Agenda Item A.1
CPMS DISCUSSION/ACTION ITEM
Meeting Date: January 24, 2023
TO: Mayor and Councilmembers
FROM: Deborah S. Lopez, City Clerk
Liana Campos, Deputy City Clerk
SUBJECT: Interviews of Candidates for the Planning Commission and the Design Review Board
RECOMMENDATION:
A. Conduct candidate interviews for the Planning Commission and the Design Review Board; and
B. Select two nominees for the Planning Commission Mayoral Appointment with a term ending in February 2027; and
C. Select three nominees for the Design Review Board Mayoral Appointment , one Architect, one Licensed Landscape Professional (Landscape Architect or Landscape Contractor) and one Alternate for terms ending in February 2026.
D. Continue this item to the February 7, 2023, City Council meeting for two Mayoral Appointments to the Planning Commission and three Mayoral Appointments to the Design Review Board.
BACKGROUND:
Planning Commission
Pursuant to California Government Code Section 4605, all appointments to the City’s boards and commissions, including the Planning Commission, must be made by the Mayor and approved by the City Council. However, the City’s process for Planning Commission appointments still allows for each Councilmember to recommend their own preferred candidate to the Mayor.
To accomplish this, four-year Planning Commission terms are staggered every two years, and are set to expire in the February following Council electi ons. Per Goleta Municipal Code (GMC) Section 2.15.040 (C), at the conclusion of all interviews for positions to the Planning Commission, only those Councilmembers elected or re-elected to office in the immediately preceding November election shall announce one preferred candidate, and
Meeting Date: January 24, 2022
the City Clerk shall compile a list of candidates for each vacancy based on the designated Councilmembers’ selections. The Mayor may then appoint the recommended candidates.
The following councilmembers were elected at the General Municipal Election on November 8, 202 2: Councilmember Kyriaco and Councilmember Reyes -Martín. T he terms of current Commissioners Sam Ramirez (previously Councilmember Kyriaco’s preferred candidate) and Elrawd M acLearn (previously Councilmember Aceves’s preferred candidate) will end on February 1, 202 3, and neither has applied for reappointment. Both re -elected Councilmember Kyriaco and newly elected Councilmember Reyes -Martín will now have an opportunity to announce a preferred candidate for a new four-year Planning Commission term.
Design Review Board
The Design Review Board is authorized by Goleta Municipal Code Section 2.09.020. The Design Review Board is composed of seven members. Of t he seven members, a minimum of four are required to be residents of the City. At least two members must be licensed architects, and at least two members must be licensed landscape professionals (landscape architect or landscape contractor). The three at -large members must reside within the City. Four members shall constitute a quorum, a quorum must contain a minimum of either one licensed architect and one landscape professional, or two licensed architects. A quorum must also contain a minimum of two City residents.
In February 2023 the terms of Karis Clinton (Licensed Landscape Professional) and Dennis Whelan (Architect) will expire. There is also an opportunity to fill a vacancy for the Alternate position on the Design Review Board. City Clerk staff was made aware the that Planning staff is struggling for quorums on the Design Review Board, staff has to juggle recusal issues and absences and feel an Alternate member would be helpful. Up until recently the Design Review Board had an Alternate, however when we moved that Alternate position to the Architect position that position remained vacant.
Appointments to the Design Review Board follow the normal appointment process under GMC Section 2.15.040 (B). At the conclusion of all interviews, each Councilmember shall announce the Councilmember’s preferred candidate(s) for the interviewed position(s).
The City Clerk shall compile a list of candidates for each vacancy based on the Councilmembers’ selections. The Mayor may then appoint from among the recommended candidates.
DISCUSSION:
In anticipation of the expiring terms for the Planning Commission and the Design Review Board, the City Clerk’s office published requests for candidate applications on the City website, the Monarch Press, Channel 19, the local adjudicated newspaper, Facebook, GovDelivery Bulletins, Twitter, and generated press releases.

Ratification of the Mayor’s appointments will come before the City Council on February 7, 2023.
ALTERNATIVES:
Council is under no obligation to make an appointment at this time. Taking no action would mean that existing Commissioners/Committee Members would continue to attend meetings until a new appointment is made. Council may desire to see further advertising done in order to ensure a greater applicant pool prior to a selection process.
FISCAL IMPACTS:
There is no direct fiscal impact related to this recommendation.

