Agenda Item B.6
CPMS CONSENT CALENDAR
Meeting Date: May 2, 2023
TO: Mayor and Councilmembers
FROM: Jaime A. Valdez, Neighborhood Services Director
CONTACT: JoAnne Plummer, Parks and Recreation Manager
SUBJECT: Award of a Professional Services Agreement with Rincon Consultants, Inc. for the California Environmental Quality Act Analysis for the Draft Stow Grove Park Master Plan
RECOMMENDATION:
Authorize the City Manager to execute a Professional Services Agreement with Rincon Consultants, Inc., in an amount not to exceed $89,891 to conduct the CEQA analysis for the proposed improvements at Stow Grove Park as outlined in the draft master plan.
BACKGROUND:
In 2021, Council directed staff to move forward with the development of a master planning process for Stow Grove Park to address current and future needs. In December of that same year, the firm of KTUA was awarded a professional design services agreement to develop a draft master plan for Stow Grove Park.
The public process kicked off in the spring of 2022 with stakeholder meetings, public meetings, surveys and presentations to the Parks and Recreation Commission (Commission). The process continued throughout 2022 with a project update to City Council on November 1, 2022. The final public workshop was subsequently held on January 25, 2023, via a Commission meeting.
On March 21, 2023, the final draft plan was presented to City Council for consideration.
During that meeting, staff noted that the City still needed to conduct a CEQA analysis of the draft plan. During the meeting, discussions included concerns related to access to the park for pedestrians and cyclists. In particular, there were comments regarding traffic flow as well as considering opportunities for enhanced or possible additional points of entry. Council directed staff to conduct such analysis and report those findings once ready.
DISCUSSION:
1 Meeting Date: May 2, 2023
City staff recommends pursuing a professional services agreement with Rincon Consultants, Inc. to perform the environmental analysis for the draft master plan of Stow Grove Park. The final copy of the draft master plan to be used for environmental review is included in this report as Attachment 1. The proposal from Rincon is included in the Professional Services Agreement (Attachment 2) and the procurement complies with Goleta Municipal Code Section
3.05.260 Award of Professional Service Contracts Based upon Competence.
The draft master plan that C ouncil reviewed included a driveway into the park for maintenance, south of the maintenance yard. A proposed secondary driveway into the park for maintenance and/or access to the existing caretaker house was added for analysis through the CEQA process. The final plan will include only one of these two options, but both will be evaluated for environmental impacts.
The timing of this contract and CEQA is important as staff is seeking partial funding for this project through the Land and Water Conservation Fund (LWCF) and needs to submit a grant application by June 1, 2023. While many components of the grant application align with this project, there is a concern with the timing of the completion of the CEQA process and the demographics of the surrounding neighborhood. In communications with the grant’s technical team, the application would remain valid if the draft CEQA document was out for public review/comment no later than August 1, 2023. If the CEQA document is not completed by August 1st, staff’s application for funds through the LWCF could be denied.
FISCAL IMPACTS:
The current project budget balance is $809,687 from the original Capital Improvement Project for the Stow Grove Park Master Plan & Renovation (CIP 9074). This current allocation will provide ample funding for this contract of $89,981 to complete the CEQA process.
ALTERNATIVES:
Council may choose not to authorize moving forward with the CEQA analysis, but a delay will eliminate the City’s opportunity to apply for the LWCF Grant, which could fund up to $4 million toward the project.

Based on an initial review of the project, Rincon anticipates that an Initial Study-(Mitigated) Negative Declaration (IS-[M]ND) will be the appropriate CEQA document for the project. This assumes that the project would not result in potentially significant environmental impacts. If the analysis conducted as part of the IS identifies an environmental impact that will or may be significant, we will contact the City immediately to discuss an appropriate course of action, possibly including the preparation of a focused Environmental Impact Report. Given the project location, it is anticipated that biological and cultural resources will be the primary issue areas of concern and will require stand-alone technical reports (refer to Task 2). Additionally, given public interest in the proposed project, our scope of work provides for a robust analysis of remaining issue areas to improve legal defensibility.
Task 1 – Kickoff Meeting and Preparation of Project Description Within one week of authorization to proceed, Rincon staff will organize a conference call kickoff meeting with City staff to review and confirm project plans and our approach to the environmental evaluation. In addition, the kickoff meeting will be used to discuss any community concerns regarding the project that have surfaced to date. Prior to this meeting, Rincon will identify key information and documents that will be needed to complete the analysis.
