SUBJECT: 2023 Pre-Qualified Consultant List
RECOMMENDATION:
Approve the establishment of a pre -qualified consultant list for various professional services.
BACKGROUND:
The City of Goleta (City) engages private consult ants to perform a variety of City professional services. We follow California Government Code, Title 1, Chapter 10, Sections 4525-4529 for the qualifications-based selection of Engineers, Land Surveying, and Construction Management firms. Prior to initiati ng a contract, the purchasing regulations in the Goleta M unicipal Code require open solicitation for the necessary services. This is done through the Request for Proposals/Request for Qualifications (RFP/RFQ) process. The City currently has a pre-qualified consultant list from 2019. By maintaining current lists of pre-qualified consultants, the City can efficiently hire consultants on an as -needed basis. Once the consultant firms are qualified, the list can be used for three (3) years with the option to extend the contracts with two (2) one-year extensions for a total of five (5) years.
On October 6, 2022, the City released an RFQ to establish pre-qualified consultant lists for the following disciplines:
Project Management
Engineering
Geotechnical Engineering and Material Testing
Traffic Engineering
Surveying
Landscape Design
Environmental Planning and Permitting
Development Review
Construction Management
1 Meeting Date: January 17, 2023
Right-of-Way Services
Public Relations Services
Consultants signed up as vendors through Plane tBids were notified automatically of the RFQ and RFQ was also posted to the City’s website and the advertisement was posted in the Santa Barbara Independent publication on October 6, 2022.
DISCUSSION:
As part of the City ’s Capital Improvement Program (CIP), Traffic Engineering Maintenance and Operations, Solid Waste and Environmental Services, Engineering, Street Maintenance, Street Lighting, Administration, and Parks and Open Space divisions of Public Works , there are several maintenance , CIP, parks, studies, and planning projects that are constructed and designed annually. Many of these projects include road, signal, and bridge improvements, bridge replacements, bike trail improvements and maintenance, drainage improvements, park and open space improvements, development review, right-of-way services, construction and project management, and public relations.
The City plans to coordinate with consulting firms that specialize in the categories required for this pre-qualified list on an as-needed basis.
Maintaining a pre-qualified list of consulting firms that are able to provide a variety of services creates efficiencies . By establishing a pre -qualified consultants list for professional consultant services with multiple firms, the City is able to avoid potential conflicts of interest while maximizing flexibility and expediting needed services. It also eliminates the need for multiple RFPs and RFQs to be released each time these professional services are needed by the City.
An RFQ for On-Call Professional Services was issued on October 6, 2022. Statements of Qualifications (SOQs) were submitted by October 28, 2022. A total of 66 SOQs were submitted from 37 firms across all 11 disciplines. A list of Pre-Qualified Consultants was developed and is included as Attachment 1. This list was generated through the review by several teams of three to four staff members and composed of staff from the Public Works, Planning, and Parks and Recreation departments . Firms were evaluated based on criteria outlined in the RFQ. The review was conducted between October 28, 2022 , and concluded December 6, 2022.
The recommended list of pre -qualified consultant firms provides for a mix of specialties that will cover the anticipated projects and services needed for the foreseeable future.
As services are needed, scopes of work and rates will be negotiated with firm(s) on the qualified list. If the services are successfully negotiated at a maximum cost of $45,000 or under, the City Manager may ent er into a professional services agreement with the firm to provide the services. If the cost of the services exceeds $45,000, staff will return to City Council for award of a contract. All contracts are subject to budgetary authority granted by the Council.
2 Meeting Date: January 17, 2023
Inclusion on the pre -qualified list of consultants in no way guarantees that a firm will be placed under contract. The City reserves the right to go out for a separate RFQ/RFP for highly complex and/or federally funded projects, as deemed appropriate by the Public Works Director.
FISCAL IMPACTS:
There is no fiscal impact associated with this item. Consultant services are charged to individual CIP Project budgets or to deposit accounts for development or encroachment permits.
ALTERNATIVES:
Council may elect to not approve the consultant list ; however, this would reduce the efficiency of acquiring needed services by requiring a separate RFQ/RFP for each future project. This alternative would both delay future projects and increase project costs by significantly increasing the required staff time.
