MEMORANDUM
DATE: February 15, 2023
TO: Public Safety & Emergency Preparedness Standing Committee FROM: Jaime A. Valdez, Neighborhood Services Director
CONTACT: Michael Baris, Emergency Services Coordinator
SUBJECT: Consideration of Temporary Parking Restrictions Related to Isla Vista Deltopia and Halloween Events
RECOMMENDATION:

City and SBSO staff recommend that temporary parking restrictions continue for Deltopia events, and end for Halloween events.

BACKGROUND AND DISCUSSION:

City and Santa Barbara County Sheriff’s Office (SBSO) staff are seeking recommendations from the Public Safety and Emergency Preparedness Standing Committee related to the Isla Vista unsanctioned events, Deltopia and Halloween, as they pertain to implementation of temporary parking restrictions in potentially impacted Goleta neighborhoods. The Deltopia event is approaching and is generally held in early April.

In 2020 and 2021, Deltopia was largely uneventful because of the COVID-19 pandemic.

However, in 2022, SBSO staff reported a sizable increase in activity in Isla Vista with students and visitors returning to campus as well as pent-up demand for large gatherings to occur.

The upstaffing for the Deltopia event held in 2022 and the temporary parking restrictions put in place were considered a success in Goleta city limits. As such, City and SBSO staff recommend that the same actions take place for the 2023 Deltopia event.

A similar approach has been taken for Halloween Isla Vista events in previous years, but the culture around the Halloween event has changed. In the last two years, Goleta has had fewer than five calls for service per event and the SBSO reported similar low impacts, and now refers to Halloween as a “non-event.” Much of this has been because of an emphasis for UCSB to host “on-campus” events and activities aimed at dissuading negative behavior off campus and in the surrounding communities of Isla Vista and Goleta.

In summary, City and SBSO staff recommend that temporary parking restrictions continue for Deltopia events, and end for Halloween events.
