Due to the COVID -19 pandemic, this report was last presented to the Council on April 16, 2019 and provided a summary of public safety activities for calendar year 2018. The Public Safety Report for calendar years 2019 and 2020 were not provided; however, summary statistics for the 2019 and 2020 calendar years are provided for reference in the tables of this report. The Santa Barbara County Sheriff’s Office (SBSO) has provided law enforcement services to the City of Goleta since July 1, 2002. Below is a summary of contract activity between the City of Goleta and SBSO since the City’s incorporation:
In June of 2002, the City entered into a 5-year agreement with the County for law enforcement services with the Sheriff’s Office. The agreement ran from July 1, 2002, through June 30, 2007.
In June of 2007, the City entered into a 5-year agreement with the County for law enforcement services with the Sheriff’s Office. The agreement ran from July 1, 2007, through June 30, 2012.
1 Meeting Date: November 15, 2022
In June of 2012, the City entered into a 5-year agreement with the County for law enforcement services with the Sheriff’s Office. The agreement ran from July 1, 2012, through June 30, 2017 , and was extended to Jun e 30, 2018 , via an approved amendment in June of 2017.
A one-year contract for Fiscal Year (FY) 2018-19 was approved by City Council on June 19, 2018. During this contract year, the Sheriff’s Department switched from a Full Time Equivalent (FTE) model to a Deputy Sheriff Service Unit (DSSU) model for quantifying costs.
On June 18, 2019, the City Council approved and authorized the City Manager to execute the currently operative agreement for law enforcement services with a term from July 1, 2019, through June 30, 2023.
In January of 2021, the SBSO informed the City of an approximate contract increase of 30% and the City responded by initiating the contract dispute process.
Following negotiations on the disputed contract increase, o n July 20, 2021 , City Council approved and authorized the City Manager to execute Amendment No. 1 to Agreement No. 2019 -043 to Provide Law Enforcement Services by and between the County of Santa Barbara and the City of Goleta from July 1, 2019, through June 30, 2023. This amendment resolved the disputed contract increases for FY 202 1-22 and memorialize d the disputed terms related to contract cost increases proposed by the Sheriff’s Department.
For the final year of Agreement No. 2019-043 (FY 2022 -23), the City again received proposed contract cost increases from the SBSO . On September 20 , 2022, the City Council approved and authorized the City Manager to execute Amendment No. 2 to Agreement No. 2019 -043 which resolved the dispute over these contract increases.
As part of the agreement with the SBSO the City provides office space, meeting room, break room, locker room, garage and storage container space at City Hall at no cost to the SBSO for use by the Goleta Motors Unit, parking enforcement, and other personnel.
Goleta is the largest contract city for the SBSO and also has the largest motor traffic safety unit.
Fire Services
The City of Goleta is located within the County of Santa Barbara Fire Protection District; therefore, t he Santa Barbara County Fire Department (SBCFD) provides “All -Risk” services within the boundaries of Goleta, including Advanced Life Support , residential, commercial and wildland fire suppression, technical rescue services, hazardous materials safety, public education, community service, and many other services not readily visible to the community. Because it is separately tax-supported, through a portion of the annual property taxes paid within the boundaries of Goleta, the City does not pay SBCFD for these services.
SBCFD has sixteen fire stations strategically located within the County. Nine stations are located in the North County and seven are in the South County. Three fire stations and associated support staff are located within the City of Goleta. On July 1, 2022 , SBCFD completed Advan ced Life Support (ALS/Paramedic) conversion for all sixteen fire 2 Meeting Date: November 15, 2022
stations. SBCFD is now the largest provider of paramedic service in the County of Santa Barbara.
DISCUSSION:
Santa Barbara County Sheriff’s Office
Law Enforcement Patrol Operations: Upon incorporation, one of the original priorities for the City was to increase the enforcement of traffic related laws. Specifically, the Sheriff’s Office was asked to place an emphasis on speed enforcement and accident reduction, priorities which continue today.
The Goleta Traffic Bureau , consisting of approximately four motors officers (one motor officer position is currently vacant), pursues a proactive approach to speed enforcement and accident prevention for the safety of the motoring , bicycling and pedestrian public.
They do this by showing a police presence in the community and engaging with the public to learn about their concerns . The Motor Unit has responded to specific community concerns by conducting crosswalk stings, cell phone violation enforcement, DUI checkpoints and assisting the Public Works Department with conducting updated speed surveys throughout the City . Four personnel are currently assigned to the traffic unit, including one Sergeant, one Senior Deputy, and two Deputies. In addition, the SBSO provides enforcement at four elementary schools in the city limits (Ellwood, Kellogg, La Patera and Brandon) during student drop-off and pick-up and provides police services at Goleta Valley Jr High and Dos Pueblos High School.
While enforcement is a priority for this unit, educating the public and collaborating with community groups and local schools helps to achieve the goal of reducing accidents and enhancing traffic safety. T he Motor Unit has a high level of visibility and enforcement i n and around local schools, along with participating in walk and bike to school functions.
