SUBJECT: Update on Homelessness Efforts by the City of Goleta
RECOMMENDATION:
A. Receive an update on homelessness efforts, including funding and outreach, by the City of Goleta; and
B. Authorize the City Manager to execute Amendment No. 2 to the City’s Professional Services Agreement with City Net, adding $250,000 in funding to the current not- to-exceed amount, for a total of $780,565.
BACKGROUND:
In November 2018 , the City began to develop its Homelessness Strategic Plan. That extensive work effort included, but was not limited to, the following:
Attending regional meetings on homelessness
Participating in the Point-in-Time Count
Holding meetings with stakeholders and service providers between November 2019 and February 2020
Hosting two community outreach meetings on December 11, 2019, and February 19, 2020
Issuing a survey which received 433 Community responses and 48 responses from people who are experiencing homelessness
On March 3, 2020, City Council provided input on prio rity goals and objectives. The Homelessness Issues Standing Committee reviewed the draft Homelessness Strategic Plan at meetings in July and August 2020. The draft Plan was then presented to the City Council for review and input at the September 15, 2020, meeting. After City Council and additional community input, the Homelessness Strategic Plan was adopted on April 20, 2021.
The four goals of the Homelessness Strategic Plan are:
1 Meeting Date: November 1, 2022
Increase Access to Critical Services for the Homeless Reduce the Impacts of Homelessness on the Community
Prevent At-Risk Individuals from Becoming Homeless (Homelessness Prevention) Increase the Supply of Transitional Housing, Permanent Supportive Housing & Emergency Housing
As part of the adoption of the Homelessness Strategic Plan, the Homelessness Issues Standing Committee was formed and has met nine times. At their most recent meeting of June 28, 2022, the Committee received status reports from City Net, the County of Santa Barbara, and SB ACT, and those are included in this report as Attachments 1 -3, respectively.

County Encampment Resolution Fund
On December 23, 2021, the County of Santa Barbara, in a combined effort with the cities of Goleta, Lompoc, Santa Maria, and Santa Barbara, along with Cal trans and Union Pacific Railroad, applied for the State Encampment Resolution Funding (ERF) Program.
The ERF Program is a $50 million State competitive grant program available to assist local jurisdictions in ensuring the wellness and safety of people experiencing homelessness in encampments by providing services and supports that address t heir immediate physical and mental wellness and result in meaningful paths to safe and stable housing. Projects also focus on sustainable restoration of public spaces to their intended uses while safeguarding the needs of the unhoused people seeking shelter. Encampment resolution projects must be human centered and adhere to the housing first model. The State awarded the $50 million to 19 different communities. Santa Barbara County received $2.5 million to clear 53 identified encampments , 18 of which are located in Goleta. The award has four key components : Outreach; Memoranda of Understanding; Develop temporary interim housing sites; and Environmental rehabilitation. The City of Goleta is included in the Encampment Resolution Fund, and benefits from the o utreach and cleanup efforts.
Similarly, the County of Santa Barbara requested a commitment of $75,000 for the City’s contribution to the County’s Emergency Housing Voucher program for FY 2022-23 in late 2021. City Council approved funding for that effort via the City’s American Rescue Plan Act (ARPA) funding at its January 5, 2022 Special City Council Meeting. The County has not yet asked for payment of the $75,000, but Staff expects to receive that request in the coming months.
Goleta HomeKey Project
In March, 2022 , the Santa Barbara County Housing Authority purchased the Super 8 motel at the corner of Hollister and Fairview and is actively working to turn the motel into a HomeKey permanent supportive housing site. The Goleta HomeKey project will provide 59 units for people experiencing , or at risk of experiencing , homelessness and one unit for a 24/7 on -site manager, as well as provide wrap -around services such as mental health wellness, document readiness, and job counseling. Goleta committed $600,000 of its ARPA funding towards the Goleta HomeKey project at its January 5, 2022 , Special 3 Meeting Date: November 1, 2022
City Council Meeting. The motel is under renovation now to convert the motel rooms to small efficiency units, to create a manager’s unit, and to create space for onsite social services.
Community Resource Deputy
The City’s Community Resource Deputy position has had extensive contact with the homeless population in the area, both enforcing the laws regarding trespassing on private property and illegal fires and communic ating with those camping on public lands and assisting them to work with outreach providers. The table below shows the approximate number of contacts over the past few years undertaken by the Santa Barbara County Sheriff’s Office in the City of Goleta:

