Old Town and this path will greatly increase access to areas north of the freeway and the beach. Unfortunately I ultimately cannot attend the City Council meeting today so I am writing with some comments and to express concerns.

1. Tree removals
I am aghast over the sheer number of trees that are slated to be removed for the San Jose Creek bike path project. I have been an advocate for increased bike safety and for this very path for years- but now that the plans are drawn, it is extremely disturbing to see how many trees must be removed. There has got to be a way to save many of these trees. If the path needs to wind, then please make it wind. It does not need to be a high-speed path. I recognize that you do not have a lot of room to work in, but keeping riparian canopy-producing trees- especially the large specimen sycamore called out in the arborist report- is critical. We need trees and wildlife needs trees. Red-shouldered hawks have nested in the large eucalyptus along this very stretch of creek and perhaps even in the very trees that are slated for removal.

I am also concerned over the number of cottonwoods slated to be cut down. Cottonwoods only occur along riparian corridors (or where there are springs) and we do not have that many of them in Goleta.

2. Tree canopy removal impact maps
The maps on pages 116-119 make it look like most of the trees are going to be removed. I am assuming that the squiggly circles accurately depict the canopy of those trees to be removed. Looking at this map, it appears as though the nature of the riparian corridor is going to be dramatically changed. Are the trees marked? Will there be a site visit for Council and the public?

It is difficult to tell from these maps (pgs 121-123) whether it will be likely for resulting holes in tree canopy to be eventually filled in by neighboring trees that are NOT to be removed. Or, if these holes can be filled by newly planted mitigation trees.

It is also difficult to tell from the maps if the holes in the canopy will allow more sunlight over the stream channel which can lead to degradation in water quality. SO much money and effort has gone into re-working the lower concrete stream channel for fish passage and it would be a shame to ruin this section of the creek for steelhead through a reduction of canopy cover.

There needs to be a map that clearly defines how much of the existing canopy cover is native/non- native. These maps only show that for what is to be removed. 15% of the total canopy will be native removals, but what percentage is that of all of the natives across the entire canopy? It would be really awful if 15% of the total canopy ends up being a major proportion of the total native canopy.

A half-acre of tree canopy to be removed is a lot.

3. Lighting along future bike path
I have a lot of concern over having sections of the path lit all night long due to its location within the highly sensitive riparian corridor. Birds, bats, and insects did not evolve with nighttime lighting except for the moon and stars. We already have so much brightness at night, disrupting noctural animals and migration activity. Creeks are dark refuges throughout our city. Please do not light up this creek path.

4. City policies- Environmentally Sensitive Habitat and Streamside Protection Areas Although the Conservation Element section of the staff report mentions Policies CE2.2 and 2.3, those policies specifically mention ‘low-impact activities’. I would argue that a project that is clearly within the SPA and calls for removing 77 riparian canopy-producing trees (including 50+ native trees) is anything but “low-impact”. This is a huge impact to this fairly undisturbed section of creek. In fact, this section of creek has some of the nicest canopy and mix of trees of any of our city creeks.

I urge you to figure out how to better design this bike path to minimize the impact to our riparian canopy and native trees.

Thank you.

Sincerely, Jessie Altstatt

Dear Mayor Perotte and Councilmembers
During my comments at this afternoon’s meeting on the San Jose Creek Bike path project, I will be making reference to the arborist’s report and Tree 54, a Sycamore, which the arborist called as being a “large and stately specimen.”   While I couldn’t get a photo of Tree 54, I want you to see this photo of one such tree on the San Jose Creek near the Berkeley footbridge to illustrate the magnificence of a huge multi‐trunked Sycamore tree.

I am hoping that the City C
lerk could put this photo on one of the big screens in the Council Chambers. If not, you have this photo to understand my concern about removing this tree and hoping that the proposed bike path might be altered or moved in some way to avoid removing Tree 54.

Thank you for your efforts on this important and beneficial project for the community.

Subject: 4 pm Special Meeting
Dear Goleta City Council,
I just found out at 2:30 pm on October 4 via e-blast from the City that the San Jose Creek project will be discussed at a 4:00 pm Special Meeting and that final decision may be reached at that 4 pm meeting. I had planned to attend the 5:30 pm session but instead I'm writing at this late hour to extend my complete support for the San Jose Creek Bicycle Path.

This path is a vital transportation link connecting Calle Real to Old Town and on to the Oberon Bicycle Trail with essential off-street connections to Goleta Beach County Park, UCSB and Isla Vista to the west and to the east to Noleta, Modoc Road and on to Arroyo Burro Beach and the City of Santa Barbara.

Goleta families on both sides of the 101 will be able to travel safely with young children on this dedicated bike lane. Seniors too!!! This is particularly important for the community living and working in Old Town.

Please create a safe and convenient route for all Goleta's residence. Future generations will thank you.

All the best, Roman Baratiak. Goleta Resident

Hi,
I fully back this San Jose Creek bike path project as not only a way to provide safe passage across our freeway for all ages, but also to literally bridge the gap that has been created socially between Old Town Goleta and the North side of the freeway. As a teacher in GUSD, I have been part of numerous conversations about how to integrate the neighborhoods, as we have had students coming across the freeway on buses to La Patera and Kellogg for 40 years. This is a great step in the right direction of integrating these neighborhoods.

Thank you!
Danny
