Agenda Item A.2
CONSENT CALENDAR
Meeting Date: June 20, 2023
TO: Mayor and Councilmembers
FROM: Deborah S. Lopez, City Clerk
CONTACT: Liana Campos, Deputy City Clerk
SUBJECT: Ratification of Mayoral Appointments to Historic Preservation Commission and the Library Advisory Commission
RECOMMENDATION:
A. Ratify the mayoral appointment s of Elizabeth Link, Resident and Luke Roberts , Resident to the Historic Preservation Commission for term ending dates June 30, 2024.
B. Ratification of Mayoral Appointment of Khalid Kaldi to the Library Advisory Commission for a term ending June 30, 2026.
BACKGROUND:
Historic Preservation Commission
In September of 2022, the City recruited for HPC members and received many applications from very qualified community members whose personal or professional interests and expertise included architecture, historian, archaeological, architectural historian, local Chumash heritage etc. The City Council members were very impressed with the candidates and in December 2022 appointed five community members that represented the diversity of expertise and professional knowledge as stated in Chapter
2.17. However, when the City Council selected the HPC members, the residency status of the applicants was overlooked. As a result, the composition of the HPC currently only has two residents, instead of three, which is not in keeping with Section 2.17.050 (B).
On May 16, 2023, the City Council adopted Ordinance 23-04 Amending Chapter 2.17 of the Goleta Municipal Code expanding the membership composition of the Historic Preservation Commission from five to seven members and Determination that the ordinance is exempt from the California Environmental Quality Act.
Library Advisory Commission
The Library Advisory Commission is authorized by Goleta Municipal Code Section
2.14.020. The purpose of the Library Advisory Commission shall be to provide advice to staff and the City Council on matters affecting the Goleta Library, representing the interests of the library's patrons by recommending programming and services for the library. Three of the five members must be residents of the unincorporated service area 1 of the Goleta Valley, and one of the three members must be a resident of the Isla Vista Community Services District (CSD). (Goleta Municipal Code Section 2.14.050) The remaining two members must be residents of the City of Goleta. (Id.) Terms shall be for three years. (Goleta Municipal Code Section 2.14.060)
DI
SCUSSION:
G
overnment Code Section 40605 provides that an elected mayor shall make all appointments to a City’s boards, commissions and committees, subject to the City Council’s approval. This item provides the Mayor the opportunity to seek Council ratification of appointments of (1) Luke Roberts and Elizabeth Link to the Historic Preservation Commission, with terms ending on June 30, 2024, who both interviewed before the City Council on December 1, 2022, and (2) the appointment of Khalid Kaldi (Unincorporated Service Area of the Goleta Valley), upon the recommendation of the County Board of Supervisors, to the Library Advisory Commission for a term ending June 30, 2026. Both Luke Roberts and Elizabeth Link reside in Goleta, so their appointment will satisfy the requir ements of Goleta Municipal Code Section 2.17.050 (B) where two other Goleta residents already sit on the HPC. The appointment of Khalid Kaldi will make the composition of the Library Advisory Commission compliant with Goleta Municipal Code 2.14.050.
F
ISCAL IMPACTS:
There is no direct fiscal impact associated with ratifying the Mayor’s appointees to the Historic Preservation Commission and Library Advisory Commission other than staff time needed to prepare this report.
ALTERNATIVES:
Council is under no obligation to make an appointment at this time. The City Council may desire to see further advertising done in order to ensure a greater applicant pool prior to ratification.
