I wrote a number of the explanatory panels currently used in this small museum, and gave the inaugural lecture. During the movement I wrote many newspaper essays such as the following: "Bukeyashiki (Kōchi-shi Okawasuji) no hozon wo" (An Appeal to Preserve the Last Samurai Residence In Kōchi City), Kōchi shinbun (June 11, 1991). 27 Question applies to Historic Preservation Commission Describe your qualifications, interest, education, and/or knowledge regarding Historic Preservation of buildings and structures and /or the preservation of Archaeological and Tribal Cultural Resources?
I would be considered a lay person if I was chosen to be on the committee. I majored in Geology at UCSB and my career has been focused on computer technology. But this does not define me. I come from a multi-generation Santa Barbara County family. I possess a deep love and fascination for local history and architecture. I guess it runs in the family. My aunt is a founding member of the Pearl Chase Society and is actively involved in the historic preservation of local properties. Another aunt worked for renowned architect George Washington Smith for many years. And my great-grandfather was a local builder who partnered with the local architects known as the Moody Sisters. He built their quaint English cottages throughout Santa Barbara and Montecito. I was fortunate enough call one of the Moody cottages my second home. My mother grew up in the Pixie Cottage and I spent a great deal of time there with my grandparents. Many Moody Cottages are considered historical buildings and are now protected. When I was young, I wanted to be an archaeologist, mostly because I was fascinated by the Chumash and their way of life. I would read anything I could get my hands on in the school library. When I walked home from school and followed the creek, I could see bedrock motars along my path and would imagine the Chumash living under the oaks and sycamores. I did not become an archaeologist or an architect, but I do know how to interpret (and create) blueprints, research through old archives and connect with people in the local area that are knowledgeable in their given field. I have a deep respect for our local history and what it can teach us.
Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
I would like to foster awareness of the rich history within our community to help preserve and retain elements of our diverse heritage, so that we may share it with the generations that come after us.
Question applies to Historic Preservation Commission
What do you believe to be the role of the Historic Preservation Commission? I believe historic buildings are a "living" symbol of a community’s heritage, character, and sense of place. I also believe that revitalizing a historic building and/or property can help revitalize a neighborhood and build a community.
Question applies to Historic Preservation Commission
Why should be you be appointed to the Historic Preservation Commission ? Although I am not a professional civic planner or cultural anthropologist, I do have the extensive local knowledge, insight and drive to be a positive addition to the Historical Preservation Commission. I have worked for both the City and County of Santa Barbara, and follow with great interest local issues that affect the community. I am experienced in bringing different people and groups together. The aim is to share knowledge and strengths, so people may ultimately join together to create something viable and extraordinary. As an added plus, I am familiar with use of Robert's Rules of Order and know how to conduct myself in a meeting :)

Why are you interested in serving on a board, commission or committee? I would like to serve the City Council and the City. As a local historian who cares about neighborhoods preservation, sustainable growth management, and the vision of the City's General Plan in protecting Goleta's natural, cultural, community resources, and social well-being for all Goletans, I believe serving the Historic Preservation Commission will be beneficial.
Fermina Brel Murray
44 Question applies to Historic Preservation Commission Describe your qualifications, interest, education, and/or knowledge regarding Historic Preservation of buildings and structures and /or the preservation of Archaeological and Tribal Cultural Resources?
Through my architectural-historical consulting business and volunteer work in preservation whether serving the Goleta Valley Historical Society as former President and current Advisory Board member, Old Town Goleta Heritage District project, former member of the City of Santa Barbara Historic Landmarks Commission, Goleta Main-Begg Farmhouse Board, Santa Barbara Conservancy Board, volunteer building survey work, I have gained experience and knowledge in Historic Preservation work. I have worked with landscape architects, engineers, architects, members of the public to advance awareness of the rich history of Goleta. During Goleta Now movement, I did walking tours of Old Town Goleta to show people that Goleta had its own unique, special Goodland character, people's history, and beauty that is not to be measured against other communities, but to be celebrated and protected. I've always been interested, respectful, and protective of Archaeological and Tribal Cultural Resources. Goleta, especially the Goleta Slough have very rich archaeological and tribal cultural resources that need constant protection.
Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
I hold a Masters in Public History (20th Century American history with a focus on Civil Rights and Women's Rights) from UC-Santa Barbara. Since 1995 I've maintained a home-based historical consulting business. The work is conducting research and writing reports to assess the architectural and historical significance of properties according to national, state, and city guidelines, and in California, the California Environmental Act (CEQUA). In most cases the reports are done to meet Santa Barbara County, and Cities' requirements for property applicants who want to remodel their homes or businesses that are 50 years old or older, or recognized as historic resources. As an architectural historian I work with the applicant to find the most appropriate form of development, remodel, or reconstruction that is compatible with the property's immediate setting as well as the surrounding neighborhood. The work involves ability to read architectural drawing plans, engineering plans, landscape plans, design plans, as well as knowing historic building materials. I've done rehabilitation and restoration work where technical knowledge in paint, concrete and other building materials analysis is valuable. Most of all, what I've learned a lot are histories of neighborhoods in Goleta, Santa Barbara City, Carpinteria, and a little of the northern County. I am also a registered state of California historian, meaning that I am licensed to practice my profession anywhere in California.
Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
In serving the Historic Preservation Commission I would like for the City to be proactive in preserving and protecting its archaeological and tribal cultural resources, historic resources, including historic trees and site features. Work with residents to appreciate their potential historic properties or neighborhoods, collaborate with the DRB in making sensitive and historically appropriate designs to historic resources.
Overall, I see the HPC as resource to the City, City Council and all departments of the City in all matters of archaeology and historic preservation.
Fermina Brel Murray
45 Question applies to Historic Preservation Commission What do you believe to be the role of the Historic Preservation Commission? To preserve and protect archaeological and tribal cultural resources, historic structures, historic trees and landscapes, natural features, site, or area having historic, architectural, archaeological, cultural, or aesthetic significance as mandated by the Historic Resources Ordinance and supported by the Goleta Historic Context Statement. IN SUMMARY
I have a long affinity with Goleta history. I spent the first two years of life in Goleta before my family moved to Indio.
There, I developed a passion for studying regional architectural history. In 1985, I developed a desire to study railroad architecture, and began consulting with numerous local, regional, state and national museums, universities, and organizations. My research has helped communities preserve and give new insights for their history. In 1990, I returned to live on the South Coast to attend UCSB. During my studies at UCSB, I was able to mentor under noted architectural historian Professor David Gebhard. One of my proudest achievements came in 1999 when the Coachella Valley Historical Society used my historical report to relocate, save and restore the 1909 Indio Public School, which is now enjoyed by thousands of Coachella Valley students annually as part of their curriculum of local history study. Between 2000 to 2014, I was a member of the South Coast Railroad Museum in Goleta and drew my first railroad depot blueprint. In 2014, I was awarded “Honorable Mention” for my drawing of a surviving depot in Los Angeles, California. In 2017 I was the National Winner of The Leicester B. Holland Prize, an annual competition administered by the Heritage Documentation Programs of the National Park Service (HABS/HAER/HALS) for documenting historic buildings throughout the United States for the Wallace Hardison Stable in Santa Paula, California. I have three blueprints archived into the Library of Congress as permanent reference documents. My passion for local history is reflected in the blueprints that I draw and the historic reports that I produce. In December 2017, I published a collection of my blueprints in Railroad Depots: A Southern Pacific Collection. It contains blueprints for the Goleta Depot, the Rio Barnsdall Gas Station in Ellwood, and many historical railroad depots of Santa Barbara County. Most recently, I measured, documented, and drew a blueprint of the historic 1911 Main-Begg Farmhouse in Goleta. To date, I have studied and drawn over 100 blueprints of various buildings. 66 REFERENCES
