CONSENT CALENDAR
Meeting Date: June 6, 2023
TO: Mayor and Councilmembers
FROM: Matthew R. Fore, General Services Director
SUBJECT: Award of a General Services Agreement with Crocker Refrigeration Heating & Air for City Hall HVAC Replacements
RECOMMENDATION:
A. Award and authorize the City Manager to execute a General Services Agreement with Crocker Refrigeration Heating & Air, for the replacement of four HVAC units located at City Hall in an amount not to exceed $112,541; and
B. Authorize a budget appropriation in the amount of $62,541 from the Capital Equipment Reserves to the General Fund Facilities Maintenance account.
BACKGROUND:
The City of Goleta purchased City Hall in 2019. There are a total of 19 heating, ventilation, and air conditioning (HVAC) units that service the 44,000 square foot building. General Services recently conducted an evaluation of the condition of the units and found that four units (AC-11, AC-13, CU-1, & CU -3) are at the end of their useful life and in need of immediate replacement.
DISCUSSION:
The General Services Department solicited informal bids for the City Hall HVAC Replacements for units AC-11, AC-13, CU-1, & CU-3 (Project) on the City’s website. One addendum was issued in response to questions received.
The notice inviting informal bids was issued on February 28, 2023, and closed on March 13, 2023. The City received two (2) bids shown in Table 1 below.
Table 1 – Summary of Bids Received
Contractor Bid Amount
Crocker Refrigeration Heating & Air $112,541
Smith Mechanical-Electrical-Plumbing $118,743
1 Meeting Date: June 6, 2023
The apparent lowest responsive and responsible bidder is Crocker Refrigeration Heating & Air. Staff have reviewed the bid and all associated documents, and staff do not have reservations about the contractor’s ability to perform the advertised work.
Staff recommend that the City Council find the bid from Crocker Refrigeration Heating & Air to be the lowest responsive bid and award a general services contract for the Project to this bidder in a not-to-exceed amount of $112,541, as included in Attachment 1.
FISCAL IMPACTS:
The Fiscal Year 2022-23 General Services operating budget will contribute $50,000 from Facilities Maintenance. Staff are requesting a budget appropriation in the amount of $62,541 from the General Fund’s Capital Equipment Reserves to the Facilities Maintenance account 101 -18-1810-51064, to fund the remaining amount of the Project since bids were higher than originally anticipated. Approximately $791,653 is available from the General Fund’s Capital Equipment Reserve. The estimated useful life is approximately 15 – 20 years, during which the Capita l Equipment Reserve will be replenished annually based on the annual depreciation expense of the HVAC units, using the useful life of 15 years.
ALTERNATIVES:
The City Council may elect to reject all bids and direct staff to re-bid the project.