Following the kick-off meeting and upon receipt of 25 percent design plans, Rincon will prepare a Project Description for review by City staff and will deliver the draft project description within two weeks of kickoff meeting. This review is critical as the Project Description forms the basis of environmental evaluation under CEQA. The Project Description will include descriptions of required discretionary approvals and will include textual, tabular, and graphic presentation. Up to six graphics figures will be prepared, based on conceptual plans and mapping provided by KTUA.
Task 2 – Technical Reports
Our scope of services includes preparation of two technical studies of the project’s potential impacts to biological and cultural resources, intended to support the City’s CEQA analysis of the project. Our work scope for each of these analyses is described below.
Subtask 2.1 Biological Resources Assessment
To date, has Rincon completed the following reports/surveys for the project under a separate contract:
▪ Baseline Environmental Survey Memorandum for the project dated October 21, 2022. o Included vegetation and ESHA classification and mapping based on a field reconnaissance survey conducted April 13, 2022 within the project site.
▪ Monarch and Raptor Environmentally Sensitive Habitat Area (ESHA) Assessment dated September 22, 2022.
City of Goleta
Neighborhood Services Department and Rincon Consultants, Inc.
19 City of Goleta
Stow Grove Park Master Plan IS-MND
o Determined that the site contains potentially suitable transitory and overwintering habitat for monarch butterflies and that no historic or current raptor roosts were present within the project site.
▪ Protected tree survey on March 17 and March 18, 2022. o Included all mature native trees with at least one trunk with a diameter at breast height of eight inches or greater.
Rincon will prepare a Biological Resources Assessment (BRA) incorporating information from the Baseline Environmental Survey Memorandum and Monarch and Raptor ESHA Assessment, as well as previous reports/surveys. The BRA will include a biological reconnaissance field survey, an informal jurisdictional delineation of San Pedro Creek, and a BRA report. The BRA will provide information and analysis sufficient for CEQA and will address federal, state, and local environmental regulatory concerns.
The BRA will be prepared in accordance with the City’s Municipal Code Chapter 17 – New Zoning Ordinance and General Plan/Coastal Land Use Plan (GP/CP). This effort will entail the following tasks.
Literature and Database Review. To better characterize the existing biological resources on the project site and immediate vicinity, Rincon will conduct a literature and database review. Our review will include:
▪ The California Department of Fish and Wildlife (CDFW) California Natural Diversity Database, which lists previously recorded observations of special-status species. ▪ Publicly available maps, photographs, and relevant federal, state, and local, plans, ordinances, policies, and regulations.
▪ The United States Fish and Wildlife Service Information for Planning and Consultation System, which includes biological resources of federal concern, including critical habitat. ▪ The California Native Plant Society Inventory of Rare and Endangered Vascular Plants of California database.
▪ The United States Fish and Wildlife National Wetlands Inventory.
Field Reconnaissance Survey. Rincon will conduct a reconnaissance field survey to assess habitat suitability for special-status species, map existing vegetation, document any wildlife connectivity/movement features, and record observations/detections of plant and wildlife species.
Rincon will conduct the biological resources field survey within two weeks of the completion of Task 1.
The field survey will include the project site and a 100-foot buffer (survey area). Vegetation and ESHA mapping will only occur within the 100-foot buffer, as this data has already been collected for the project site during the previous field survey. The survey will include a delineation of potential aquatic resources that may be regulated by federal, state, and local agencies in accordance with the latest regulatory guidance. Based on initial database review of NWI and the National Hydrography Dataset previous field survey, and review of aerial and street view imagery; San Pedro Creek is present within the northern edge of the study area outside of the project site and will be delineated on foot where accessible and from aerial imagery where inaccessible (due to being on private property). No other jurisdictional waters are documented or anticipated to be present. An NHD flowline is present at the northern edge of the project site; however, jurisdictional water resources are not anticipated to be present in this area.
The identification and mapping of special-status wildlife species or habitat with potential to occur on the project site will be based on an analysis of on-site suitability; this scope of work does not include species-specific or protocol-level surveys. Protocol surveys for special-status plant and wildlife species often require specific survey methods involving extensive field survey time that can be conducted only City of Goleta

during certain times of the year. Upon completion of the reconnaissance field survey, Rincon will identify additional species-specific or protocol level studies that may be recommended or required for project approval.
