SUBJECT: Ratification of Mayor Appointment to the Southern California Edison Government Advisory Panel
RECOMMENDATION:
Approve the Mayoral appointment of Mayor Pro Tem Kyle Richards to the Southern California Edison Government Advisory Panel.
BACKGROUND:
Established in 2013, S outhern California Edison ’s (SCE) Government Advisory Panel (GAP) is a voluntary, non -regulatory advisory panel that seeks to broaden SCE’s understanding of stakeholders’ issues, explore new ideas, and examine effective ways to strengthen the company’s capacity to serve customers. The GAP is managed and facilitated by SCE’s Local Public Affairs.
The primary purpose of the GAP is to help foster an open dialogue between SCE and local government entities by creating a forum where discussions on enabling safe, reliable and clean electric service can take place. The GAP will do this by:
Facilitating two-way communication with local government stakeholders; Providing stakeholders with an opportunity to engage directly with SCE’s Senior Leadership;
Giving stakeholders more information on SCE’s structure and operations, including:
o Service Reliability
o Resiliency and Emergency Preparedness
o Vegetation Management
o Clean Energy
o Supplier Diversity
Allowing stakeholders to provide their insight and advice on company filings, initiatives and/or policy issues impacting their communities and/or SCE; and Serving as a mutual information, coordination and brainstorming platform. 1 Meeting Date: May 2, 2023
For many years , former Councilmember Roger Aceves serv ed informally as the liaison for SCE’s GAP, and upon his retirement, SCE extended an invitation to appoint another liaison.
DISCUSSION:
Absent an exception provided by statute, Government Code Section 40605 requires the elected Mayor in general law cities, with the approval of the City Council, to make all appointments to City and regional boards, commissions, and committees. This item provides the Mayor the opportunity to seek Council approval of the appointment of Mayor Pro Tem Kyle Richards as the liaison for SCE’s GAP.
FISCAL IMPACTS:
There is no direct fiscal impact associated with the ratifying of the Mayor’s appointee to SCE’s GAP.
ALTERNATIVES:
The City Council may elect not to appoint a liaison, however that would limit the City’s ability to engage in discussion regarding the local electricity grid.