DISCUSSION:
The City’s contract with City Net was extended on July 1, 2022 for twelve months’ time , to June 30, 2023. On July 1, 2022, $338,216.59 remained on the City Net contract, which appeared to be enough to finish out the contract, based on the expected completion date of the Goleta HomeKey project, which is anticipated in April of 2023. However, the Super 8 shut down operations on August 8, 2022, to begin construction for the Goleta HomeKey permanent supportive housing site. City Net was able to reach an agreement with another motel to house people experiencing homelessness, but the cost per room has been much higher than the cost had been at the Super 8. That was compounded by increased rates during the summer seen throughout our region. Beginning with the August 2022 City Net invoice, costs has increased significantly . At the current rate of spending, the contract with City Net is likely to run out of money around the middle of December. The Goleta HomeKey project is anticipated to open in late April 2023, which would leave a four-month gap without funding to pay for bridge housing. Thus far, City Net has not found a new site in the Goleta area willing to work with City Net to house people experiencing homelessness. Additionally, City Net will likely continue to work with individuals who are housed in the Goleta HomeKey project, which would require continued funding.
The ensuing table shows the spending on the City Net contract to date. Council had approved a Community Development Block Grant (CDBG) Action Plan amendment in September 2021 to put $190,000 of CDBG-CV money towards the City Net contract. This funding fulfills one of the City’s goals laid out in the City’s 2020-2024 CDBG Consolidated Plan.

Council approved $250,000 in the FY 2022/23 annual budget for homelessness outreach.
The current agreement with City Net included a mix of CDBG and General Fund money, and so was drafted as a Grant Subrecipient Agreement. The Agreement was amended on July 14, 2022 (Amendment No. 1) , to add an additional twelve months’ time to the contract, so that the current end date is now June 30, 2023. Staff is recommending that Council approve the second amendment to the agreement (Attachment 4), to add an additional $250,000 to the previously approved amo unt of $530,565, bringing the total contract amount to $780,565. The original Agreement and Amendment No. 1 are included with this staff report as Attachment 5.
GOLETA STRATEGIC PLAN:
The work described above furthers the City’s Strategic Goal to Support Community Vitality and Enhanced Recreational Opportunities. The specific goal and objective are shown below.
Strategic Goal : 2.1. Provide Community Development for Neighborhoods and soci al welfare assistance for those in need.
Objective: 2.1.1. Continue implementing the Homelessness Strategic Plan to prevent homelessness in the City and to address the needs of Goleta-area homeless, and those at risk of experiencing homelessness, including homeless veterans, youth, seniors, individuals, and families, and the vehicular homeless.
FISCAL IMPACTS:
In the City’s budget process for FY 2022/23, the City Council set aside $250,000 from the City’s General Fund (account number 101-60-6100-54012) for the implementation of the Homelessness Strategic Plan. No new funding is being asked for at this time. 5 Meeting Date: November 1, 2022
ALTERNATIVES:
Council could choose not t o add additional funding to the City Net contract, and the contract would run out of funding in December, 2022. This would curtail the City’s ability to provide outreach and bridge housing to people experiencing homelessness for the remainder of the fiscal year.

Food and Emergency Services
Food and other emergency services will be given to clients primarily as they first move in to housing and for emergency circumstances. During the duration of their tenancy, clients will be connected food banks and service agencies in the community as their primary resource for emergency needs. City Net provides training to all City Net outreach and engagement staff on Housing First, Trauma Informed Care, and Motivational Interviewing as part of our normal staff training and oversight. These are also included in our policies and procedures, the relevant sections of which are listed below.
Housing First
All City Net programs are informed by and consistent with Housing First principals. Housing First is an approach to serving people experiencing homelessness that recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay (permanent housing), before stabilizing, improving health, reducing harmful behaviors, or increasing income. Under the Housing First approach, anyone experiencing homelessness is connected to a permanent home as quickly as possible, and programs remove barriers to accessing the housing, like requirements for sobriety or absence of criminal history. It is based on the “hierarchy of need:” people must access basic necessities—like a safe place to live and food to eat—before being able to achieve quality of life or pursue personal goals. Finally, Housing First values choice not only in where to live, but whether to participate in services.

