Agenda Item D.2
DISCUSSION/ACTION ITEM
Meeting Date: January 17, 2023
TO: Mayor and Councilmembers
FROM: Deborah S. Lopez, City Clerk
SUBJECT: Selection of City Council Representatives to Regional Agencies and City Council Subcommittees
RECOMMENDATION:
A. Approve the Mayor’s appointments of City Council representatives and alternates to various regional intergovernmental organizations;
B. Confirm membership on the City Council ’s existing standing and ad-hoc subcommittee members.
BACKGROUND:
The s election of Councilmembe rs to serve on regional boards , commissions , and committees follows the requirements of CA Government Code Section 40605 and the process provided in Goleta Municipal Code (GMC) 2.15.050. Under GMC 2.15.050(B), Mayoral Appointment , “The Mayor shall, in his or her discretion and subje ct to City Council approval, appoint liaisons from amon g t he members of the City Council to regional boar ds, commis sions, an d committees .” These appointments must be approved by the City Council in a public m eeting. Under established City procedure, prior to the public meeting during which the Mayor proposes a ppointments to be approved by Council, the City C lerk requests that each Council member submit their preferences for appointment to regional boards, commissions, and committee s. The City Clerk then provides these preferences to the Mayor , who makes selections and returns them to the City C lerk. The Mayor’s selections are consolidated into a spreadsheet by the City Clerk.
On December 1, 2020, the City Council agreed that the process for selecting its own standing and ad hoc subcommittee members will continue to follow the appointment practice that has been consistently used in years past, whereby appointment to a particular standing and ad hoc subcommittee is made by majority vote of the entire City Council. Prior to the public meeting in which the Council makes these appointments, the City Clerk requests that each Councilmember submit their preferen ces for appointment to standing and ad hoc subcommittees and consolidates the Councilmembers’ requests into a spreadsheet.
1 Meeting Date: January 17, 2023
In general, City Council subcommittees consist of less than a quorum of the Council and enable Councilmembers and s taff to work closely on strategic priorities and collaborate on a number of issues important to the City. Often, committees serve as an opportunity to brainstorm and vet i ssues prior to their coming to Council for action. Typically, the appointments are made in even-numbered years for two-year terms, though that can be modified by the Council.
DISCUSSION:
Appointment opportunities have been organized into three broad categories: Regional Agencies, Intergovernmental Boards, Commissions, and Task Forces (Attachment 1) ; Internal Standing Committees (Attachment 2) ; and Internal Ad-Hoc Committees (Attachment 3). The components of each category are contained with summary tables in each attachment , and a summary of each category is also provided below. Further information about th ese various boards, committees and commissions is also available in the City Clerk’s office.
After staff had distributed the request for committee as signment, the City Clerk’s office was made aware that, as explained more fully below, there is no long er a policy board for Home for Good and therefore there a re no meetings for the assigned Council representative to attend. Staff recommends the committee assignments for Homes for Good Regional Committee be removed, as it is no longer active.
Staff realize that i t is probably t ime to reach out to all of our re gional partners and to review the establishing resoluti ons for the various Council subcommittees to determine whether the need for all o f these assignments persists or whether other assignments and/or committees should be dissolved or discont inued. MTD is a special district that provides public transit service throughout the South Coast. MTD is governed by a seven-member Board of Directors. Two Directors are appointed by the County, two by the City of Santa Barbara, one by the City of Goleta, and one by the City of Carpinteria. Those six Directors appoint the seventh. Each board member has a four-year term. If a vacancy occurs prior to the completion of a term in office, an appointment is made by the appropriate appointing authority.
Santa Barbara Metropolitan Transit District’s Board
of Directors meets on the first and third Tuesdays of
the month at 8:30 a.m. unless otherwise noted.
Meetings are held in the auditorium at MTD’s
administrative offices, 550 Olive Street in Santa
Barbara.

South Coast Affordable
Housing Task Force
A significant and challenging shortage of ownership and rental housing affordable to households of low and moderate income exists on the South Coast of Santa Barbara County. The City Council of the City of Santa Barbara and the Board of Supervisors of the County established the Joint Affordable Housing Task Group on July 19, 1999 to explore areas of potential cooperation for assisting affordable housing. The City of Carpinteria and the City of Goleta subsequently joined this task group in the spirit of cooperation as affordable housing needs transcend jurisdictions.
Tentative dates for 2023 have not yet been posted.
Meetings are held on the 4th Thursday of the month.
A primary and an alternate appointment are
requested.
