SUBJECT: CalRecycle Organic Waste Recovery Cycle 1 Grant Proceeds Into Solid Waste and Environmental Services Division Budget
RECOMMENDATION:

Approve a budget appropriation and revenue of CalRecycle Organic Waste Recovery Cycle 1 (OWR1) Grant to the Solid Waste and Environmental Services Division budget in the amount of $46,605.

BACKGROUND:

On September 19, 2016, then California Governor Jerry Brown signed into law Senate Bill 1383 (SB 1383). This bill set targets for emissions reduction for California in a statewide effort to reduce emissions of climate pollutants like methane.

To achieve emission reduction targets all jurisdictions in California must do the following:
 Reduce organic waste disposal by 75% by 2025; and
 Rescue 20% of edible food that is still acceptable for human consumption by the year 2025.

SB 1383 went into effect on January 1, 2022 . Prior to the effective date staff began coordinating with area agencies to develop regional programs to meet the mandates for new organics programs. In response, the Cooperating Partners including the County of Santa Barbara, and the citie s of Buellton, Santa Barbara, Solvang , and Goleta all participate in a Memorandum of Understanding (MOU) to implement and maintain a regional food recovery network. Additionally, the Cooperating Partners above participate in a separate MOU to share procurement benefits provided by the Santa Barbara County ReSource Center. Both MOUs were entered into with prior City Council approval and are crucial for the City of Goleta (City) to obtain compliance with SB 1383. In addition to food recovery and procu rement r equirements, SB 1383 also includes new mandates for organics capacity planning, organics collection, education and outreach, enforcement 1 Meeting Date: February 21, 2023

and inspection, program evaluation and gap analysis, and recordkeeping. The City continues to address these new requirements and is currently compliant with SB 1383.

DISCUSSION:

While implementation of SB 1383 has been successful it remains a costly endeavor for local jurisdictions due to the complexity and amount of new program development, such as edible food recovery. In response to feedback from local jurisdictions across the State, including the City, the Department of Resources Recycling and Recovery (CalRecycle) created a one -time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle pursuant to SB 1383 (Lara, Chapter 395, Statues of 2016). City staff submitted an application for this non -competitive grant to assist with implementation of SB 1383 including, but not limited to , Organics Capacity Planning, Collection, Edible Food Recovery, Education and Outreach, Enforcement and Inspection, Program Evaluation/Gap Analysis, Procurement Requirements, and Recordkeeping. The City was awarded $46,605 in June 2022.

GOLETA STRATEGIC PLAN:

City-Wide Strategy: 1. Support Environmental Vitality
Strategic Goal: 1.3 Adopt best practices in sustainability FISCAL IMPACTS:

Upon approval to appropriate CalRecycle OWR1 grant proceeds, there are sufficient funds in the FY 2022-23 adopted budget for the implementation of programs required by SB 1383. The following table outlines the recommended budget appropriations for the grant:

ALTERNATIVES:

There are no other alternatives that would allow the Solid Waste and Environmental Services Division to utilize the grant proceeds awarded by CalRecycle. If the grant proceeds are not appropriated into the Solid Waste and Environmental Services Division budget, all proceeds will need to be returned to CalRecycle. Not appropriating these grant proceeds may have impacts on Goleta’s ability to comply with SB 1383.
