Agenda Item A.1

DISCUSSION/ACTION
Meeting Date: January 13, 2023
TO: Mayor and Councilmembers
FROM: Robert Nisbet, City Manager
SUBJECT: Resolution Ratifying and Extending Proclamation of Local Emergency Due to January 2023 Storm Event
RECOMMENDATION:

Adopt R esolution No. 23-__ entitled, “A Resolution of the City Council of the City of Goleta, California Ratifying and Extending a Proclamation of the Existence of a Local Emergency.”
DISCUSSION:

On January 9, 2023, a significant storm event took place in Santa Barbara Count y.

Rainstorms and high winds throughout the City caused conditions of disaster and extreme peril to the safety of persons and property within the City. Perilous conditions included flooding on public streets, watersheds, creeks , open spaces, wetlands, and on other property in the City. Public rights -of-way were damaged by flooding and downed trees, which caused the closure of sidewalks and streets and disruption of public services. Rainfall intensity and duration of the storm ev ent resulted in rising water levels and rapid water movement, which posed significant health, life, and safety risks in many areas of the City.

Based on these conditions, at 8:18 pm on January 9, 2023, after consultation with the City’s Disaster’s Council, the City Manager issued a Proclamation of the Existence of a Local Emergency in accordance with Chapter 2.10 of the Goleta Municipal Code (Emergency Organization) and Government Code section 8630. (Exhibit A to Attachment 1) Having a declared local emer gency entitles the City to mu tual aid from other government agencies during the emergency as well as reimbursement on costs incurred to deal with damage caused by the emergency from the State and Federal government.

Staff recommends that the City Council adopt the attached resolution to ratify and extend the Cit y Manager’s proclamation of local emergency. (Attachment 1) An extension is n ecessary as the damage from the rain event continues to disrupt public services and pose a public health and safety threat. The local emergency will remain in place until its termination by future action of the City Council. The City Manager will place the resolution on the agenda for review at l east once every 60 days , as re quired by Government Code 8630, until terminated by the City Council. 1 Meeting Date: January 17, 2023
