Agenda Item A.16

CONSENT CALENDAR
Meeting Date: June 20, 2023
TO: Mayor and Councilmembers
FROM: Jaime A. Valdez, Neighborhood Services Director
CONTACT: Chuck Flacks, Homelessness Services Coordinator SUBJECT: Agreement for Professional Services with City Net RECOMMENDATION:

Authorize the City Manager to execute a Professional Services Agreement with City Net for professional street outreach, engagement, bridge housing and other related forms of assistance to the homeless for a twenty-four (24) month term , for a total not-to-exceed contract amount of $564,000 ($282,000 per fiscal year ) beginning July 1, 202 3, and ending June 30, 2025.

BACKGROUND:

On April 13, 2023, the City issued a Request for Proposals (RFP) for an outreach and engagement service provider. The RFP closed on May 1, 2023. The existing contract with City Net is scheduled to end on June 30, 2023. While the City has an existing contract with City Net, the procurement policies dictate that a new contract of this size requires competitive bids.

Four local nonprofit organizations responded to the RFP and presented four different models of service. Based on a set of objective criteria listed in the RF P, a team of staff proposal reviewers determined City Net to be the most qualified respondent . While not the lowest cost , City Net was the only respondent that committed two full -time professional outreach workers plus a flexible funding pool to help peopl e with rental deposits and other moving expenses. The four bidders were:
 City Net
 Good Samaritan Shelter
 PATH (People Assisting the Homeless)
 United Way of Northern Santa Barbara County
City Net’s history with the City providing professional street outreach, engagement, bridge housing and other related forms of assistance to the homeless dates back to FY 2020-

21. Impacted by COVID -19, the number of homeless people living unsheltered grew substantially. The City Council awarded City Net an emergency contract of $530,556 to 1 Meeting Date: June 20, 2023

provide outreach, engagement, and interim housing in south county motel rooms. In 2022-2023, the City Council awarded an additional $250,000 to continue the outreach efforts.

By objective measures of outreach performance, the services provided by City Net were very successful, as is demonstrated below:
 The City Net hotel project served 19 people from July 1, 2021, to June 6, 2023. Of these 11, exited the program to positive destinations (housing, reunification with family, residential treatment, etc.). Fifty-eight percent (58%) of participants found housing from the hotels.
 The City Net outreach and engagement program (including hotel resident participants) served 75 clients from July 1, 2021, to June 6, 2023. Of these 53 exited the program (the other 22 are still enrolled). Of these people, 36 found housing or 71%.

It is hoped that continued engagement with outreach providers who are already familiar with those on the streets will continue to build more trust and rapport. These relationships lead to housing opportunities and solutions to homelessness like family reunification.

This new service agreement represents a growing commitment by the City Council to provide services to address homelessness and implement the Hom elessness Strategic Plan adopted in 2021. The new Agreement for Professional Services Between the City of Goleta and City Net providing professional street outreach, engagement, bridge housing and other related forms of assistance to the homeless is included as Attachment 1. A complete history of City investments in addressing homelessness is included in this report and provided as Attachment 2.

Outreach and engagement are the first steps in moving people from living on the streets or in their vehicles to permanent housing in an effort to end homelessness. By focusing on people living in encampments and moving people into shelter and housing, the City’s outreach program meets two primary goals of the Homelessness Strategic Plan: Increase Access to Critical Services for the Homeless and Reduce the Impacts of Homelessness on the Community.

DISCUSSION:

This service agreement is a two -year commitment by the City to bring people who are homeless into the system of care and on the track to permanent housing. This ongoing work will help to fill the new 60-unit permanent supportive housing project , known as Buena Tierra, which the City of Goleta provided one -time financing of $600,000 in FY 2022-23. People participating in the outreach program will also be guided to the interim housing options that the City currently supports at the PATH shelter in downtown Santa Barbara, and the new Dignity Moves La Posada project near the Goleta city limits on Hollister Avenue.

The previous COVID-related program relied heavily on motel rooms as an alternative to the encampments that people were occupying. While the current budget does not support 2 Meeting Date: June 20, 2023

Page 3 of 4 ends

the expensive option of motel rooms to the same degree, the outreach work provided by City Net will help people take advantage of the proposed 300 units of new interim housing that the County of Santa Barbara has planned, which will use the Dignity Moves model.

The impact of City Net’s work will be to support the flow of people off the streets and into housing with the goal that any future experiences of homelessness will be rare, brief and one-time occurrences.

GOLETA STRATEGIC PLAN:

This contract supports the Goleta Strategic Plan because it both provides direct support to Goleta residents who are homeless and helps to improve the quality of and access to public open spaces, parks, and city facilities:

City-Wide Strategy : 2. Support Community Vitality and Enhanced Recreational Opportunities

Strategic Goal : 2.1. Provide community development for neighborhoods and social welfare assistance for those in need.

Objective: 2.1.1. Continue implementing the Homelessness Strat egic plan to prevent homelessness in the City and to address the needs of Goleta-area homeless, and those at risk of experiencing homelessness.

