Agenda Item B.4

CPMS CONSENT CALENDAR
Meeting Date: April 4, 2023
TO: Mayor and Councilmembers
FROM: Charles W. Ebeling, Public Works Director
CONTACT: Derek Rapp, Contract Traffic Engineer
SUBJECT: Hollister Avenue Old Town Interim Striping Project Final Design RECOMMENDATION:

A. Approve the final design for the Hollister Avenue Old Town Interim Striping Project (CIP No. 9114)
B. Authorize staff to proceed with the preparation of the Construction Documents and to advertise a notice inviting bids for the Hollister Avenue Old Town Interim Striping Project.

BACKGROUND:

In May 2021, the City Council hired Stantec Consulting Services Inc. (Stantec) to review and update the previous studies of traffic and parking conditions in Old Town Goleta and to develop up to three alternatives for Hollister Avenue between Fairview and Kinman Avenues. The City Council amended Stantec’s contract on November 2, 2021, to complete the conceptual design phase, conduct public outreach and prepare construction documents.

On June 7, 2022, Public Works staff provided a status report to City Council regarding the outcome of the conceptual and preliminary design phases, where staff was directed to conduct more public outreach in the hopes of reaching consensus on a parking and traffic lane layout.

A community meeting was held on September 29, 2022, at the Goleta Community Center, which was attended by over 35 members of the public. Public Works staff presented traffic data for the Hollister Avenue corridor, including volumes, speed, delays, collisions, and parking. Staff also presented a striping plan, which was similar to a concept from the Hollister Avenue Complete Streets Plan process. The plan included:
 One vehicle lane and bike lane in each direction
 A non-traversable painted median
1 Meeting Date: April 4, 2023

 Back-in angled 90-minute parking along the north side of Hollister Avenue  Parallel 90-minute parking along the south side of Hollister Avenue

While some residents expressed concern about traffic delays associated with travel lane reductions and angled parking on Hollister Avenue, most of the feedback was supportive of the project.

On October 27, 2022, a second community meeting was combined with a Public Hearing where City Council received written and verbal input from the public, directed staff to proceed with final design and passed Resolution No. 22 -55 deeming the project categorically exempt from the California Environmental Act (CEQA).

On December 20, 2022, Public Works staff presented changes to Resolution No. 22-69 and Ordinance No. 23 -01 to the Council to implement and enforce 90 -minute time restrictions in the vicinity of Old Town Hollister Avenue, which were approved by the City Council. Original plans to implement these restrictions in April 2023 have been postponed and instead will be incorporated into the Hollister Avenue Old Town Interim Striping Project (Interim Striping Project).

Since that time Public Works staff have been working to ready the plan for construction.

Several changes have been made to the plan during final design, which include:

 Expanded private driveway left-turn ingress
 Implemented 90-minute parking restrictions
 Added left turn and/or U-turn restriction signs at intersections  Installed wheel stops i n areas with vertical obstructions (tall curb, left-turn signs, streetlights, etc.)

Attachment 1 provides the current Hollister Avenue Old Town Interim Striping Project plans.

DISCUSSION:

The goals of the Hollister Avenue Interim Striping Project are to increase parking spaces and availability, reduce speeds, reduce collisions, improve conditions for bicycles and pedestrians, and m aintain traffic flow . To achieve these goals , the Hollister Avenue Interim Striping scope of work includes signal upgrades, roadway and striping improvements, and traffic calming measures to Hollister Avenue from Fairview Avenue to Kinmen Avenue. In addition, the project roadway improvements include back-in angled parking along the north side of Hollister Avenue, 90-minute parking restrictions, one travel lane in each direction, parking restrictions near intersections, buffered bike lanes in each direction, mid-block left turn restrictions , traffic signal equipment improvements, and an asphalt overlay.

Parking

Angled parking is an efficient way to increase the number of on -street parking spaces.