Site Plan Review for Native Tree and Oak Woodland ESHA Impacts. Rincon will review project site plans for potential mature native tree and oak woodland ESHA impacts. The goal of this effort would be to provide avoidance recommendations (including re-design if necessary) that will be incorporated into the project design. Rincon assumes that the project will not require the removal or threaten the viability of native trees and will not significantly impact oak woodland habitat (via increased fragmentation, removal of understory, alteration of drainage patterns, or canopy disruption) per GP/CP Policy CE 9.4.
This scope also includes a summary of recommended avoidance/minimization measures for construction such as tree protection measures. A Rincon certified arborist will attend up to two meetings with City and their design consultant, KTUA, to review project site plans, not to exceed one hour each.
Rincon will prepare a tree matrix which includes the native tree inventory and anticipated impacts.
Rincon will incorporate the matrix and findings into the BRA report.
Site Plan Review for Monarch ESHA Impacts. Rincon will review project site plans for potential Monarch butterfly impacts. The goal of this effort would be to provide avoidance recommendations (including re- design if necessary) that will be incorporated into the project design. This scope also includes a summary of recommended avoidance/minimization measures for construction such as pre-construction presence/absence surveys during overwintering season and avoidance of construction activities within monarch ESHA and ESHA buffers if monarch are found. A Rincon biologist and our monarch specialist subconsultant, Althouse and Meade, will attend up to two meetings with City and their design consultant, KTUA, to review project site plans, not to exceed one hour each.
Rincon and Althouse and Meade will prepare a brief letter report of potential impacts to monarch butterfly ESHA from project activities and recommended avoidance/minimization measures, which will be submitted to the City in Microsoft Word format. Rincon will respond to one round of consolidated City comments. The effort required to address City comments is not expected to exceed two professional staff hours. The final letter report will be submitted in Adobe PDF format.
BRA Report. Rincon will prepare a report documenting the methodology and findings of the previous work conducted by Rincon, as well as the additional literature and database reviews and field survey.
Rincon will conduct an analysis of potential biological impacts associated with the project, and, if required, mitigation measures to reduce impacts to biological resources to less than significant and ensure consistency with the City’s General Plan Conservation Element policies. The impact analysis will be based upon the biological resources section of the Environmental Checklist Form in Appendix G of the CEQA Guidelines and the City’s CEQA thresholds manual. The draft BRA report will be provided to the City in electronic (Microsoft Word) format for review. This scope and cost include addressing a maximum of one round of comments prior to finalization. The effort required to address City comments is not expected to exceed four professional staff hours. Once finalized, digital copies of the final report will be prepared and submitted (Adobe PDF). Rincon will complete the BRA report within four weeks of the field survey.
Subtask 2.1 Assumptions. Subtask 2.1 incorporates the following assumptions:
▪ Rincon will revise reports based on one round of consolidated City comments.
City of Goleta
Neighborhood Services
Department and Rincon Consultants, Inc.
21 City of Goleta
Stow Grove Park Master Plan IS-MND
▪ The proposed uses and development are consistent with the City’s General Plan Conservation Element ESHA policies.
▪ Direct costs include vehicle and mileage expenses and use of field equipment. ▪ There will be no access restrictions to the project site. ▪ Rincon is not responsible for delays due to weather, site conditions or other conditions out of Rincon’s control.
Subtask 2.2 Cultural Resources Technical Report
Rincon will conduct a cultural resources investigation to determine if the project has the potential to impact cultural resources. Rincon will conduct background research which will include a California Historical Resources Information System records search of the project site as well as a 0.5-mile radius around it at the Central Coast Information Center (CCIC) located at the Santa Barbara Museum of Natural History. The records search will reveal the nature and extent of cultural resources work previously conducted within the project site and adjacent vicinity. Turnaround times associated with CCIC records search requests are out of Rincon’s control but are typically fulfilled in 1-2 weeks. If the schedule or budget deviate from that assumed above, implications will be communicated to the city immediately.
In addition to the CCIC records search, Rincon will request a Sacred Lands File (SLF) search from the California Native American Heritage Commission (NAHC). The search will indicate the presence or absence of Native American Sacred Lands in the project site and its vicinity and provide a contact list of Native American’s culturally affiliated with the project vicinity. Upon receipt of the NAHC contact list, Rincon will assist the City with consultation in accordance with Assembly Bill (AB) 52 by providing letter templates, a tracking table, and detailed instructions to ensure meaningful consultation in accordance with AB 52. This scope does not include meeting attendance, informal outreach, or the mailing of letters to Tribal governments by Rincon and assumes that the City will officially contact all applicable Tribes.
