Meeting Date: December 6, 2022

TO: Mayor and Councilmembers

FROM: Robert Nisbet, City Manager

SUBJECT: Salary Adjustments for Assistant City Manager and City Clerk

RECOMMENDATION:

A. Receive an oral report, read by the Clerk, summarizing a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits to City executive employees, effective November 1, 2022, as follows: Increase the base salary range of the Assistant City Manager classification by approximately 8.7% and increase the base salary of the City Clerk classification by approximately 9%.

B. Adopt Resolution No. 22-__ entitled “A Resolution of the City Council of the City of, California Amending the City of Goleta Salary Schedule for Fiscal Year 2022/23 to Modify the City Clerk Range Assignment from Grade 115 to Grade 116, Modify the Assistant City Manager Range Assignment from Grade 119 to Grade 120 Effective November 1, 2022.”

BACKGROUND:

Salaries for executive management are set forth o n the City’s salary schedule adopted by the City Council and publicly posted on the City’s website. Pursuant to Section 54953(c)(3) of the Government Code, prior to taking final action, the legislative body shall orally report a summary of a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive, during the open meeting in which the final action is to be taken.

The Assistant City Manager is the principal assistant to the City Manager and serves as the City Manager in his absence. On September 17, 2019, as a result of the CityGate organizational study, Council approved a recommendation to retitle and refocus the former Deputy City Manager classification to be a true Assistant City Manager, with the position relieving the City Manager of direct oversight of all functional areas in the City Manager’s Department ( City Clerk, HR/Risk, Community Relations, I .T.), oversight of analytical staff, as well as supervisory oversight of the Library Department and functional oversight of Parks and Recreation operations. On July 20, 2021, as part of a subsequent 1 Meeting Date: December 6, 2022

citywide reorganization, the Assistant City Manager was further assigned direct oversight of two operational departments and supervision of their department heads : the Neighborhood Services Department (Parks and Recreation , Library, Emergency Services, Grantmaking, Homelessness services, etc. ), and the General Services Department (including Facilities, Fleet, I.T. and Purchasing). Although the class specification was amended to include the additional responsibilities and accountability, staff did not recommend a salary adjustment at that time, in part because this would not have allowed for a 15% differential below the previous City Manager’s salary.

The City Clerk classification is established under Section 2.04 of the Goleta Municipal Code, with all of the duties and functions regularly established for a city clerk and elections official under state law and organizationally. Though some cities have elected city clerks, Goleta’s City Clerk is a professional manager. Although the City Clerk is part of the City Manager’s Department, the City Clerk has long been identified in its class specification as the sole non -department-head member of the executive management team, with responsibility to actively participate in developing strategy on issues of cityw ide management that may or may not fall within her primary areas of responsibility. The position has grown to oversee three staff members. The salary for the position is set about 9% below the assistant department directors in Public Works and Neighborhood Services.

DISCUSSION:

The recommendation to increase the Assistant City Manager salary will reestablish the previous alignment of the position at 15% below the base salary of the City Manager, which is an appropriate minimum differential for an Assistant City Manager with direct oversight of operational departments. As mentioned above, the salary for this position was not previously adjusted when additional responsibilities were assigned in 2019 and 2021. It will also establish the position at a differential above other members of the executive team (the Public Works Director receives an engineering pay that makes the pay equivalent). This may be important in a future recruitment for the position , where candidates expect to see a differential. The increase will be approximately 8.7% percent, one salary range from range 119 ($15,200 -$19,399 per month) to new range 120 ($16,522 - $21,087 per month).

The City Clerk oversees highly visible operations and complex public interfaces, with a high level of exposure. A s mentioned above, this department has grown to include 3 subordinate staff members with the addition of a Records Specialist in July 2022. It has also expanded to include a significant new responsibility of ensuring online meeting participation for Council, board, and commission meetings. Staff would further like to assign the City Clerk responsibility for the remaining support services responsibilities at City Hall previously assigned to Human Resources. This will include management of the reception function , centralized ordering (stationary, business cards), lease and management of office equipment (copiers, postage machines) , parks reservation bookings, and maintaining citywide directories, among other duties. This will add a fourth subordinate staff member, the Senior Office Specialist at the City Hall reception desk.

With the recommendation to reassign the City Clerk to range 116, the position will still be 2 Meeting Date: December 6, 2022

Page 3 of 3 ends

aligned lower than other department directors but will be equivalent to assistant directors in operational departments rather than lower . Staff believe this is an appropriate alignment. The increase will be approximately 9% percent, one salary range from range 115 ($11,178-$14,267 per month) to r ange 116 ($12,184 to $15,551 per month). The revised classification specification for the City Clerk will be brought back at the next City Council meeting.

Council has authorized a citywide compensation survey, which is underway for possible future recommendations in the spring. Staff expect that the recommendations here will not be affected by the results of that study.

FISCAL IMPACTS:

The combined costs of these increases will be approximately $26,900in the current fiscal year, and $40,300 annually thereafter. There are sufficient salary and benefit savings to cover the cost of these increases in the current fiscal year, due to a vacancy in the Human Resources Manager position and others, so no additional budget appropriation is needed.

ALTERNATIVES:

Council could decline to make these adjustments, in which case they could be considered at a future date.
