RECOMMENDATION:
A. Conduct interviews for the Santa Barbara County Library Advisory Committee, the Parks and Recreation Commission (Student Member), and the Public Engagement Commission (Youth Member);
B. Allow each Councilmember to announce the Councilmember’s preferred candidate(s) for the interviewed position(s) in accordance Goleta Municipal Code Section 2.15.040; and

Continue this item to the November 1, 2022, City Council meeting for approval of one Mayoral appointment to the Santa Barbara County Library Advisory Committee, one Mayoral Appointment to the Parks and Recreation Commission (Student Member), and one Mayoral Appointment (Youth Member) to the Public Engagement Commission.
BACKGROUND:
Absent an exception provided by statute, Government Code Section 40605 requires the elected Mayor in general law cities, with the approval of the City Council, to make all appointments to City and regional boards, commissions, and committees. On December 1, 2020, the City Council set forth a process to allow the full Council to provide input to the Mayor prior to the Mayor making appointments. This process is codified in Goleta Municipal Code (GMC) Section 2.15.040.
Pursuant to that process, when there is a vacancy (other than on the Planning Commission1), the City Council interviews each applicant during a public meeting.
1 The Planning Commission appointment process is slightly different than for other boards, commissions and committees, and is covered under GMC Section 2.15.040 (C).
1 Meeting Date: October 27, 2022
Members of the public are permitted to attend the meeting, but the meeting is not recorded, and applicants are asked to voluntarily not attend the interviews of other applicants for the same position. At the conclusion of all interviews for positions, each Councilmember is asked to announce the Councilmember’s preferred candidate(s) for the interviewed position(s), but there is no formal vote.
The City Clerk then compiles a list of candidates for each vacancy , based on the Councilmembers’ selections , for the Mayor’s consideration in making appointments .
Pursuant to GMC Section 2.15.050, t he Mayor, at her discretion, appoints an individual to each vacant position from the list of candidates furnished by the Cit y Clerk. Those mayoral appointments then come back to the City Council for approval by vote.
There are currently three vacancies to be filled pursuant to this process.

The terms are for one year, beginning on July 1 and ending June 30 of the following year.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? I attended the LEAD class sponsored by the City of Goleta at the beginning of this year. That gave me some insight into the workings of the city, and a desire to become more involved in the city government and activities and to utilize skills learned in my career to benefit Goleta. My wife and I are frequent users of the Goleta Library. I would like to facilitate greater use of the library by all residents of Santa Barbara county.
Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
The last nine years of my career, I worked for a major aerospace company planning expansion steps and executing those plans. This involved coordination and approval of these plans by my firm’s DoD customers and some suppliers. My responsibilities also included approval from other company organizations and civil authorities. While large defense companies are not organizations of a city government, their operations, planning, and constraints are almost as complex, and require similar care and attention to detail in creating and executing their plans. I enjoy working with complex situations involving multiple organizations, requirements, and differing objectives. During my career, I developed several skills that would serve me well on the Planning Commission. One of these is my ability to identify and question assumptions that underlie any proposed course of action. Another is to view alternatives in a larger context. Another is my ability and willingness to find compromises between different parties voicing competing courses of action. And finally, I have the ability to keep in view the financial and legal aspects of any proposed action. My earlier experience is briefly outlined in my resume. Besides a BA from Pomona College, I hold an MBA from the University of Kansas (my home state). While working in Los Angeles, I also took courses in project management and finance from UCLA.

Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
I wish to bring my experience to bear on the problems and opportunities that the Santa Barbara County Library Commission faces, and to help improve the community. I have no personal agenda to bring to the Commission. However, I do wish to see Goleta grow in a balanced manner that neither ignores nor excessively benefits any of its inhabitants.
Question applies to multiple boards
Have you obtained any memberships in professional organizations? The early portion of my career was focused on implementation of computer systems. During those years, I was a member of the Association for Computer Machinery. However, I dropped this membership as the focus of my job changed more towards management and planning. As I grew older, I chose to spend more time on social service and volunteer activities which I found much more challenging and appropriately rewarding.
Question applies to multiple boards
What civic and/or volunteer activities have you participated in? You may include past or present activities.
In the Santa Barbara area, I have been a member of the Advisory Board of New Beginnings Counseling Center. I am also a member of SCORE (Service Corps of Retired Executives) for Santa Barbara which provides business counseling to small and start-up businesses. Since moving to Goleta, I have also participated in teaching resume preparation and interview techniques for high school students. While living in Los Angeles, I was on the Board of the Airport Marina Counseling Center. In the early 80s, I owned a condo for a few years and was president of the homeowner’s association for three years.

