Meeting Date: October 18, 2022
TO: Mayor and Councilmembers
FROM: Robert Nisbet, City Manager
CONTACT: Shannon Kirn, Management Analyst
SUBJECT: Establishment of an Ad Hoc 2023 Legislative Issues Committee and Appointment of the Mayor and Mayor Pro Tempore to the Committee
RECOMMENDATION:
A. Adopt Resolution No. 22 -___entitled, “A Resolution of the City Council of the City of Goleta, California Establishing an Ad Hoc 2023 Legislative Issues Committee;” and
B. Approve the mayoral appointment of the Mayor and Mayor Pro Tempore to serve on the Ad Hoc 2023 Legislative Issues Committee.
BACKGROUND:
With the end of the 2022 Legislative Session, it is appropriate to start consideration of the City’s Legislative Platform (Platform) for 2023. This is the time of year when the City Council typically establishes an Ad Hoc Legislative Issues Committee and approves the mayoral appointment of two councilmembers to review the Platform and provide input on proposed amendments for adoption by City Council in December for the next calendar year.
Meetings of the Committee are held on an as-needed basis, and the duties and assignments of the Committee are supported by staff in the City Manager’s Office. Once the final recommendations regarding the Legislative Platform are presented to the City Council, the Committee ceases to exist until a new one is formed the following year.
DISCUSSION:
Once the Ad Hoc Legislative Issues Committee for 2023 is formed, its members will be provided a draft Legislative Platform for review and will meet to discuss any modifications or updates to the Platform, as well as consider recommendations provided by staff. When considering Platform recommendations, staff evaluates information gathered from Cal 1 Meeting Date: October 18, 2022
Cities’ (formerly the League of California Cities) annual reports and briefings, which provide an overview of current state and federal issues that could potentially impact local governments. Staff will also include recommendations for amendments to the Platform by the City’s lobbyist in Sacramento, as well as input from key staff from each of the City’s departments. In December of 2022 , following Committee review, staff will bring the proposed 2023 Legislative Platform to the City Council for review and approval.
Staff recommends that Council adopt Resolution No. 22 - entitled, “A Resolution of the City Council of the City of Goleta, California Establishing an Ad Hoc 202 3 Legislative Issues Committee” (Attachment 1). This will establish the Ad Hoc 2023 Legislative Issues Committee and appoint the Mayor and the Mayor Pro Tempore to serve on the Committee, in keeping with the consensus direction from prior years.
FISCAL IMPACTS:
There are no fiscal impacts associated with establishing an Ad Hoc 2023 Legislative Issues Committee and appointing the Mayor and Mayor Pro Tempore to serve on the Committee
ALTERNATIVES:
The City Council has the option to make the Legislative Issues Committee a standing committee. The Mayor could appoint members and allow appointments to occur along with the other City Council appointments every two years following an election. As a reminder, a standing committee requires 24- hour noticing before a meeting is to occur in order to be in compliance with the Ralph M. Brown Act. The Committee’s responsibilities would remain the same, reviewing the Legislative Platform annually, while throughout the year, staff would continue to utilize the Legislative Platform for advocacy efforts.