I find city planning as a profession very interesting, and I am also very invested in playing a positive role in the future development of this great city. I also believe it is very important to be civically engaged, and serving on the Planning Commission would be a way for me to directly contribute to ensuring Goleta is the best it can be.
Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
I believe I have a well rounded set of educational and work experiences that would make me a valuable member of this commission. Through my work as a manufacturing engineer and analyst I have developed the ability to communicate technical information to those with a wide range of experience. I have demonstrated excellent interpersonal skills, including working in close coordination with a small team, as well presenting technical recommendations to program managers and other decision makers. Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
My main goal is to ensure that the land use decisions made in Goleta contribute to meeting the goals of the General Plan. This includes making sure that discretionary decisions preserve what's important to Goletans, including Goleta's beautiful surrounding environment, Goleta history, and community resources.
A particularly important goal to me is that development decisions in Goleta contribute towards the sustainability of our city, always seeking to minimize ecological impact. Or, as it is compellingly put in the General Plan, I want to ensure that Goleta is a community "that seeks sustainability by not sacrificing tomorrow’s resources for today’s needs". Finally, I want to help ensure that Goleta is adequately contributing to share of the housing needed all across California.
Question applies to multiple boards
Have you obtained any memberships in professional organizations? No
Question applies to Planning Commission
What do you believe to be the role of the Planning Commission.
I believe the role of the planning commission is to serve as decision makers and citizen representatives for issues related to land use and development. The planning commission is an important link in making sure decisions made by other review authorities both represent the wishes of Goleta residents as well as help further the goals set out in the General Plan. I also believe that the Planning Commission should play a proactive role in improving the guiding principles and laws that govern development in the city by exercising it's ability to recommend changes for the Council to consider.

In addition, I am the chair of the organization's Citizen Advisory Commission, which seeks to guide the board of MOVE, ensuring people from all walks of life and throughout the county are represented and have their voices heard. I also regularly attend public meetings which include presentations by academic experts, city officials, and activists. Historic Preservation Commission
Describe your qualifications, interest, education, and/or knowledge regarding Historic Preservation of buildings and structures and /or the preservation of Archaeological and Tribal Cultural Resources?
While I do not hold an education or career discipline in historic preservation, I am a very organized and loyal layperson who enjoys working with others to achieve objectives in like minded disciplines. For the last 3 years, I have led our local homeowner volunteer team in the preservation and on-going maintenance of the Open Space Easement in the common area of our association.
As individual
homeowners, and pursuant to our CC and R's, we are tasked with working with professional OSE organizations to abide by the standards, laws, codes and regulations for the preservation and maintenance contained therein.
The regulatory agencies are The City of Goleta, CA Coastal Commission, and US Fish and Wildlife.
I have led the charge in our contract with the UCSB Cheadle Center for Biodiversity and Ecological Restoration Management to assist and make recommendations for us with our work.
Much of this work is centered on the historical nature of the Chumash Tribal Groups with plantings, native customs and history.
I am also leading the charge to educate our other homeowners of this historical significance of our property to gain broader interest, buy-in and support in our community.
The
community education of these elements is key to enrich the entire community and offer increased interest and community gatherings.
As a side note, I also live across the street from the Barnsdale Rio Grande old historic gas station, and would love to be involved in whatever way possible to preserve and/or develop this property.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? Goleta is my home and the home of many other families and individuals. As I explore the city enjoying the privilege of the near-paradisiac nature and weather, I see a lot of potential in it. I want to learn more about Goleta and my fellow neighbors and contribute with my skills and international perspective to making the city thrive for current and coming generations.
Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.
I graduated in 2022 with a Master's in Design for Interaction at one of the top design schools, the Delft University of Technology in the Netherlands. There, I specialized in user experience research and design, which means I carry out research to understand people's needs (e.g. interviews, participatory workshops, surveys...) and converge all learnings into designs (e.g. apps, products, services, and environments).
Currently, I apply this knowledge as a User Experience Designer working for iRobot. Previous to that, I obtained a Bachelor's in Industrial Design and Product Development Engineering at the Polytechnical University of Valencia in Spain. Spain is my home country so I am proficient both in Spanish and English.

A) Reading plans (i.e. site plans, elevations,
roof plans, building sections, grading plans, landscape plans, photometrics, lighting cut- sheets, sign plans, and sign sections). B)
Making findings (i.e. determining if a project be
compatible with the neighborhood in terms of size, bulk and scale; if a project has a well- defined/harmonious relationship to its surroundings; if a project impacts or enhances a viewshed; if a project will respect the privacy of neighbors.
During my Bachelor, I learned the basics of reading plans both for buildings as well as products and pieces to manufacture. I carried out a project where I design the plan for a kitchen in Autocad. I know how to 3D model and render products and spaces using Solidworks/Sketchup/Rhinoceros. During my Master, I carried out a project for the municipality of Amsterdam where I created a conceptual AI application for citizens to report damaged public infrastructure. For that project, I researched extensively on privacy, transparency, and citizens' adoption of new technologies. I also worked on other projects where I researched and designed experiences in public spaces such as the design of a waiting area at the boarding room of the airport of Rotterdam.

