SUBJECT: Approval of Plans and Specifications , and Authorization to Advertise for Bids for the combined Ekwill Street and Fowler Road Extensions Project and the Hollister Avenue Bridge Project
RECOMMENDATIONS:
A. Approve Plans and Specifications for the combined Ekwill Street and Fowler Road Extensions Project and the Hollister Avenue Bridge Project; and B. Authorize staff to advertise a notice inviting bids for the combined Ekwill Street and Fowler Road Extensions Project and the Hollister Avenue Bridge Project.
BACKGROUND:
The City’s Ekwill Street and Fowler Road Extensions Project (Ekwill-Fowler Projec t), Capital Improvement Program (CIP) Project No. 9002 and Hollister Avenue Bridge Project, CIP No. 9033, are two projects located in Old Town Goleta that have been in development for many years and are considered two of the highest priority transportation projects in the City. The two project locations overlap each other along Hollister Avenue near the Hollister Avenue and State Route 217 interchange. This overlap prompted the decision to construct the two projects under a single construction contract and thereby minimize disruption and lane closures along Hollister Avenue during construction.
Staff provided a full presentation on these combined projects at the February 21, 2023 City Council Meeting when the City Council awarded the agreement for Construction Management services.
The purpose and need of the two projects are described below.
Ekwill-Fowler Project:
Improve access to and within Old Town Goleta.
Improve access to Santa Barbara Airport.
Enhance pedestrian and bicycle circulation and safety. 1 Meeting Date: April 18, 2023
Allow expansion of transit opportunities within Old Town Goleta. Relieve congestion on Hollister Avenue.
Improve operational capacity at State Route 217/Hollister Avenue Interchange.
Hollister Avenue Bridge Project:
Replace the Hollister Avenue Bridge. T he existing Hollister Avenue Bridge over the San Jose Creek Channel contains reactive aggregate which is causing the structure to deteriorate. In addition, the bridge represents a n obstruction to the 100-year storm capacity of the downstream channel.
Provide 100 -year flow capacity within the upstream portion of San Jose Creek Channel.
Continue fish passage through the upstream portion of San Jose Creek Channel.
With the construction of the fish passage low flow channel in the upstream section of San Jose Creek Channel, steelhead will be able to migrate from the Goleta Slough to the natural portion of San Jose Creek located just upstream of Hollister Avenue.
The summary construction scopes of the two projects are described below.
Ekwill-Fowler Project:
Construct an extension on existing South Street from Kellogg Avenue to Technology Drive and rename South Street to Fowler Road. Construct Ekwill Street from Kellogg Avenue th rough to Fairview Avenue, with a roundabout at the Ekwill Street and Pine Avenue intersection. Construct operational improvements at the interchange of Hollister Avenue and State Route 217 with the installation of a roundabout at the Hollister Avenue/southbound State Route 217 intersection and a roundabout at the Hollister Avenue/northbound State Route 217 intersection.
Widen Kellogg Avenue to allow additional right turn storage capacity from northbound Kellogg Avenue to eastbound Hollister Avenue. Install a 1,000-foot-long segment of the Old San Jose Creek Multi -Use Trail. This improvement is identified in the City of Goleta’s General Plan and is planned to extend south and west from the Goleta Community Center along Old San Jose Creek. The trail segment tha t would be built as part of the project is located between Pine Avenue and Kellogg Way, on the north side of Ekwill Street.
Hollister Avenue Bridge Project:
Demolish existing Hollister Avenue Bridge and construct a longer and wider bridge at approximately the same elevation. The design of the new bridge accommodates the realignment of Hollister Avenue necessary for the approach to the roundabout that will be constructed as part of the Ekwill-Fowler Project. Demolish the remaining portion of the existing co ncrete trapezoidal channel and construct the wider rectangular channel consistent with the completed downstream section.
Demolish the existing steel bridge over San Jose Creek Channel downstream of Hollister Avenue.
2 Meeting Date: April 18, 2023
Construct a continuation of the fish pas sage low flow channel through the upstream channel, under the new bridge and up to the natural San Jose Creek. Construct a concrete basin north of the new Hollister Avenue Bridge to address the hydraulic flow transition from the wide natural creek upstream of Hollister Avenue into the newly constructed concrete channel.
DISCUSSION:
The plans and specifications for the Ekwill-Fowler Project and the Hollister Avenue Bridge Project were prepared by Dewberry Engineering Inc. The portion of the Ekwill -Fowler Project that lies within State jurisdiction, at the State Route 217 Interchange with Hollister Avenue, was reviewed and approved by Caltrans. In 2021, the City secured the services of Mark Thomas and Company Inc. (Mark Thomas) to perform a comprehensive pee r review of the designs. This effort was completed in January 2023. In addition, in February 2023, the City approved a professional services contract with Unico Engineering Inc. (Unico) to perform Construction Management services for the combined projects. As part of this effort, Unico completed a constructability review of the combined projects plans and specifications. Dewberry Engineering has addressed all comments from Mark Thomas, Unico, and City staff. The plans and specifications are now ready to be bid for construction.
The plans and specifications for the combined projects consist of the plan sheets, bid documents, the City general provisions, and project special provisions. The specifications also incorporate by reference the City adopted engineering standards, Caltrans Standard Plans and Specifications (current edition), Occupational Safety and Health Administration regulations, the California Manual of Uniform Tr affic Control Devices, and the Caltrans Construction Manual. The full set of plans and contract specifications are available for viewing at the Public Works Department . C ontact Gerald Comati, Contract Project Manager, at [email protected] to set up a time to review the documents . Public Works staff recommend that the City Council approve these plans and specifications and authorize staff to advertise for construction bids for the project.
FISCAL IMPACTS:
Tables 1 and 2 below summarize the project costs and Tables 3 and 4 include the FY 2022-23 project budget estimated carryovers and FY 2022 -23 adopted budget amounts and funding source accounts.
Based on updated project cost estimates, t here is currently an estimated unfunded amount of $10.2 million for construction costs. At the time of budget adoption on June 21, 2022, the unfunded amount was estimated at $1.4 million, which was supported by additional and available Transportation DIF funds at the time. Public Works staff is working with Finance staff to close th e full $10.2 million gap prior to the bid award scheduled in summer 2023.
The American Rescue Plan Act (ARPA) funds of $4,933,990 currently programmed towards the Cathedral Oaks Crib Wall Interim Repair Project (9053) will be requested to 3 Meeting Date: April 18, 2023
be transferred to this project to meet the funding deadline requirements . ARPA funds need to either be expended or encumbered by December 31, 2024, with all funds expended by December 31, 2026. Due to construction timing and priority funding needs for the Ekwill Fowler project, staff will be recommending this transfer. This will leave a $4.9 million unfunded amount against a project budget of $7.6 million for Cathedral Oaks Cribwall Interim Repair Pr oject, and staff will be evaluating other funding strategies to support this amount.
Once ARPA funds are transferred, this will leave a $5.3 million funding gap for the Ekwill- Fowler Project. Further project funding will be evaluated during the CIP workshops held in spring of 2023. Requests for f unding appropriation will be done for this project at the time of the construction award when final negotiated amounts are known.

ALTERNATIVES:
The City Council may elect to not approve the plans and specifications and not authorize staff to advertise for construction bids for this project. Doing so would delay construction of the project and will jeopardize approximately $18 million of HBP funds and $11.4 million of STIP funds.