The proposed angled parking on Hollister Avenue will increase the parking supply by fourteen (14) spaces - nearly a 20% increase. The 90-minute time restrictions will free up more spaces by reducing long-term parking and generating turnover.

Angled parking maneuvers , in general, are easier for drivers than parallel parking.

However, the reduced driver visibility of oncoming traffic associated with backing out of angled spaces has been associated with increased collisions. Back-in angled parking improves driver visibility, reducing the opportunity for serious conflicts. Passengers are oriented towards the sidewalk and shielded from traffic by the car door and trunks and hatchbacks face the curb, making loading/unloading more convenient.

Speeds

Currently, just over half of the drivers on Hollister Avenue drive over 25 miles per hour.

Approximately 4% of drivers (about 800 per day) exceed 35 miles per hour. The combination of lane reductions and angled parking will help change driver perception of the street and reduce the occurrence of extreme speeding.

Collision Analysis

Prior analyses of collisions covered the entire Old Town study area, including side streets, and typically looked at five-year trends. Staff recently conducted a ten-year review (2012 to 2021) of collisions on Hollister Avenue only between Fairview and Kinman Avenue .

Table 1 below provides the statistics on the severity and mode of travel involved in the 70 collisions that occurred during this time period.

Table 1: 2012-2021 Hollister Avenue Traffic Study Results

Travel Mode
Collision Severity Vehicle Bicycle Pedestrian Total
Fatal 0 0 0 0
Serious Injury 3 2 1 6
Minor Injury 14 12 3 29
Possible Injury 25 5 5 35
Property Damage Only 0 0 0 0
Total 42 19 9 70

The leading primary collision factors are excessive speeding and right -of-way violations.

The collision rate of 2.08 collisions per million vehicle miles traveled is approximately 1.5 times higher than the Statewide average for similar roadways.

Table 2 below provides a summary of statistics from traffic studies conducted by the United States Department of Transportation Federal Highway Administration and Caltrans. As shown in the data provided below, many of the roadway elements proposed for the Interim Striping Project are proven to reduce collisions by 10 to 50%.

Table 2: United States Department of Transportation Federal Highway Administration and Caltrans Traffic Studies Summary Statistics

Proposed Improvements Collision Reduction %
Time-restricted parking 10%1
Buffered Class II bike lanes 30 to 49%2
Travel Lane Reductions 19 to 47%3
Signal timing and coordination 15%4
Left turn access restrictions 25% to 50%4
Improve intersection sight distance 20%4

Traffic Operations

Level of Service (LOS) is a simplified grading system that indicates how drivers perceive the flow of traffic. LOS C , characterized as stable traffic flow with occasional congestion and backups, is considered Goleta’s acceptable threshold for the Old Town area . The Hollister Avenue Complete Streets analysis of peak hour traffic conditions found that the reduction of travel lanes on Hollister Avenue from two to one would reduce the level of service at the following intersections to below LOS C:

 Orange Avenue
 Magnolia Avenue
 Pine Avenue/Nectarine Avenue
 Tecolote Avenue

The proposed Interim Striping Project includes measures to address these potential operational deficiencies. Left turns will be restricted from Orange and Tecolote Avenues.

Fewer conflicting movements at these intersections will improve safety and overall level of service. Drivers wishing to t urn left onto Hollister Avenue at these intersections will need to use neighborhood routes, parallel to Hollister Avenue, to the closest street with left turn access.

The traffic signal equipment will be upgraded to communicate between intersections, allowing for optimized traffic progression along the Hollister Avenue corridor. This will improve operations at all intersections along the Hollister Avenue corridor.

Page 5 of 8 ends

Lastly, the Hollister Avenue Complete Streets study found that approximately one-third of the traffic (700 peak hour trips) on Hollister Avenue in Old Town travels through Old Town without conducting business in Old Town. Reducing the number of through lanes will make Hollister Avenue less convenient for through traffic and therefore it is likely that some drivers will use alternate routes. This anticipated reduction in traffic may further improve intersection operations in Old Town.

