Subject: Loud/live music
Please forward to the city council for today's meeting to go on record.
City council members,
Please think about the people's rights to peace and quiet before approving a 10 pm curfew. Most of the citizens in "Old Town" are hard working people working at all hours, some multiple jobs just to live in this great area. It would put undo stress in their lives trying to get enough sleep to work a night shift job or emergency personnel trying to work 24 hour shifts. I have first hand experience as I was on call 24 hours a day, 365 days a year. It's very hard to catch up on sleep after working sometimes 40 plus hours before going home and trying to get some sleep when there is loud music playing. Also most of the houses in this area are older home that have no AC and on a very hot night could have cause health issues for some of the elderly have to close up their house so they are able to hear the TV.'m not saying that people shouldn't be allowed to play their music but I think setting a time limit is only pleasing a small group of people, not the majority. Everyone has the "RIGHT" to peace and quiet no matter what time of day.
Thank you
William Kelley

Subject: Loud Live Bands in Old Town Goleta
04-24-2023
Dear Goleta City Council,
We all voted for Goleta Cityhood so we'd have a little more input concerning issues like loud live bands in neighborhoods. We're not talking about normal music sound levels, this is drums so loud it can be heard for blocks and amplification that rattles our windows. This is nothing a bedroom community should have to endure. If any of you lived in Old Town, you'd understand. The way we're reading the proposed ordinance, just a few offenders will be able to continue this noise until 10pm. Every single person we talk to does not agree with this. We are having a hard time getting people to attend a 4:00 meeting during the week, but if you were to ask anyone, this is a disappointing ordinance, to say the least. Please, as our representatives, help us pass an ordinance like the Gonzales Ca Noise Ordinance.
We made sure you all got a copy. It is a common-sense law that protects everyone. People can still play music, but not at levels that cause such anxiety throughout our neighborhoods.
Thank you for your consideration,
Scott and Cheryl Switzer

Subject: Noise ordinances
Due to continuing health issues, we cannot attend today's meeting; we are submitting again the letter which was sent to all of you for consideration regarding noise. Please review and consider the neighborhood which will be hugely impacted should there be a non-descript ordinance written.
Concerns are: how are those being impacted to respond and how will law enforcement enforce complaints. Possibly have wording to limit numbers in attendance, amplified music, live bands, fireworks and a recommendation for these types of gatherings to rent a hall for their activity.
FYI: There was a party this last week in the neighborhood that could be heard however ended shortly after starting. Only the beginning of summer activities.
Dear Mayor Perotte and Council;
Proposal for Ordinance No.12-17 amending Chapter 9.09 regarding noise levels is of grave importance to many families in the Old Town community.
For many years we have been plagued with loud amplified and at times live bands along with fireworks at large gatherings. Many of these parties have started these events at 4pm and are still going at 4am the next morning. We had 4 such parties going on in the Old Town Goleta area in 2019. Covid slowed down these events, but they are coming back.
How does this new proposed ordinance comply with the state of California Penal Code for noise? Penal Code: Under the guidelines of Section 415 of the California Penal Code, it is illegal for any resident to knowingly create loud and unreasonable noises as a means of disturbing another. Those convicted of violating this law face a maximum of 90 days in jail and/or a maximum fine of $400.00.
Unnecessary noise can be a violation at any time.
We enjoy the diversity of our neighborhoods but having an ordinance go against a California established code should not happen.
3 We like peace and quiet, being able to listen to our programs either on TV or radio and be able to sleep; the loud parties with amplified music, live bands, and fireworks, only supporting a select group of people who like to party hard. The rest of the neighborhood is not represented in this ordinance.
Respectfully submitted,
Robert & Bonnie Moore

Subject: Goleta Noise Ordinance
Hello,
I am 100% for a noise ordinance in the City of Goleta that benefits the needs of ALL residents, not a small sub-set who can adversely affect the peace of the local neighborhoods. While I do not live in downtown Goleta, I spend a significant amount of time there with family and friends and any ordinance that allows unencumbered music at all times of the day is radically wrong. I do not have the current noise laws in front of me, but know that there are already rules in place that limit ‘disturbance of the peace’ situations in most all communities across this nation. Please do NOT set a precedence for Goleta by going against the majority, by allowing open ended bands, excessive noise, etc. during the day (up until 10pm).
Thank you very much.

Respected members:
I am writing to you with a plea for help.
The noise ordinance you are about to vote on is a bad choice for the City of Goleta. It allows unlimited daytime NOISE.
I have suffered years of noisy parties in my area of Old Town. I grew up here back when such parties would have been dealt with right away, even before Goleta became a city.
However, the current generation of party givers have NO CONSIDERATION for their neighbors. If you enable them to have overly amplified, over-the-top music at their parties, they will do so, often and LOUD.
I remember a day in the last five years when a loud party started across the street at 10 AM-- the music and LOUD BEAT lasted until 11PM! All that time I had my all doors and windows closed in spite of the heat-- and their noise penetrated my house, giving me no peace and no rest until they were done.
Please, I beg you, SET SOME LIMITS to the noise levels allowed! A time limit alone will not work- we need a decibel limit! How is it fair to have them invade our interior spaces with deafening decibels if we have no way to maintain our own peace & quiet.
At San Marcos back in the day I learned that your personal freedom stops at the neighbors' front door.
The current residents of Old Town seem never to have learned that life lesson.
Please stop the invasion of amplified noise, I beg you.
I am sorry I can't be there in person to beg you each personally.

Here is the Gonzalez Ca. Ordinance you requested.
Let me say, the caring you all displayed at the end of the meeting was heartfelt. It restored our confidence in the professionalism and ability you all have as our representatives.
We thank you for that.
One final thought... Like the Gonzalez ordinance states at the end, if you sign a complaint, you may have to appear in court... In our 43 years in Old Town, not once have any of us had to appear in court. And only twice have we had to actually sign a complaint. After the second officer's contact, the music volume was lowered every time. And with the Gonzalez ordinance, the signing party need not even appear. Like you said, this isn't hard to solve, it's all about officer training.
Thanks again,
Scott Switzer and the neighbors