Amendment No. 2 to Agreement No. 2021-086
Trauma-Informed Care
City Net assumes that individuals and families who are homeless have been exposed to trauma. Research has shown that individuals who are homeless are likely to have experienced some form of previous trauma; homelessness itself can be viewed as a traumatic experience; and being homeless increases the risk of further victimization and re- traumatization.
Therefore, our programs, policies and procedures are designed not only respond to the immediate crisis of homelessness, but to also contribute to the longer -term healing of homeless individuals. Trauma Informed Care (TIC) offers a framework for providing services to traumatized individuals within a variety of service settings, including homelessness service settings.
Since trauma also influences how people approach and respond to services, CityNet strives to recognize trauma symptoms, acknowledge the role that trauma has played in clients’ lives, and better understand and address the needs of those with trauma histories. The goal of this approach is to avoid re-traumatization and exacerbation of trauma symptoms.
This change in understanding can be illustrated by the difference between the questions “What’s wrong with you?” vs. “What has happened to you?” While the terms violence, trauma, abuse, and posttraumatic stress disorder (PTSD) are frequently used interchangeably, it is useful to think of trauma as a response to violence or other overpowering negative experience such as abuse. Trauma refers to both the event and the particular response to an event.
PTSD is one type of disorder resulting from trauma. Becoming “traumatized” varies greatly among individuals, and not everyone exposed to a potential traumatic event will be traumatized. Trauma begins with an event or experience that overwhelms normal coping mechanisms. There are physical and psychological reactions —which are normal —in response. Re-traumatization refers to the psychological and/or physiological experience of being “triggered,” i.e., when an environmental cue related to the trauma—such as a smell or a sound—triggers a full fight -or-flight response. Although environmental triggers cannot be eliminated, City Net seeks to create an environment —both a physical environment, and a framework of compassionate understanding in which the trauma survivor feels safe.
Motivational Interviewing
City Net employs Motivational Interviewing (MI) techniques in its programs. MI is a counseling method that helps people resolve ambivalent feelings and insecurities to find the internal motivation they need to change their behavior. It is a practical, empathetic, and short -term process that takes into consideration how difficult it is to make life changes.
The core components of MI are to:
• Express and show empathy towards clients
• Support and articulate discrepancies between clients’ goals and choices that take them away from goals
• Deal with resistance without confrontation
• Support self-efficacy
• Support client autonomy