Turnaround times associated with SLF searches are out of Rincon’s control but are typically fulfilled in 5- 6 weeks. If the schedule deviates from that assumed above, implications will be communicated to the City immediately.
Site Survey and Recordation. Upon completion of the records search, Rincon will conduct a cultural resource survey of the 11.75-acre project site. A map depicting the limits of the project and permission to enter this area will be provided upon notice to proceed (NTP). The site will be surveyed for archaeological resources using transects spaced no more than 15 meters apart. Transect accuracy will be maintained through use of a hand-held global positioning system unit. All built features within the project site will be photographed and their potential character-defining features and developmental history will be noted. No testing or archaeological evaluation will be conducted, nor will any artifacts, samples, or specimens be collected during the survey. Rincon assumes that the survey will require one field day to complete by a single cultural resources specialist, including travel time, that there will be no access issues and that no archaeological resources will be identified during the study. Rincon understands that the project site encompasses the historic period Stow Grove Park. Therefore, in accordance with California Office of Historic Preservation guidance, the property will be recorded and evaluated for historical significance on California Department of Parks and Recreation 523 Series forms (DPR forms).
Technical Report. Upon completion of the effort described above, Rincon will prepare a Cultural Resources Technical Report. The report will include a summary of methods and results of the cultural City of Goleta

resources investigation sufficient to inform the IS-(M)ND and will include attached DPR forms. This scope and cost include addressing a maximum of one round of comments prior to finalization. Once finalized, digital copies of the final report will be prepared and submitted. A copy of the final report will be filed with the CCIC. Due to the sensitive nature of archaeological resource information, cultural resources reports are typically considered confidential. Rincon assumes the technical report will be considered confidential and will not be suitable for public review. Should a public review draft be deemed necessary, Rincon will submit a scope augmentation to produce a nonconfidential version of the technical report. We anticipate completion of the cultural report within 12 weeks of initiation.
Subtask 2.2 Assumptions. Subtask 2.2 incorporates the following assumptions:
▪ CCIC direct expenses will not exceed $800.
▪ An in-person CCIC records search is not included in the scope and cost. ▪ This scope and cost do not include meeting attendance, informal outreach, or the mailing of letters to Tribal governments by Rincon and assumes that the City will officially contact all applicable Tribes.
▪ A map depicting the limits of the project and permission to enter this area will be provided prior to initiation of this task.
▪ The survey will require one field day by a single cultural resources specialist. ▪ No archaeological resources will be identified during the study. ▪ A maximum of one property, Stow Grove Park, may require recordation and evaluation for historical significance.
Task 3 Initial Study-(Mitigated) Negative Declaration
Rincon’s work program for the IS-(M)ND will be as follows:
1. Administrative Draft IS-(M)ND. Rincon will prepare an internal review (Administrative) Draft IS- (M)ND using the City’s standard IS format. Rincon will use the CEQA Guidelines Appendix G checklist to prepare the Administrative Draft IS, which will address all items on the environmental checklist (summarized below). To the maximum extent feasible, existing technical studies will be used and impacts will be quantified and compared to quantitative significance thresholds. Rincon will submit an electronic copy of the Administrative Draft IS-MND for City review in Word format within 1-2 weeks of completion of the technical reports in Task 2.
2. Public Review Draft IS-(M)ND. Rincon will respond to consolidated City comments on the Administrative Draft IS-(M)ND and prepare the Public Review Draft IS-(M)ND within 2 weeks of receipt of comments. We will provide a single screencheck version of the Public Review Draft IS- (M)ND prior to publication. Rincon assumes the City will circulate for public review, for a period of 30 days We will provide one electronic (PDF) copy of the Public Review Draft IS-MND for posting on the City’s website. All copies will be provided digitally, however any hard copies or compact disk/flash drives can be provided on a time and materials basis. Rincon will prepare the Notice of Intent (NOI) to adopt an IS-(M)ND, however we assume the City will be responsible for filing the NOI with the County Clerk, publishing the NOI in a local newspaper, and providing mailing notices to applicable interested parties.
3. Final IS-(M)ND. Upon receipt of public comments on the Public Review Draft IS-MND, Rincon will prepare draft responses to comments for City review. This scope of work assumes that up to six comment letters containing comments on the content of the CEQA document will be received. This City of Goleta
Neighborhood Services
Department and Rincon Consultants, Inc.