With the combination of turn restrictions, traffic signal upgrades and anticipated traffic volume reductions, Public Works staff project that all Old Town intersections will operate at LOS C or better following implementation of the interim striping plan.

Emergency Response

Public Works staff met with Santa Barbara County Fire and Sheriff Department (SBCFD and SBCSD) personnel to review the proposed plan. Both departments preferred making no changes to Hollister Avenue over any of the alternatives presented. However, both indicated that the plan currently proposed is the most acceptable. A summary of their responses to the plan as currently proposed is below:

Fire Department:

The SBCFD deemed the plan acceptable, as it allows them to stage for and gain access to structure fires from both directions and bypass traffic using the median lane. SBCFD is also supportive of improving visibility at intersections and restricting mid -block use of the median turn lanes to commercial vehicle deliveries and emergency vehicles.

Sheriff’s Department:

The SBCSD expressed concerns about the potential for traffic congestion res ulting from the reduction in lanes and new parking maneuvers and offered suggestions to improve enforcement capabilities that have been incorporated into the plan.

Schedule

Below is the proposed schedule for the Hollister Avenue Interim Striping project:

 June 20, 2023 – City Council meeting to award the construction contract  July 17, 2023 – Begin construction
 October 2023 – Construction complete

Public Outreach

Public Works has had six community and Council meetings to interface with the public, gather input, and answer questions. Going forward, public outreach will focus on reaching people in advance of and during construction to communicate expectations and minimize impacts. The outreach team will work directly with those along the alignment as well as share information through the City of Goleta’s established communication channels to reach a broader audience. A project -specific email address and phone number will be established to provide a single point of communication for residents, businesses, a nd 5 Meeting Date: April 4, 2023

commuters. Information will be provided in English and Spanish . Interactions will be documented, and the outreach team will coordinate directly with the field team to resolve issues.

Evaluation

Detailed traffic data (volumes, vehicle classification, speed) was collected in October 2022 to document pre -project conditions on Hollister Avenue and surrounding streets , including:

 Armitos Avenue west of Kinman Avenue
 Gato Avenue west of Kinman Avenue
 Gaviota Avenue west of Pine Avenue
 Mandarin Avenue west of Nectarine Avenue

In addition, vehicle, bike and pedestrian data was collected at every intersection along the Hollister corridor. This data will be used to compare post-project data, to evaluate the effectiveness of the plan at achieving its stated goals and to recommend modifications to the plan, as necessary.

FISCAL IMPACTS:

The total estimated project cost for the Hollister Avenue Old Town Interim Striping is $2,124,714 , including funding sources, is shown in the table below. The costs have increased due to several items that were not originally included in the project scope, including:

 Lowering the existing crown of the roadway
 Adding 90-minute time restrictions to the project.
 Non-traversable median treatments

Project Funding

The Fiscal Year 2022 -23 current estimated cost for this project is approximately $ 2 million. Currently $ 480,761 is available in both Measure A Local (205) and Measure A Grant (206) funds. When ready to award for construction, Public Works staff will return to City Council with an update on project funding. Public Works staff estimates that additional funding of $400,000 from Gas Tax Funds and the remaining unfunded $1,243,953 would need to come from General Fund. At this time, no additional funding is requested.

ALTERNATIVES:

The Council may choose to change, postpone or cancel the proposed Interim Striping Project. Significant changes to the plan would require additional design funding, prolong the final design stage and delay the overall project schedule.

Postponing the project would delay parking and safety improvements. A potential benefit could be that following the construction of the Ekwill Extension, there would be an alternate route to alleviate some traffic on Hollister Avenue. The construction cost of the project would likely increase.

Cancelling the project would not address the current parking a nd safety needs in Old Town. Not conducting a demonstration project with temporary materials would also further delay the possibility of ever constructing a permanent streetscape project in Old Town.