57 City of Goleta
Neighborhood Services Department and CityNet
• Transporting unsheltered people to emergency shelters, emergency health, emergency mental health, or other service facilities
• Provision of public transportation for participants
• Transportation costs (bus tickets, gas, minor car repairs, etc.) to assist homeless neighbors to relocate out of the region, provided they have permanent housing there • Assisting program participants to use public transportation
Emergency Health/Mental Health
City Net will refer homeless neig hbors to emergency health and/ or emergency mental health services to the extent that other customary emergency health se rvices and treatments are unavailable or inaccessible to the homeless neighbor. A referral example is outpatient treatment of urgent medical conditions by licensed medical professionals in community-based settings (e.g. streets, parks, and campgrounds) to those eligible participants unwilling or unable to access emergency shelter or an appropriate healthcare facility.
Services for Special Populations
Services for special populations are essential services that ha ve been tailored to address the special needs of homeless youths, victims of domestic violence, dating violence, sexual assault, or stalking, including connections to services offered by rape crisis centers, domestic violence shelters, and other organizations that serve persons who meet the HUD homeless definition and have special needs.
Food and Emergency Services
Food and other emergency services will be given to clients prim arily as they first move in to housing and for emergency circumstances. During the duration of their tenancy, clients will be connected food banks and service agencies in the community as t heir primary resource for emergency needs. City Net provides training to all City Net out reach and engagement staff on Housing First, Trauma Informed Care, and Motivational Interview ing as part of our normal staff training and oversight. These are also included in our policies a n d p r o c e d u r e s , t h e r e l e v a n t sections of which are listed below.
Housing First
All City Net programs are informed by and consistent with Housing First principals. Housing First is an approach to serving people experiencing homelessness that recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay (permanent housing), before stab ilizing, improving health, redu cing harmful behaviors, or increasing income. Under the Housing First approach, anyone exp eriencing homelessness is connected to a permanent home as quickly as possible, and progr ams remove barriers to accessing the housing, like requirements for sobriety or absenc e of criminal history. It is based on the “hierarchy of need:” people must access basic necessitie s—like a safe place to live and food to eat—before being able to achieve quality of life or pur sue personal goals. Finally, Housing First values choice not only in where to live, but whether to participate in services.
58 City of Goleta
Neighborhood Services Department and CityNet
Trauma-Informed Care
City Net assumes that individuals and families who are homeless have been exposed to trauma.
Research has shown that individuals who are homeless are likely to have experienced some form of previous trauma; homelessness itself can be viewed as a traumatic experience; and being homeless increases the risk of further victimization and re-traumatization.
Therefore, our programs, policies and procedures are designed n ot only respond to the immediate crisis of homelessness, but to also contribute to the longer-term healing of homeless individuals. Trauma Informed Care (TIC) offers a framework for providing services to traumatized individuals within a variety of service settings, including homelessness service settings.
Since trauma also influences how people approach and respond to services, CityNet strives to recognize trauma symptoms, acknowledge the role that trauma has played in clients’ lives, and better understand and address the needs of those with trauma hi stories. The goal of this approach is to avoid re-traumatization and exacerbation of trauma symptoms.
This change in understanding can be illustrated by the difference between the questions “What’s wrong with you?” vs. “What has happened to you?” While the term s violence, trauma, abuse, and posttraumatic stress disorder (PTSD) are frequently used in terchangeably, it is useful to think of trauma as a response to violence or other overpowering negative experience such as abuse. Trauma refers to both the event and the particular response to an event. PTSD is one type of disorder resulting from trauma. Becoming “traumatized” varies greatly among individuals, and not everyone exposed to a potential traumatic event will be traumatized. Trauma begins with an event or experience that overwhelms normal coping mecha nisms. There are physical and psychological reactions—which a re normal—in response. Re-tr aumatization refers to the psychological and/or physiological experience of being “triggered,” i.e., when an environmental cue related to the trauma—such as a smell or a sound—triggers a full fight-or-flight response.
Although environmental triggers cannot be eliminated, City Net seeks to create an environment—both a physical environment, and a framework of com passionate understanding in which the trauma survivor feels safe.
Motivational Interviewing
City Net employs Motivational Interviewing (MI) techniques in i ts programs. MI is a counseling method that helps people resolve ambivalent feelings and insecu rities to find the internal motivation they need to change their behavior. It is a practica l, empathetic, and short-term process that takes into consideration how difficult it is to make life changes.
The core components of MI are to:
• Express and show empathy towards clients
• Support and articulate discrepancies between clients’ goals and choices that take them away from goals
• Deal with resistance without confrontation
• Support self-efficacy
• Support client autonomy

