Agenda Item D.1

DISCUSSION/ACTION ITEM
Meeting Date: July 18, 2023
TO: Mayor and Councilmembers
FROM: Jaime A. Valdez, Neighborhood Services Director
CONTACT: Shanna Dawson, Management Analyst
SUBJECT: Goleta City Grant, Community Development Block Grant, and Support to Other Agencies Applications, Funding, and Review Updates RECOMMENDATION:

Consider, and potentially approve, staff recommendations related to applications, review, and funding for Goleta City Grants, Community Development Block Grants, and Support to Other Agencie s programs and provide other guidance as may be appropriate to improve these processes.

BACKGROUND:

For many years, the City of Goleta has alloca ted General Fund monies towards community programs through the Goleta City Grant s and Support to Other Agencies programs. These programs support civic services, community projects, and public services that are of benefit to the residents of the City of Goleta.

In addition, since 2004, the City has received an annual allocation of Com munity Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The primary objective of the CDBG program is to develop viable communities, decent and affordable housing, and economic development opportunities for persons of very low, low, and moderate incomes.

The amount of money for City Grants has increased from approximately $67,000 in Fiscal Year (FY) 2019/20, to $100,000 in FY 2021/22, and then to $250,000 in FYs 2022/23 and 2023/24. The last increase w as due to an additional $150,000 each fiscal year from American Rescue Plan Act (ARPA) funding and was meant to be a temporary measure for those two fiscal years. However, due to the popularity of the program, Council decided with the most recent budget adoption on June 20, 2023, to add $150,000 in General Fund monies to the City Grant program beginning in FY 2024/25 to keep the funding at $250,000. The Support to Other Agencies program has also increased in size over the years, with the FY 2023/24 allocation being $400,000 for seven organizations. 1 Meeting Date: July 18, 2023

Page 2 of 8 ends

In 2014, Council combined the CDBG Ad Hoc Committee and Community Projects Grant Committee into the Grant Funding Review Standing Committee, which, until 2023, had the sole responsibility of reviewing and recommending funding for the City Grants, CDBG, and Support to Other Agencies programs.

Because of the increase in funding and number of applications for the Goleta City Grant program, and the amount of time necessary to review all of the applications, Council decided at its November 15, 2022, meeting that review of City Grant applications for FY 2023/24 would be divided between the Grant Funding Review Standing Committee, the Homelessness Issues Standing Committee, and the Parks and Recreation Commission, with each group reviewing those applications relevant to topics under their purview .

Earlier this calendar year:
 The Grant Funding Review Standing Committee, made up of Mayor Perotte, Mayor Pro Tempore Richards, and two community members, Eileen Preston and Linda Croyle, met four times (on February 9, 13, 22, and 23 ) for a total of six and a half (6.5) hours and reviewed twelve (12) CDBG applications, forty (40) City Grants applications, and nine (9) Support to Other Agencies applications;  The Homelessness Issues Standing Committee, made up of Mayor Perotte and Councilmember Kasdin, met on March 1 for ninety (90) minutes, and reviewed five (5) City Grants applications.
 The Parks and Recreation Commission, made up of seven (7) members of the Goleta community, met on March 8 for two (2) hours, and reviewed eleven (11) City Grants applications.

The total meeting time for both Committees and the Commission was ten (10) hours, and this does not include the Committee and Commission members’ independent review time for all of the applications, or significant staff preparation time and involvement in supporting the three bodies through the process.

DISCUSSION:

Over the last several funding cycles, s taff received feedback from the Grant Funding Review Standing Committee, the Homelessness Issues Standing Committee, and the Parks and Recreation Com mission about various concerns and suggestions to improve the grant application review process. This report discusses some of these concerns and suggestions and offers related recommendations. In addition, each of our Councilmembers has now had the opportunity to participate in some capacity in the grant application review process and may have additional perspective and ideas for improvement that can be discussed together with these recommendations.

Consistency Across Review Groups Year to Year

 Because the membership of the two Council committees is subject to change each year (both the assigned Councilmembers and the community members for the Grant Funding Review Standing Committee), committee members noted a lack of consistency for funding recommendations year over year.  On a related note, s ome committee members have mentioned their own past histories with the applying organizations (either through employment, advocacy, or 2 Meeting Date: July 18, 2023

Page 3 of 8 ends

program participation ) and provided information about the organization a nd/or program which was not included in the application . This led to questions about consistency in review criteria.

