B. Adopt Resolution No. 22- __ entitled, “Establishing the Compensation for the Members of the Historic Preservation Commission”.
BACKGROUND:
On April 19, 2022, the City Council adopted Ordinance 22-05 which added Chapter 2.17 to the Goleta Municipal Code titled Historic Preservation Commission. The Ordinance established the Historic Preservation Commission to act as an advisory body to the staff, the Design Review Board, and City Council on all matters pertaining to historic preservation. The Historic Preservation Commission will be composed of professional and lay members with demonstrated interest, competence, or knowledge in historic preservation. Historic Preservation Commission members may be appointed from among the disciplines of architecture, history, architectural history , planning, archaeology, or other related disciplines, such as American studies, landscape architecture, cultural geography, or cultural anthropology, to the extent that such professionals are available in the community. Historic Preservation Commission membership may also include lay members who have demonstrated special interest/expertise, competence, experience, or knowledge of Goleta history and historic preservation, and/or are members of local Chumash tribal group(s). A majority of the members shall be residents of the City during incumbency.
The members of the first appointed Historic Preservation Commission will classify themselves by lot (e.g., by straw vote) so that one of their number will term out of office on June 30, 2024, two on June 30, 2025, and two on June 30, 2026. Terms will be for four years thereafter, with no limit on the number of terms to which members may be
appointed. This will take place at the first meeting of the Historic Preservation Commission.
Goleta Municipal Code 2.17.110 also provides an opportunity for the City Council to establish by resolution the compensation to be paid to members of the Historic Preservation Commission.
On December 1, 2022, and December 14, 2022 the City Council held special meetings to conduct interviews of all applicants for the Historic Preservation Commission. At the conclusion of the interviews, each Councilmember announced a preferred candidate and the City Clerk compiled the following list of names for consideration of Mayor appointments to the Historic Preservation Commission, Barbara Vilander, Fermina Murray, Heather McDaniel McDevitt, Jean-Guy Dube and Lory Ann Velez.
DISCUSSION:
Government Code Section 40605 provides that an elected mayor shall make all appointments to a City’s boards, commissions and committees, subject to the City Council’s approval. This item provides the Mayor the opportunity to seek Council ratification as a result of the nominations received on December 1, 2022 and December 14, 2022, as follows: appointments of Barbara Vilander, Fermina Murray, Heather McDaniel McDevitt, Jean -Guy Dube and Lory Ann Velez to the Historic Preservation Commission.
Staff has also provided a resolution set ting the compensation of $50.00 per public hearing, meeting or workshop. The compensation is compatible with the City’s other Boards and Commissions, with the exception of the Planning Commission stipend, which is $100 per public hearing, meeting or workshop (Attachment 1).
FISCAL IMPACTS:
There is no direct fiscal impact associated with rati fying the Mayor’s appointees to the Historic Preservation Commission. The operation of the Historic Preservation Commission is fully supported in account number 101-40-4400-54005 for FY 2022-23.
ALTERNATIVES:
Council is under no obligation to make an appointment at this time. Taking no action would mean that no meetings would occur until appointments are made. An alternative amount of the compensation could be set by the City Council. In this case, staff would modify the resolution as directed.