Why are you interested in serving on a board, commission or committee? I want to represent Goleta on the County Library Advisory Board because for the last 3 years, I’ve fallen in love with Goleta (and their library) and want to give back by volunteering my time, passion, and expertise.
I was basically raised in a public library, where I went after school each day to wait for my mother an economics teacher, to pick me up. In college I worked in UCSB’s library closely with librarians and other staff. My time spent in the UCSB library was so rewarding that I want to continue to be involved in the library any way I can. Goleta Public Library is my new library home! Question applies to multiple boards

I am the founder and currently serve as the president of local teen-led nonprofit YouthMuze. We provide free music education to youth in the community. Currently we have 15 active students, and about 20 more on the waitlist. YouthMuze is run by 6 teen directors, and about 10 teen music instructors. In our endeavors, we have had to figure out ways to outreach in order to acquire students, directors and instructors. Public engagement is vital to better and grow the organization. With this, we have also had to accommodate lesson times and meeting times so that our students and directors could be as involved as possible. While serving on YouthMuze's board, we've had to elect and bring people into the organization and ensure that we were making the best decision possible on behalf of the organization and our mission in serving the community. I have also partaken in the student leadership team at Dos Pueblos High School's Engineering Academy(DPEA), where our main goal has been to get students, parents, the community, and visitors more involved. This has included planning events, webinars, hosting tours, being ambassadors on behalf of the organization with donors and foreign visitors, and being hands-on in the admissions process of the DPEA.

Specify your current or prior service on various boards, commissions or committees:
For the last 2 years, I’ve been a part of Youth Making Change(YMC), a branch of the Fund for Santa Barbara (https://fundforsantabarbara.org/youth-making-change/ ). YMC is a youth-led non-profit organization that funds $15,000 each year to youth-led non-profit organizations. YMC funds organizations that are supporting progressive social change and tackling the root causes of issues in our community. All board members go through a competitive interview and selection process. YMC’s board is composed of myself and 19 other youth and meets twice a month to review and evaluate applicants in order to determine which organization should be funded. Last year, I was also on the board of Santa Barbara Sea Shell Association (SBSSA), a local non-profit sailing organization. I served as the historian and website manager. Furthermore, for the past 2.5 years I’ve been collaborating with the UCSB Cheadle Center for Biodiversity and Ecological Restoration. I took part in a coverboard project that monitors wildlife in the North Campus Open Space. Furthermore this year I was elected to be the Treasurer of the Investment Club at Dos Pueblos High School. As Treasurer, I overlook the clubs financing and prepare and present meetings.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? Although I didn’t know much about the role and function of a board at first, after conducting some research I became interested in serving on a board because of the opportunity it offers to grow and strengthen my leadership skills. A board position would also teach me how this community functions, expose me to different points of view, and learn what can be done in the community to make it a better place. In addition to that it would also offer me the opportunity to directly contribute toward improving the Goleta’s community I love so much and to play a role in ensuring the city can reach its goals and achieve its mission.

43 Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
I’m a sophomore at Dos Pueblos High School in the IB(International Baccalaureate) program who strives to take rigorous classes while staying involved with clubs. I believe that I’m qualified for this position because I’m a very serious, responsible, and committed person. When I make a commitment, I always strive to do my very best. Additionally, I’m very curious and love learning. Furthermore, my wide variety of experiences would show my love for the community and bring a wide variety of views to the table. I’ve also taken several classes at Santa Barbara City College.
Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
If I were to be elected on the board of Commissions of Engagement or Commissions of Parks and Recreation my goal would be to collaborate with the entire board and in order to leave a positive impact on the community. If I were elected on the Parks and Recreation Committee my goal would be to collaborate with the committee in order to ensure that recreational facilities are well maintained and to identify opportunities to increase community participation. As an example, given that pickleball has become so popular recently, I would like to propose to investigate the possibility of creating additional courts or installing lighting in existing courts. On the other hand, if I were elected to the Engagement Committee, I’d strive to make the entire community equally involved by targeting underrepresented groups. Doing so would allow the community to shape the future of Goleta.
Question applies to Parks and Recreation Commission
List your relevant experience as it relates to your experience in parks and recreation activities.
I’m very familiar with the Goleta parks and recreational structures because I’ve lived my entire life in Goleta and been part of a very social and outdoor family who always organized barbecues and birthday parties at the park (Goleta Beach, Stowe Grove, South Coast Railroad Museum, bike paths, etc.). In Elementary school I started getting exposed to the importance of managing recreationional structures. My school was involved in the maintenance of the North Barquero Open Space along with its playground.
This motivated me to get involved in the Restoration of the North Campus Open Space. For the last 2.5 years, I’ve been assisting UCSB with Ecological Restoration and research in that area. Infact, I was awarded best in fair at the Santa Barbara County Science Fair and went on to receive an honorable mention at the California State Science Fair for my research on wildlife in the North Campus Open Space.

