MMENDATION:

Appr
ove the Fiscal Year 2023/24 Goleta City Grant Program funding recommendations of the Grant Funding Review Standing Committee, Homelessness Issues Standing Committee, and Parks and Recreation Commission.

BACKGRO
UND:

Si
nce Fiscal Year (FY) 2014/15, the City Council has authorized $100,000 annually for grant funding from the City of Goleta (City). On January 5, 2022, Council allocated $150,000 in American Rescue Plan Act (ARPA) funding for both the FY 2022/23 and FY 2023/24 Goleta City Grant programs.

For
FY 2023/24, the Goleta City Grant Program is providing grants of up to $10,000 each for non-profit organizations involved in providing public services, educational and cultural activities such as music, art, dance, and recreation, and Goleta-oriented special events and regional projects that enhance and support the quality of life in Goleta. On November 15, 2022, City Council determined that City Grant applications for FY 2023/24 would be reviewed by the Grant Funding Review Standing Committee, the Homelessness Issues Standing Committee, and the Parks and Recreation Commission (Commission), with each group reviewing those applications relevant to their oversight. The breakdown of applications reviewed by each Committee is included as Attachment 1.

On D
ecember 16, 2022, the City published a Notice of Funding Availability (in English and Spanish), inviting applications for FY 2023/24 funding through both the Goleta City Grant and CDBG programs. Outreach for grant availability was provided via newspaper ads in The Ind ependent and El Latino, the City’s website, social media channels, and direct notification to former applicants and interested parties.

Thi
s year marked the f ifth year the City utilized an online application process through ZoomGrants, a popular online application program used by many jurisdictions. The 1 application period ran from December 16, 2022 through January 27, 2023. Of the 59 applications received, twelve applicants requested consideration, and were eligible, for CDBG funding. The remainder of the funding requests were for the City Grant program.

It
is important to note that any CDBG applicants not funded through the CDBG program were then considered for Goleta City Grant funding. There were 56 remaining applications, and the total funding requests considered for those carryover applicants and City Grant applications was $371,709. Forty applications, spread between seven categories, were considered by the Grant Funding Review Standing Committee on February 22 and 23, 2023. Five applications were reviewed by the Homelessness Issues Standing Committee on March 1, 2023. Eleven applications, spread between two categories, were reviewed by the Parks and Recreation Commission on March 8, 2023.

The t
en categories which City Grant applications were divided into were each given $25,000 in funding, for a total of $250,000, as follows:

Bot
h Standing Committees and the Commission expressed how difficult finalizing award recommendations were given the extreme need at this time. Staff appreciates their careful deliberation and thoughtfulness throughout the process.

DIS
CUSSION:

Dur
ing application review, considerations included, but were not limited to, the following factors: how vital the City's funding would be to the program/event/service; the extent to which the program/event/service benefits Goleta residents; and provision of direct versus indirect services to a target population. Collectively, both Standing Committees and the Commission are recommending $250,000 in funding to 55 applicants. Grant agreements will be sent out after Council approval of the funding recommendations, and grant awards will be sent out after the beginning of the fiscal year on July 1, 2023.

At
the November 15, 2022 City Council meeting, it was also determined that a workshop would be held in Summer, 2023 to review the Goleta City Grant applications and discuss ways to streamline and improve the process. Both Standing Committees and the Commission were in support of the workshop throughout the review process. Past 2 community members of the Grant Funding Review Standin g Committee, as well as current members of the Parks and Recreation Commission, will be invited to participate in the workshop when it is held.

GOLE
TA STRATEGIC PLAN:

Thi
s funding meets the Goleta Strategic Plan by funding organizations and programs which the City does not provide to its citizens, including senior, homelessness, youth services, recreation, arts, sports funding, and support to local businesses/organizations.

FI
SCAL IMPACTS:

Funds
associated with awarded grants will be available to applicants after July 1, 2023.

For FY 2023/24, $100,000 in City Grant funding being proposed in this item will be paid from Support to Other Agencies - Grants (101-60-6100-54012). $150,000 in City Grant funding being proposed in this item will be paid from ARPA Support to Other Agencies – Grants (423-60-6100-54012).

ALT
ERNATIVES:

Ci
ty Council could choose to alter the collective recommendations for the Goleta City Grant Program funding by increasing or decreasing the award amounts to recommended applicants and/or by awarding funding to applicants not recommended by the Committees and Commission. City Council may also choose to delay the award of the FY 2023/24 Goleta City Grant Program funding and direct staff and the Standing Committees and Commission as appropriate on other options.