Data Collection Policy
The information City Net collects about individuals and families who access our services is confidentially stored in a local electronic database called the Homeless Management Information System (HMIS). HMIS securely records information (data) about people accessing housing and homeless services, which may include, but is not limited to, na mes and contact information, birthdates, demographic information, self-reported medical information, Veteran status, disability status, etc. Under the HMIS Data-Sharing Agreement, the individ ual client data of those who consent to have their information stored in HMIS is only viewab le by qualified staff at each participating agency. In order to participate in HMIS, leaders at each agency must sign an Agency Agreement that includes a commitment to protecting clien t data and maintaining confidentiality, and agency staff must pass multiple trainings that each go over the importance of client privacy.
City Net is accountable to our HMIS Data-Sharing partners, to the local County, to our local Continuum of Care, and to the Department of Housing and Urban D evelopment (HUD) to maintain the privacy and security of the confidential personal information we collect about our clients and their families. Aside from these legal and funding-related obligations, we also believe we have an ethical responsibility to our clients to not share their personal data in ways to which they’ve not agreed. To ensure City Net's commitment to excellent data collection, privacy and security, analysis and reporting practices, City Net does not a uthorize external agencies to complete these functions on our behalf except in very limited circumstances and only with prior written approval and with City Net's full participation in all data reporting and analysis. This is so that City Net can responsibly pro vide context and analysis for the data City Net collects within collaborative efforts to coordinate the most effective services for our homeless neighbors, better understand homelessness in our community, assess the types of resources needed in our local area, and participate in generating aggregate statistical reports to HUD, which help to improve policy and bring adequate funding of services for the most vuln erable populations in our c o m m u n i t y , a n d s o C i t y N e t c a n a s s u r e i t s e t h i c a l a n d l e g a l r e sponsibilities to homeless neighbors to not share their data in ways to which they have not agreed.

Amendment No. 1 to Agreement No. 2021-086
Transportation
Through use of privately leased vans and/or transportation services, City Net will engage in:
• Transporting unsheltered people to emergency shelters, emergency health, emergency mental health, or other service facilities
• Provision of public transportation for participants
• Transportation costs (bus tickets, gas, minor car repairs, etc.) to assist homeless neighbors to relocate out of the region, provided they have permanent housing there • Assisting program participants to use public transportation
Emergency Health/Mental Health
City Net will refer homeless neighbors to emergency health and/or emergency mental health services to the extent that other customary emergency health services and treatments are unavailable or inaccessible to the homeless neighbor. A referra l example is outpatient treatment of urgent medical conditions by licensed medical professionals in community-based settings (e.g. streets, parks, and campgrounds) to those eligib le participants unwilling or unable to access emergency shelter or an appropriate healthcare facility.
Services for Special Populations
Services for special populations are essential services that have been tailored to address the special needs of homeless youths, victims of domestic violence, dating violence, sexual assault, or stalking, including connections to services offered by rape crisis centers, domestic violence shelters, and other organizations that serve persons w ho meet the HUD homeless definition and have special needs.
Food and Emergency Services
Food and other emergency services will be given to clients prim arily as they first move in to housing and for emergency circums tances. During the duration of their tenancy, clients will be connected food banks and service agencies in the community a s their primary resource for emergency needs.
Housing First is an approach to serving people experiencing homelessnes s that recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay (permanent housing), before stabilizing, improvi ng health, reducing harmful behaviors, or increasing income. Under the Housing First approach, anyone experiencing homelessness is connected to a permanent home as quickly as pos sible, and programs remove barriers to accessing the housing, like requirements for sobriety or absence of criminal history. It is based on the “hiera rchy of need:” people must access basic necessities—like a safe place to live and food to eat —before being able to achieve quality of life or pursue personal goals. Finally, Housing First values ch oice not only in where to live, but whether to participate in services.
68 City of Goleta
Amendment No. 1 to Agreement No.
Therefore, our programs, policie s and procedures are designed n ot only respond to the immediate crisis of homelessness, but to also contribute to the longer-term healing of homeless individuals.
This change in understanding can be illustrated by the differen ce between the questions “What’s wrong with you?” vs. “What has happened to you?” While the terms violence, trauma, abuse, and posttraumatic stress disorder (PTSD) are frequently used interchangeably, it is useful to think of trauma as a response to violence or other overpowering negative experience such as abuse. Trauma refers to both the event and the particul ar response to an event.
PTSD is one type of disorder resulting from trauma. Becoming “traumatized” varies greatly among individuals, and not everyone exposed to a potential trau matic event will be traumatized. Trauma begins with an event or experience that ove rwhelms normal coping mechanisms. There are physical and psychological reactions — which are normal —in response. Re-traumatization refers to the psychological and/or physiological experience of being “triggered,” i.e., when an environmental cue related to the trauma—such as a smell or a sound—triggers a full fight-or-flight response.

84 City of Goleta