23 City of Goleta
Stow Grove Park Master Plan IS-MND
includes three lengthy (over five pages) and/or substantive letters, that can be adequately responded to in a maximum of 35 professional staff hours. These assumptions are based on our understanding that the project is of high interest and our understanding of the litigious nature of CEQA review in the county. Comment letters that solely express support or opposition to the project would not count against the 6-letter estimate. The actual level of effort required to respond will depend on the length, detail, and sophistication of the comments, in addition to the number of letters received. We reserve the right to reevaluate the effort level and request a scope amendment upon close of the public comment period. Upon receipt of internal comments on draft responses we will incorporate changes and prepare the Administrative Final IS-(M)ND. The Final IS-MND will also include the Mitigation Monitoring and Reporting Program (MMRP), which will be a table listing all mitigation measures and indicating what monitoring actions are required, the department(s) responsible for monitoring, and when monitoring is to occur. Rincon can complete the Final IS- (M)ND, Responses to Comments, and MMRP as needed, within two weeks of the close of the public review period. All copies will be provided digitally, however any hard copies or compact disk/flash drives can be provided on a time and materials basis. We will prepare the Notice of Determination (NOD), but we assume the City will pay all applicable filing fees and that the City will file the document with the County Clerk and State Clearinghouse.
4. Public Hearing. Rincon will attend one public hearing on the IS-(M)ND. This task assumes attendance but does not include a formal presentation.
The IS will address each issue in the latest CEQA Guidelines Appendix G checklist, utilizing the technical reports as prepared under Subtasks 2.1 and 2.2 to support the biological and cultural resources sections of the IS-(M)ND. Our general approach to each issue is described below. ▪ Aesthetics: Long-term visual impacts (i.e., visual character and views from adjacent areas) resulting from the project will be reviewed based on a visual survey of the site and surrounding area.
Discussion of potential alteration of views and changes in visual character will also be discussed.
Finally, the analysis will consider light and glare impacts from park improvements and vehicles headlights. Rincon’s scope of work does not include the preparation of photo simulations. ▪ Agriculture and Forestry Resources: The IS will confirm that there would be no effect on farmland or forestland and that the project would not convert such lands to another use. ▪ Air Quality: The air quality analysis will include discussions of construction impacts and long-term operational impacts, consistent with Santa Barbara County Air Pollution Control District (SBCAPCD) standards. The evaluation will include California Emissions Estimator Model (CalEEMod) quantification of construction and operational emissions that will be compared to SBCAPCD thresholds. Most operational emissions would be from a potential increase in vehicle trips due to the improvements. The project’s consistency with air quality plans will also be analyzed. ▪ Biological Resources: The IS will summarize the BRA included in Subtask 2.1 and address issues related to special status species, sensitive habitats, and wildlife corridors. ▪ Cultural Resources: The cultural resources analysis will be summarized based on the Cultural Resources Technical Report prepared in Subtask 2.2, which will include a summary of the cultural resources records search, survey findings, and recommendations. ▪ Energy: This analysis will estimate the project’s energy demand based on the CalEEMod results and compare demand to available supplies. The analysis will also consider the project’s consistency with applicable energy conservation policies and requirements.

Stow Grove Park Master Plan IS-MND
▪ Geology and Soils: Based on readily available sources (such as the City’s Safety Element), this analysis will identify existing regional and site-specific geology and soils constraints (such as liquefaction, compressible soils, and subsidence). As necessary, the analysis will identify erosion control criteria and grading requirements to achieve consistency with the City’s geologic and grading standards and policies.
▪ Greenhouse Gas Emissions: The greenhouse gas (GHG) emissions analysis will include an evaluation of cumulative climate change impacts, as they relate to the project’s potential emissions of GHGs.
Rincon will evaluate the project’s consistency with a GHG threshold deemed appropriate by the City.
Construction and operational GHG emissions, including emissions generated by mobile sources, will be estimated using CalEEMod and compared to the thresholds identified for the project. The GHG analysis will also include a qualitative discussion related to conformance with measures and strategies of the GHG reduction plans.
▪ Hazards and Hazardous Materials: Hazard conditions will be examined, based upon readily available data from agency databases, field observations, and any available technical studies. If potentially significant impacts are identified, mitigation measures will be identified. ▪ Hydrology and Water Quality: The hydrology/water quality review will qualitatively consider changes in absorption rates, drainage patterns, storm drain improvements, and downstream effects.
