BACKGROUND:
On June 1, 2021 , the City Council authorized the City Manager to execute Agre ement No. 2021 -041 with Flowers and Associates, Inc. (Flowers) to provide profession al design services for the Goleta Community Center Improvements Project. On September 29, 2021, the City executed Amendment No. 1 to the Agreement to amend Exhibit A to identify a new Electrical Engineer for the project team . On December 6, 2022, the City executed Amendment No. 2 to the Agreement to amend Exhibit A to update the list of professionals that comprise the Consultant’s Project Team ; to include design of a stage lift, additional handrails throughout the facility ; survey and topographic mapping for replacement of a sewer lateral ; inclusion of Federal Contract Pro visions; and to extend the term of the agreement to June 30,2 023. The City executed Amendment No. 3 on February 22, 2023 to complete the design of the sewer lateral that will se rve the Americans with Disabilities Act (ADA ) -remodeled public restrooms. The or iginal agreement and subsequent amendments are attached for reference.
DISCUSSION:
Since June of 20 21, Flowers has developed preliminary designs for several potential ADA improvements for the Goleta Comm unity Center (CIP No. 9121) . In April of 2022, Council adopted Resolution No. 22 -10, which placed the Goleta Community Center, among other structures, on the City’s Historic Resources Inventory. 1 Meeting Date: May 16, 2023
For this rea son, historic treatment must be considered as part of the architecture and design for the Project. The proposed Amendment No. 4 to Agreement No. 2021 -041 is provided as Attachment 1 and includes the following revisions:
1. Revision of Exhibit A -2 – Scope of Work to provide historic preservation consultation services to the architectural design team to guide the access ibility improvements toward compliance with histor ic preservation regulations and standards; and
2. Increase compensation in the amount of $73,084 to cover the cost of t he design work described above.
FISCAL IMPACTS:
Sufficient budget exi sts in CIP Projec t No. 9121 (Goleta Communi ty Center ADA Improvements) to cover the cost of the a mendment with Flowers. Therefore, staff is not requesting additional appropriations with this Council action.
ALTERNATIVES:
The City Council may elect to not authorize the proposed con tract amendment and provide staff alternative direction. However, doing so may result in delays to the ADA Improvements Project.