Question applies to multiple boards
What civic and/or volunteer activities have you participated in? You may include past or present activities.
Since kindergarten my elementary school (Goleta Family School) took part in the restoration of the Calle Barquero Open Space in Santa Barbara. After the construction of a playground, the surrounding area had been cleared of vegetation. This interference ended up causing problems to the ecosystem in the park and nearby creek. My school received a grant to replant native species throughout the park. My elementary school also took part in the Ocean Guardian School Program, managed by NOAA's Office of National Marine Sanctuaries. As part of this program, my school committed to protecting local watersheds, cleaning beaches in Goleta and Santa Barbara, and educating people about how to best protect the ocean. Additionally, I grew up by the North Campus Open Space and spent many hours biking, walking, and exploring. Over the years I’ve witnessed all the major changes in the area and I wanted to contribute to its restoration. I wanted to give back to a site that is special to me. I also had read the article, “The human impact on biological diversity” published by Philip Hunter in 2007 that discussed how animals and plants respond to artificial environments. I found the article very fascinating so as soon as I found out that UCSB was starting a coverboard project in North Campus Open Space I reached out and soon began assisting The Cheadle Center of Biodiversity and Ecological Restoration with their handling of the restoration project. I focused on the North Campus Open Space wildlife and investigated to what extent it had recovered over time after the right conditions were established. With my findings I went on to win the California Science Fair, apply for Broadcom Master, and get a recognition at the California State Science Fair. Additionally, for the second year I’m a board member of Youth Making Change (YMC), an organization of the FUND For Santa Barbara for youth. YMC is a youth-led non-profit organization that promotes progressive social change via grant giving. I’ve also been a board member of the Santa Barbara Sea Shell Association, a non-profit that teaches children to sail.

How did you hear about the position?
I first heard about the positions through an email from the Dos Pueblos High School principal. It intrigued me so I did more research on the City of Goleta website and talked to a friend (Sarah Dent) who had the pleasure of serving on the Park and Recreation committee last year. I also watched some of the latest meetings for the Parks and Recreation Committee and Engagement Committee and was left intrigued.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? Since my move to Goleta in 2016, I was enthralled by the aura of small community warmth the city had to offer. I completed the LEAD (Lead Empower Advocate Discuss) academy in February of 2020 and was the only high school student in the class. The events and topics covered by the academy motivated me to participate in our City's government. I was the runner up choice to the 2021 Parks and Recreation youth commissioner role. Taking my loss as a learning opportunity, I decided to participate in any way I can. My fried Vinesh, the PEC youth commissioner at that time, had informed me of the PEC and I decided to its attend meetings and workshops. When a spot opened up for the position of PEC youth commissioner, I ran and won. My interest has only peaked throughout my time with the commission.
Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
I have served one term on the PEC and am thus familiar with the processes and workings of such. In order to spread awareness for the Dos Pueblos Engineering Academy post COVID, I went to Goleta Valley Junior High to present to students. I helped pilot "Charger Connection", a freshman orientation program; my role was to help recruit members via flyer and social media outreach.

Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
As a current youth commissioner on the PEC, I am very familiar with both the goals and future plans for the commission. Chiefly, the expansion of the PEC as a permanent addition to the City of Goleta commission roster. The idea of this greatly excites me as I would like to contribute to the establishment of the PEC as a permanent commission. On a more personal note, the most recent PEC meeting featured a presentation involving viewership and mobile user engagement. As Kelly Hoover highlighted, the overall public engagement levels with city outreach programs such as the Monarch Press, and the app "Nextdoor" were booming. Needing improvement however, was the mobile engagement levels with City Council and Commission meetings. The fact that they were only available on television was a hinderance in my eyes. I proposed a solution of livestreaming the meetings on YouTube or some other digital platform. If re-elected, it would be my honor and dream to see this through. Not only would more Goletians be aware of the workings of the city, I may even reach students whom may mirror my footsteps and get involved.

Why are you interested in serving on a board, commission or committee? With first-hand experience building a non-profit from the ground up, I have realized how vital engagement from the public is in order to sustain and continue to develop a structure that better serves the community.

64 Question applies to multiple boards