Recommended solution: There is currently a “Goleta City Grant Program Guidelines” document posted to the City’s Grant s website page. Staff recommends updating that document with the changes shown in Attachment 1, which includes consistent evaluation criteria and should help encourage consistency across all review groups year -to-year.

These changes include adding the following to the guidelines:

“Applications will be reviewed, and funding determined, based on the below criteria:

 To what extent does the organization’s mission or the project/program/service meet a Strategic Plan or General Plan goal?  To what extent will the grant funds be utilized for the benefit of the residents of Goleta? (e.g. consider how many Goleta residents will be served by the applicant)
 Is the amount of funding requested appropriate/reasonable for the project/program/service?
 To what extent does the project/program/service satisfy an unmet or under- met need in the community?
 To what extent does the applicant or organization appear to be staffed and equipped to effectively carry out the project/program/service?  Is the applicant located in Santa Barbara County and c learly able to demonstrate that the services provided are of benefit to Goleta residents?  Will the applicant’s program/project/event provide a service that the City does not or cannot provide?”

These questions would be used as review criteria for Goleta C ity Grant applications. By adding these questions to the guidelines, applicants will be able to know what criteria they will be held to, and both Council committee members and Commission members will be working off of the same criteria for funding. If approved, staff will issue these Guidelines with the Notice of Funding Availability, post them to the City’s Grants website page, and email it to past and potential future applicants. The Guidelines will also be included in Committee and Commission packets with the applications.

Council may also wish to replace the Mayor Pro Tem assignment to the Grant Funding Committee with a named Councilmember assignment instead. Because the Mayor Pro Tem always changes each year, this could potentially improve consistency on this committee. The committee would then consist of the Mayor and one other Councilmember assigned through the regular committee assignment process, as well as two members of the pub lic. Staff do not have a recommendation about this but wish to offer it as an option for Council.

3 Meeting Date: July 18, 2023

Page 4 of 8 ends

Disclosing Coordination with School District

 Councilmembers have expressed that they wish to ensure that the programs that will rely on school district cooperation have received that permission or approval.

Recommended Solution: Attachment 2 shows the current Combined CDBG and City Grants Application. At Council’s previous request, staff will add a question to the application for the upcoming application process that states the following: “If the program is taking place at or within school grounds, have you received permission and approval from the indicated school?” This was requested in order to ensure that outside programs and organizations had the permission of the named school to hold the program at that school and/or within school hours.

Completeness of City Grants Applications

 Members of the Grant Funding Review Standing Committee and the Parks and Recreation Commission noted that some applications were not fully completed, or did not answer questions fully.
 Members asked if staff reached out to each of those applicants seeking completed answers, but staff noted that some applications were not received until just before the deadline, and therefore the question was raised whether asking for more information after the deadline was an unfair opportunity for those applicants.  Additionally, staff noted that emails were sent regularly to the applicants during the application process letting them know that if they had questions or concerns, staff was available.
 ZoomGrants, the online application program which the City utilizes for its Combined CDBG and City Grants application, does not have the ability to make questions mandatory. However, it does provide a “check for completeness” feature, which allows applicants to check that they have answered every question.

Staff would like to note that this does not prevent someone from answering “N/A” or providing an insufficient answer to get past the completeness check.

Recommended Solution: Staff does not have a recommendation on this issue, but Council could direct staff to reject incomplete applications.

Timing of Application Period and Deadline

 Some concern has been raised in the past about the current timing of the application period because it encompasses the winter holiday break.  Because the CDBG Action Plan has to be adopted and submitted to HUD by May 15, and requires a public hearing and a thirty-day public notice in two local papers (the Santa Barbara Independent and El Latino), the City has typically opened the application period in mid-December and let it run through January, around five to six weeks. As the City uses a combined application for CDBG and City Grants, it is not feasible to have separate application periods for each grant. Currently, both the City of Santa Barbara and the County of Santa Barbara have similar application timelines for their CDBG and City Grants -equivalent programs, with applications 4 Meeting Date: July 18, 2023

Page 5 of 8 ends

being due in mid -December and late -January, respectively . Because Goleta’s Council assignments for Committees are not made until mid -January, staff recommends keeping the current application period, as the review groups would not be able to meet earlier than they currently do at the beginning of February.  In recent years there have been organizations which missed the application period.