Project Highlights:
Residential Landscape Design and Build (Create Order)
Design: In collaboration with Artistic Landscaping, I develop and produce over thirty landscape and architectural designs a year for Canadian clients. As owner of Create Order, I provide client support – anything from site assessments and conceptual designs to construction documents, estimates, contract administration, and assistance navigating the permitting process.
Construction: We also project manage landscape installation. As project manager, I ensured compliance with all safety and worker regulations, managed all resources (human and material), budgets, contracts, negotiations, permits and implementation. I enjoy the hands-on aspect of installation.
Grant Projects (Create Order)
Working with the SYVBG Board and grant committee, we put together several successful grant applications for a new woodland wonky playhouse, updates to the Chumash area, repair of the Wilderness Trail, and further expansion of the education program. I develop the designs, drawings, budgets and project descriptions, and participate in follow up questions and interviews. Now that we have received the grants, I will manage the installation and production of these projects.
Storm Water Management Design (Create Order)
Farm Plans: As lead designer, I assisted a landowner to utilize matching grants from the Ontario Conservation Authority, by developing a grading design to manage surface flow and filter manure run- off for a cattle farmer to increase their crop yields and enhance stream water quality.
Urban Ecology: Working with Stephen Popovich L.A. as an independent consultant, I designed a native plant bio-system that creates soil, filters water and reduces runoff toxicity in an urban setting. This project set a new precedent in Toronto for sustainable and functional urban bioswales.
Public Speaking: In 2011, I mediated a discussion about new techniques in storm water management at the American Society of Landscape Architects conference, teach at Allan Hancock College and SYVBG.
Management Plans (Create Order)
Managed Forest Tax Incentive Program Eligibility Assessment:
Working with Skeet Sutherland, a certified MFTIP provider, I inventoried fifty acres of forests and wetlands, and wrote a forest conservation management plan.
Municipal Landscape Maintenance Report: As part of the Promow team, we assessed the landscapes of municipally owned sites, including police, fire, emergency medical, and regional housing, then wrote the Halton Region Annual Landscape Report for 2013 & 2014, complete with the needs and limitations of each site, and a prioritized landscape budget for the bid areas.
Community Design and Planning (Master’s Research & Create Order) As part of my practical experience applied toward my Master’s degree, I developed landscape criteria for the County of Centre Wellington, Ontario to maintain quality of life while meeting provincial requirements to increase population density. Using GIS Futures mapping and hand-rendered graphics,

we were able to develop, communicate and evaluate the effects of the proposed elements on both human and regional scales.
Further Master’s projects included designing a large-scale master planned community based on development patterns of the medieval European countryside. We first created the water systems, then infilled with community-based services and housing.
Master Plans: I designed and implemented a master landscape plan to revitalize the historic Mohawk Inn and Conference Center as well as an outline for the new Dangermond Preserve at Jalama-Cojo.
Visitor Experience Research (Master’s Research)
Mega-events, usually defined as events hosting 100,000-500,000 people, are fast becoming a new niche in the tourism industry. If conducted properly, such events can sustain communities and provide resources to support environmental protection. My master’s thesis modified visitor experience and social carrying capacity models in order to determine conditions that consistently produce visitor and community satisfaction in large events: Integrity, Authenticity & Juxtaposition of Reality.
Environmental Impact Report (US Forest Service, Inner-Agency Resource Team (IRT)) As a member of the IRT, I received a grant to produce a draft EIR for the designation of a Research Natural Area on a high-altitude plateau in the White Mountains. I mapped and assessed archeological sites, endangered species and existing research, utilizing GIS/GPS to develop the report and maps.
Habitat Restoration and Conservation (SCA, UCSB, EMID, Waldorf, SSWS, BTA, SYVBG) In my life, I have volunteered for the Student Conservation Association, restored habitat at UCSB and Santa Cruz Island, assisted in field research in the Sierra Nevada and White Mountains, as part of the UC Environmental Supercourse. In Goleta, I convinced EMID homeowners to preserve 20 acres of open space. I have supervised school camping trips, taught volunteers, organized and produced fundraisers, mentored, built and maintained trails, networked, written grants and developed donor collaborations.
Event Planning and Production (Create Order & Tricia Fountaine Floral Designs) In the three years working with Tricia Fountaine, we produced décor for some of the premier events in Santa Barbara. I learned to work with committees, divas, volunteers and families, while working long hours and maintaining professional curtesy and confidentiality at all times.
Volunteer Board Member (City of Goleta DRB, Santa Ynez Valley Botanic Garden) Since my appointment in 2016, to the City of Goleta Design Review Board, I have adjusted to the technical demands of modern media, focusing on effective, kind communication that leads discussions into true design collaboration. https://www.goletamonarchpress.com/2020/12/meet-our-new-board- members-and-commissioners/
As a board member of The Santa Ynez Valley Botanic Garden, we successfully built the new Wilderness Trail with a grant from the Hollis Norris Fund for Conservation, and received monies to upgrade the irrigation system from the City of Buellton. We are developing a new outdoor education and diversity outreach program. I resigned as Vice President in 2022 to become Project Manager for the Garden.