Community Resource Deputy (CRD)- Schools: The City’s law enforcement staffing also includes a Community Resource Deputy assigned to schools (formerly titled School Resource Deputy), which is filled by Sr. Deputy George Hedricks, who works closely with school administration staff, County Probation staff, the Parent Teacher Student Association (PTSA) and the residents in the surrounding community. The CRD continues to improve the educational and social environment at both the Dos Pueblos High School (DPHS) and Goleta Valley Junior High School (GVJH) campuses. The CRD’s duties include, but are not limited to, leading and/or participating in felony and misd emeanor arrests, field interviews, criminal citations, offense reports, class hours and parent/student conferences. The CRD’s ability to interact with the school administration, staff and students continues to be of great value to the school and the commun ity at large.
Currently, the CRD also serves as the Head Coach for the Varsity Baseball team at DPHS. This is an excellent example of the community-based policing model that is utilized in the schools serviced by the SBSO.
In the summer of 2022, a Memorandum of Understanding between Santa Barbara Unified School District, Santa Barbara Sheriff’s Office and the City of Goleta (herein referred to 3 Meeting Date: November 15, 2022
as the parties) regarding law enforcement on School campuses was developed for the purpose of establishing the principles and guidelines governing the relationship between the parties regarding the provision of SBSO law enforcement on the SBUSD school campuses of Dos Pueblos High School and Goleta Valley Junior High School. The MOU modified the previous name and model of the School Resource Deputy to reflect the new name and model of this position to be a Community Resource Deputy. The new model of the Community Resource Deputy is based on the following mutually agreed upon goals of the parties to the MOU:
1. Maintain safe and secure Campuses from intruders;
2. Preserve life and property in a manner which promotes community;
3. Develop positive relationships with students;
4. Support District staff in the securing and transporting of prohibited confiscated items that are illegal to have on Campus under California State law or District policies.
The MOU clearly define s the roles and responsibilities of the parties as it relates to achieving these goals. In addition, the MOU outlines the policies and procedures related to CRD dress code, planned school events such as sporting events, school dances, graduations, etc., res ponse to emergencies, and response to complaints of parents, students, member of the public or district employee.
Community Resource Deputy (CRD): The citywide Community Resource Deputy, which is currently filled by Sr. Deputy Ehren Rauch, performs several enforcement duties which include but are not limited to working with neighborhood and business watch programs, participating in the Safe Routes to School program, providing Ellwood Bluffs enforcement, coordinating bike and foot patrol s in Old Town Goleta, participat ing with other CRDs on enforcement and intervention with at-risk youth, participating on the South Coast Task Force on Youth Safety , participating in the Goleta Restorative Policing Program (Homeless Outreach) , and collaborat ing with CalTrans and Union Pacific railroad regarding homelessness on their respective properties, among a number of other important community-focused efforts.
Grants: Throughout calendar year of 2021 , the Sheriff’s Office conducted various checkpoints with the use of grant funding obtained from the State of California’s Office of Traffic Safety. During the 2020-21 Federal Fiscal year, $78,000 was awarded for a combined DUI /Traffic Safety Enforcement Grant ( Selective Traffic Enforcement (STEP))/Avoid Lead Agency).
Criminal Investigations Division: During the calendar year of 2021, the detectives assigned to the Goleta Criminal Investigations Division investigated 746 of the 3,150 reports taken in the City of Goleta. Detectives cleared cases by:
Arrest (both adults and juveniles);
Cleared by Exception Means;
Complaints submitted to the District Attorney’s Office or Juvenile Probation for filing;
Missing persons being located;
4 Meeting Date: November 15, 2022
The crime had been committed outside of the City of Goleta and the case were sent to appropriate jurisdiction;
Returned runaway juveniles; and/or
Positive recourse between the victim and suspect.
In 2021, 7 cases were “suspended” due to:
Lack of leads;
Lack of evidence;
Uncooperative victims;
Determinations that cases were unfounded.
In the same period, 631 cases were “closed” with no further investigation. These were the result of misidentified investigations, re -classified investigations or insufficient evidence to prove a criminal act occurred. On December 31, 2021, Detectives had 75 still active cases pending further investigation. During 2021, the Criminal Investigations Division received an average of 62.1 criminal cases per month for follow-up investigation resulting from crimes committed in the City of Goleta.
Santa Barbara Sheriff’s Office Contract Hours: Table 1 provides a summary of the Santa Barbara Sheriff’s Office reported contract hours. With the change in cost methodology in FY 2018 -19 from the previous Full -Time Equivalent (FTE) positions- based model to the new Deputy Sheriff Service Unit time-based model, the following table provides a summary of the information available to the City regarding hours available and used as well as time information on City units going into the County and vice versa:

Part One Crimes: The Federal Bureau of Investigation’s (FBI) Uniform Crime Reporting (UCR) Program collects statistics on the number of offenses known to law enforcement.
In the traditional Summary Reporting System (SRS), there are eight crimes, or “Part One” offenses (criminal homicide, forcible rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny-theft, and arson) reported to the UCR Program. The UCR Program collects data about Part One offenses in order to measure the level and scope of crime occurring throughout the nation. The program’s founders chose these offenses because they are serious crimes, they occur with regularity in all areas of the country, and they are likely to be reported to police.
Table 2 provides year over year information regarding preliminary data on Part One Crimes for the City of Goleta for calendar years 2018 through 2021. “Calls for Service” increased from 20,286 in 2020 to 21,592 in 2021 ( 6.4% increase). This year-over-year increase can likely be attributed to the reduction in activity in 2020 during the COVID-19 pandemic.
