Meeting Date: June 20, 2023
____________________________________________________________ TO: Mayor and Councilmembers
FROM: Jaime A Valdez, Neighborhood Services Director
CONTACT: JoAnne Plummer, Parks and Recreation Manager
SUBJECT: Support the Submission of the Grant Application for the Land and Water Conservation Fund for the Stow Grove Park Renovation Project RECOMMENDATION:

Adopt Resolution No. 23-__, entitled, “A Resolution of the City Council of The City of Goleta, California, Approving the Application for the Land and Water Conservation Fund for the Stow Grove Park Renovation Project.”
BACKGROUND:

Earlier this year, the State Park’s Office of Grants and Local Services (OGALS) issued a Notice of Available Funding for a federal Land and Water Conservation Fund Grant -In- Aid program. The program provides matching funds for eligible projects, up to $6M.

Upon review of current park related projects, staff identified Stow Grove Project as the most eligible opportunity for this funding. While the grant funding is focused on adding park acreage, specifically in disadvantaged areas, it also support s renovation projects that expand capacity which makes the Stow Grove Park project applicable.

The City Council supported the draft master plan for the Stow Grove Park Renovation in March of this year. In April, a contract was awarded to Rincon Consultants, Inc (Rincon) to complete the California Environmental Quality Act (CEQA) process. Rincon has been working diligently and believes that the final draft will be released in late July, which will meet the grant guidelines for CEQA compliance according to the City’s representative at OGALS.

DISCUSSION:

This competitive grant process does require successful recipients to place the funded project in the approved Land Water Conservation Fund Boundary Map, placing it under federal protection, preserving the public’s outdoor recreation use of this site in perpetuity for the benefit of future generations. This language is consistent with the language in the 1 Meeting Date: June 20, 2023

property deed for Stow Grove Park , requiring the space be maintained as a public park .

This would not be the only City property in this boundary map, as the County had used similar funding to purchase a portion of Lake Los Carneros, requiring that spac e to be available to the public for outdoor recreation in perpetuity.

The resolution (Attachment 1) has been prepared for the renovation of Stow Grove Park which authorizes the City Manager to conduct all negotiations and execute and submit all documents including, but not limited to, contracts, amendments, payment requests, and compliance with all applicable current state and federal laws which may be necessary for the completion of the aforementioned project.

Grant applications were due on June 1, 2023 , with notifications of advancement to the second review round announced by December 1, 2023. On June 1, 2023, staff submitted a grant application with a minimum request of $4,500,000 and a maximum request of $4,887,825. Currently, the total project cost t o do one buildout is approximately $9,775,650, including current and past expenses. The current proposed CIP budget identifies Park Development Impact Fees, with an unfunded balance of $4,500,000.

GOLETA STRATEGIC PLAN:

This effort furthers the City’s Strategic Plan as follows:

City-Wide Strategy: Support Community Vitality and Enhanced Recreational Opportunities.

Strategic Goal: Support programs that enhance quality of life in the Goleta community such as recreation, public safety, human services, and cultural arts.

FISCAL IMPACTS:

While there are no fiscal impacts to applying for the grant, if successful this could allow the project to be completed in one phase. There would be a 50% required match from the City, which would be met with $845,000 in available current year carry-overs, $500,000 budgeted in FY 2023-24, and $3.5 Million budgeted in FY 2024 -25 for this purpose from Park DIF funds. If the grant application is not successful, staff will continue to pursue additional funding options.

ALTERNATIVES:

The City Council may elect not to approve the resolution supporting the applications, but this could eliminate potential additional funds needed to complete the Stow Grove Park Renovation project, based on current cost estimates.
