BACKGROUND:
Over the years, Council has considered issues related to the state and status of the Goleta Community Center (GCC). At its August 31, 2021, meeting, City Council received a report on the status of the Goleta Community Center facility and the approved Goleta Community Center Improvements Capital Project to complete a seismic retrofit and related Americans with Disabilities Act access upgrades. The agenda report for the August 31 st item provides
extensive history and background information on the site and structures.1 DISCUSSION:
In August 2012, the City engaged the services of the Cros by Group, a structural engineering and design firm, to complete an accessibility assessment of the Center to identify Americans with Disabilities Act (ADA) deficiencies and provide recommendations for improvements. Major findings included necessary improvements to the path of travel 1 The August 31, 2021, Council Agenda Report is available at https://tinyurl.com/y4ahz9tn 1 Meeting Date: December 20, 2022
across the site, public restrooms, door hardware and doorways. In 2016, the City engaged the services of Partner Engineering and Scienc e to provide a property condition report.
The report included a visual assessment to determine the existence of architectural barriers or physical attributes of the property, which affect onsite parking and the path of travel into and through public
areas of the building. Areas recommended for
improvements included the bus shelter on Ho llister Avenue, the parking lot, exterior ramps and curb ramps, building entrances and plumbing and restroom elements. Finally, in 2021, the City engaged Access Compliance Consultants, Inc. to identify and scope the ADA improvements that would be triggered by the Seismic Improvements Project (CIP 9067), which is currently in the formal bidding phase.
Resolution to Apply For and Receive Grant Funding
In May of 2021, Congressman Salud Carbajal, in coordination with City staff, submitted a Community Project Funding request through the U.S. House of Representatives’ annual appropriations process for various improvement s at the Goleta Community Center. The request included both the Seismic Improvements Project (CIP 9067) and Americans with Disabilities Act Impr ovements (CIP 9121). However, fo llowing the submission of this request the City was notified of its award of increased funding from the Federal Emergency Management Agency ( FEMA) Hazard Mitigation Grant Program (HMGP) which, in combination with City General Fund monies, will now fully fund the Seismic Improvements Project.
In July of 2022, the U.S. Department of Housing and Urban Development (HUD) notified the City that it was eligible to receive $3, 000,000 and invited the City to submit a formal application including a project description, line-item budget, and various other grant forms. Staff have developed a project description to implement the following ADA improvements:
Complete redesign of the existing m en’s and women’s restrooms including new door hardware, relocation of minor walls, cabinets, and equipment. Installation of a new sewer lateral to accommodate increased effluent volumes from the enhanced restroom facilities and installation of a new grease interceptor to prevent blockages from the enhanced restrooms.
Addition of two (2) stage lifts and associated handrails in the auditorium and dining room.
Installation of new ADA-compliant handrails at the existing ramp at the main entrance and on the existing front entrance stairs.
Installation of new ADA access aisles to serve the existing ADA parking spaces. Installation of new access ramps throughout the front parking lot. Design of new ADA path of travel from the adjacent bus stop to the front entrance. 2 Meeting Date: December 20, 2022
