SUBJECT: First Amendment to the FY 2022-2023 Agreement for Operation of a Free County-wide Library System
RECOMMENDATION:
Approve and authorize the City Manager to execute the First Amendment to the FY 2022- 2023 Agreement for Opera tion of a Free County-Wide Library System between the County of Santa Barbara and the City of Goleta.
BACKGROUND:
On June 30, 2022, Goleta completed its third year of administering all libraries within Zone 4 of the Santa Barbara County -Wide Library Syst em (“County-Wide Library System").
Zone 4 includes the City of Goleta, the unincorporated areas of the Eastern Goleta Valley, County Service Area 3 (CSA-3), Isla Vista, Gaviota, Hope Ranch, the City of Solvang, the City of Buellton, and all of the unincorporated areas of the Santa Ynez Valley. For visual reference, Exhibit A to Attachment 1 provides a map of Library Zone 4.
Council approved Goleta to enter into an agreement with the County for the operation of the County-Wide library system at the September 6, 2022 Council meeting. The FY 2022- 2023 Agreement for Operation of a County -Wide Library System (“Agreement”) is provided in Attachment 1. An amendment (first amendment) to the Agreement was approved by the County Board of Supervisors at their March 7, 2023 meeting. The amendment allocates an additional $27,042 in County funding to the City of Santa Maria to cover a rent increase at the Orcutt library, which the City of Santa Maria operates on behalf of the County. The amendment is provided as Attachment 2.
DISCUSSION:
Library services in the County are provided via the cities’ main libraries and various County Branch Libraries as a way to efficiently use existing facilities and prevent the duplication of services provided by County-operated libraries. The following cities provide library services within the five Zones as follows:
1 Meeting Date: April 18, 2023
Zone 1 : Santa Barbara . Services provided to the City of Santa Barbara and unincorporated areas located within or in close proximity to Santa Barbara, Montecito, Summerland, and Mission Canyon.
Zone 2: Lompoc. Services provided to the City of Lompoc and unincorporated areas located within or in close proximity to Lompoc, Mission Hills, Vandenberg Village, and Vandenberg Space Force Base.
Zone 3: Santa Maria. Services provided to the citie s and unincorporated areas located within or in close proximity to Cuyama, Guadalupe, Los Alamos, Orcutt, and Santa Maria.
Zone 4: Goleta. Services provided to the cities and unincorporated areas located within or in close proximity to Goleta, Solvang, Buellton, Eastern Goleta Valley, Community Service Area 3, Hope Ranch, Isla Vista, Gaviota, Santa Ynez, and Los Olivos.
Zone 5 : Carpinteria. Services provided to the City of Carpinteria and unincorporated areas located within or in close proximity to Car pinteria and Toro Canyon.
Rent Increase at the Orcutt County Branch Library
The City of Santa Maria operates the Orcutt County Branch Library, one of two County libraries that occupy rental space. The previous ten-year lease between the City of Santa Maria and The John J. Will Family Limited Partnership has expired, and a new three-year lease is being entered into by the City of Santa Maria . The new lease reflects a rent increase from $4,507 to $9,014 a month with annualized costs of $108,000 (previously $54,000) per year. Per the new agreement, the rent is to be annually adjusted at 2.5% and includes one option to renew the lease for an additional three-year term.
FISCAL IMPACTS:
There is no fiscal impact associated with this First Amendment to the City of Goleta. The County will increase funding for Library Zone 3, which includ es the City of Santa Maria , by moving existing funds from the unallocated Small Branch Library Fund.
ALTERNATIVES:
Council could choose to not approve the amendment, which would put the City’s participation in the County-Wide Library System at risk.