FISCAL IMPACTS:

Sufficient budget exists in the Neighborhood Services Fiscal Year 2022/23 and Fiscal Year 2023/24 budget to cover the $564,000 cost of this agreement, pending Fiscal Year 2023/24 budget adoption.

ALTERNATIVES:

An alternative to this program would be to spend no funds locally and rely exclusively on the County of Santa Barbara’s outreach efforts through its time-limited American Rescue Plan Act and California Encampment Relief Fund support of City Net and Good Samaritan for their outreach.

The benefit of this approach is that outreach efforts would not fall on the City of Goleta to maintain and continue to provide funding support. The cost of this approach is a loss of focus on Goleta residents. The two County programs currently offer only one day a week or less of direct support to Goleta residents. Thus, there would be significantly less outreach and Goleta and far fewer contacts and support opportunities.

 Transportation costs (bus tickets, gas, minor car repairs, etc.) to assist homeless neighbors to relocate out of the region, provided they have permanent housing there
 Assisting program participants to use public transportation

Emergency Health/Mental Health
City Net will refer homeless neighbors to emergency health and/or emergency mental health services to the extent that other customary emergency health services and treatments are unavailable or inaccessible to the homeless neighbor. A referral example is outpatient treatment of urgent medical conditions by licensed medical professionals in community-based settings (e.g. streets, parks, and campgrounds) to those eligible participants unwilling or unable to access emergency shelter or an appropriate healthcare facility.

Services for Special Populations
Services for special populations are essential services that have been tailored to address the special needs of homeless youths, victims of domestic violence, dating violence, sexual assault, or stalking, including connections to services offered by rape crisis centers who meet the HUD homeless definition and have special needs.

Food and Emergency Services
Food and other emergency services will be given to clients primarily as they first move in to housing and for emergency circumstances. During the duration of their tenancy, clients will be connected to food banks and service agencies in the community as their primary resource for emergency needs.

Training of Staff and Policies
City Net provides training to all City Net outreach and engagement staff on Housing First, Trauma Informed Care, and Motivational Interviewing as part of our normal staff training and oversight. These are also included in our policies and procedures, the relevant sections of which are listed below.

Housing First
All City Net programs are informed by and consistent with Housing First principles. Housing First is an approach to serving people experiencing homelessness that recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay (permanent housing), before stabilizing, improving health, reducing harmful behaviors, or increasing income. Under the Housing First approach, anyone experiencing homelessness is connected to a permanent home as quickly as possible, and programs remove barriers to accessing the housing, like requirements for sobriety or absence of criminal history. It is based on the “hierarchy of need:” people must access necessities—like a safe place to live and food to eat—before being able to achieve quality of life or pursue personal goals. Finally, Housing First values choice not only in where to live, but whether to participate in services.

Trauma-Informed Care
City Net assumes that individuals and families who are homeless have been exposed to trauma. Research has shown that individuals who are homeless are likely to have experienced some form of previous trauma; homelessness itself can be viewed as a traumatic experience; and being homeless increases the risk of further victimization and re-traumatization.

Therefore, our programs, policies and procedures are designed not only respond to the immediate crisis of homelessness, but to also contribute to the longer-term healing of homeless individuals. Trauma Informed Care (TIC) offers a framework for providing services to traumatized individuals within a variety of service settings, including homelessness service settings.

Since trauma also influences how people approach and respond to services, CityNet strives to recognize trauma symptoms, acknowledge the role that trauma has played in clients’ lives, and better understand and address the needs of those with trauma histories. The goal of this approach is to avoid re- traumatization and exacerbation of trauma symptoms.

This change in understanding can be illustrated by the difference between the questions “What’s wrong with you?” vs. “What has happened to you?” While the terms violence, trauma, abuse, and posttraumatic stress disorder (PTSD) are frequently used interchangeably, it is useful to think of trauma as a response to violence or other overpowering negative experience such as abuse. Trauma refers to both the event and the particular response to an event. PTSD is one type of disorder resulting from trauma. Becoming “traumatized” varies greatly among individuals, and not everyone exposed to a potential traumatic event will be traumatized. Trauma begins with an event or experience that overwhelms normal coping mechanisms. There are physical and psychological reactions— which are normal—in response. Re-traumatization refers to the psychological and/or physiological experience of being “triggered,” i.e., when an environmental cue related to the trauma—such as a smell or a sound—triggers a full fight-or- DocuSign Envelope ID: 4262FDD9-6512-4A92-B500-3242BDE7A35F 19 City of Goleta

flight response. Although environmental triggers cannot be eliminated, City Net seeks to create an environment—both a physical environment, and a framework of compassionate understanding in which the trauma survivor feels safe.

Motivational Interviewing
City Net employs Motivational Interviewing (MI) techniques in its programs. MI is a counseling method that helps people resolve ambivalent feelings and insecurities to find the internal motivation they need to change their behavior. It is a practical, empathetic, and short-term process that takes into consideration how difficult it is to make life changes.

The core components of MI are to:
• Express and show empathy towards clients
• Support and articulate discrepancies between clients’ goals and choices that take them away from goals
• Deal with resistance without confrontation
• Support self-efficacy
• Support client autonomy