No hydrologic modeling will be prepared. The potential for the project to violate water quality standards or waste discharge requirements will also be analyzed. National Pollutant Discharge Elimination System requirements will be referenced and incorporated as appropriate. ▪ Land Use and Planning: The IS will review consistency with the City’s General Plan and Zoning Code and evaluate the potential to divide an established community. ▪ Mineral Resources: This discussion will confirm there would be no effect upon mineral resources. ▪ Noise. This section of the IS will assess potential short-term and long-term noise impacts of the project. The noise analysis will be conducted in accordance with City of Goleta guidelines, standards, and ordinances. Existing ambient noise will be discussed using reference noise levels for suburban and park land uses. Rincon will conduct a qualitative analysis of construction activities with the assumption that construction would involve minor equipment due to the types of modifications proposed. The project’s operational noise sources (park activities) will also be discussed qualitatively in the context that these noise sources are already present in the existing noise environment. ▪ Population/Housing: This discussion will confirm that there would be no effect related to population/housing growth or displacement.
▪ Public Services: The IS will analyze impacts related to fire, law enforcement, educational, and recreational services. The focus of the analysis will be on whether the project may create the need for new or expanded service facilities, the construction of which may have significant environmental effects.
▪ Recreation. As a parks and recreation project, this discussion will summarize direct and indirect impacts of the project.
▪ Transportation. The IS will include a discussion of trip generation, impacts to vehicle miles traveled, traffic hazards, and alternative transportation (pedestrian, bicycle, transit) modes. ▪ Tribal Cultural Resources. As discussed under Subtask 2.2, Rincon will assist the City in conducting Native American consultation in accordance with AB 52 and contact the NAHC to determine whether it has information on sacred or special sites in the study area and to obtain the names and City of Goleta
Neighborhood Services
Department and Rincon Consultants, Inc.
25 City of Goleta
Stow Grove Park Master Plan IS-MND
contact information of Native American representatives who may have such information. Rincon will summarize the consultation efforts and evaluate potential impacts to tribal cultural resources. ▪ Utilities and Service Systems: Rincon will provide an analysis of the project’s anticipated water demand, evaluate potential impacts related to solid waste, wastewater and stormwater facilities, as well as other utility services (electricity, natural gas, and telecommunications) ▪ Wildfire: This analysis will address impacts related to emergency evacuation, spread of a wildfire, exacerbation of fire risk, and post-fire slope instability and drainage changes. ▪ Mandatory Findings of Significance: This section will address cumulative effects, impacts to biological/cultural resources, and impacts to humans.
Task 3 Assumptions. Task 3 incorporates the following assumptions:
▪ Rincon anticipates that an Initial Study-(Mitigated) Negative Declaration (IS-[M]ND) will be the appropriate CEQA document for the project. This assumes that the project would not result in potentially significant environmental impacts.
▪ All comments from the City will be provided as a consolidated set of comments in editable electronic format (i.e., as tracked changes in MS Word). All comments will clearly indicate the requested changes. If there are multiple reviewers, the City will be responsible for reconciling conflicting comments prior to sending to Rincon.
▪ This scope of work and cost estimate do not include providing an ADA-accessible Deliverables or printed copies. However, accessible documents and/or printed copies can be provided for an additional fee.
▪ The City will be responsible for circulating the Draft IS-(M)ND to commenting agencies and interested groups or individuals, as well as filing the NOC with the State Office of Planning and Research. In addition, the City will give notice to all organizations and individuals who have expressed interest in receiving such notice, and that the City will publish the notice in a local newspaper.
▪ The City shall be responsible for payment of all filing fees (ex. County Clerk). ▪ All copies will be provided digitally, however any hard copies or compact disk/flash drives can be provided on a time and materials basis.
Task 4 Project Management
Rincon’s Project Manager will serve as the main point of contact with the City and will be responsible for tracking the project schedule and budget. Rincon’s Project Manager will regularly communicate with the City point of contact and other project team members as required. The Rincon team will proactively identify potential environmental issues that arise and contact the City to discuss the best course of action. If issues arise that may affect the project schedule or budget, Rincon’s Project Manager will communicate this with the City to determine a mutually agreeable course of action for resolution.
Rincon’s Project Manager and the Principal-in-Charge will provide quality control by reviewing all work products before they are sent to the City. Rincon’s Project Manager and support staff will be responsible for general day-to-day management tasks, including team management, client coordination and communication, and monthly invoicing. This task does not assume scheduled meetings; however, this task includes budget for attending requested meetings.