In some instances, funds were granted through City Manager review to those organizations outside of the normal application review. In other cases, organizations were invited to submit applications or previously unsubmitted information after the application period had closed.

Recommended Solution: Staff recommends keeping the current application period and deadline. Staff recommends adopting a hard cutoff of accepting applications at the advertised end date and time. This will ensure that all applications are treated the same and held to the same deadlines.

City Grant Application Requested Amount

 Many organizations have said that any grant amount is helpful. However, in recent years, the Grant Funding Review Committee and staff have been compelled to reduce the award amount by a certain percentage for every recommended application t o stay within the total amount of funds available . For example, organizations which were originally granted $10,000 only received $7,100. Also, City review groups frequently award less than the requested grant amount. Some organizations have stated that because they were granted less than what they had applied for, they were unable to launch their program as originally described in the grant application as quickly as anticipated or have had other resulting program issues (being unable to fund staff positions, not being able to reach as many people as previously thought, etc.).

Recommended Solution: Staff recommends adding a question to the Combined CD BG and City Grants application which would ask applicants whether they would accept a lower grant amount than that requested. Staff also recommends that between the time that the review groups recommend grant amounts and Council adoption, staff reach out to the preliminary grant recipients and receive assurance s that the amount granted is sufficient. This would allow applicants to weigh in on whether a recommended funding amount was sufficient for their program and/or organization’s needs. It would also giv e time for staff to alert Council if an organization would not accept the recommended funding for the described program to allow Council to apply that funding to another program or organization.

City Grants Categories

 For FY 2023/2024 City Grants applications, Council directed staff to implement a category system, which placed each of the applications into one of the following ten categories: Educational Programs; Community Engagement; The Arts; Services for Seniors; Food/Nutrition; Yo uth Services; Services/Programs for the Homeless; Recreational Activities; Environmental/Wildlife/Animal Programs; and 5 Meeting Date: July 18, 2023

Page 6 of 8 ends

Miscellaneous Services/Programs. The full $250,000 award fund for City Grants was divided evenly between the ten categories, giving each category $25,000 to award for its respective applications.

Recommended Solution: This proved to be a productive way of recommending grant funds, and staff recommends that the category system and evenly divided fund money process be continued.

Homelessness City Grants Applications

 Some Councilmembers have expressed a desire for homelessness funding to not come out of City Grants, and to instead be funded out of the Support to Other Agencies Homelessness subdivision. The Support to Other Agencie s Homelessness program has not been utilized since FY 2019/2020. Council requested that no funding be utilized until the Homelessness Strategic Plan was adopted and implementation had begun, and then support to other agencies funding was held up further un til the hiring of the City’s first Homelessness Services Coordinator in December 2022.

Recommended Solution: Staff can work on a proposal for homelessness programs and organizations to seek funding through dedicated Support to Other Agencies homelessness funding and remove “Services/Programs for the Homeless” as a Goleta City Grant category.

Support to Other Agencies Program

 Questions were raised both by members of the Grant Funding Review Standing Committee and City Council about the process for Support to Other Agencies organizations applying for funding, how the funding was decided, and the duration of the agreements with organizations. Some committee members felt that some of the Support to Other Agencies agreements should instead be non -competitive Memoranda of Agreement/Understanding (MOA/MOU) which would last for three to five years, rather than annually or biennially. This would allow organizations to plan with future funding.
 The current Support to Other Agencies grantees were awarded funds for FY 2023/24 and FY 2024/25, and they are as follows: The Foundation for Girsh Park; SB MOVES; Goleta Lions Club; Goleta Valley Historical Soc iety; South Coast Railroad Museum; The Center for Urban Agriculture at Fairview Gardens; and Goleta Union School District.

Recommended Solution: Staff recommends that the Grant Funding Review Standing Committee meet to determine which of those agreements should be converted to an MOA and for how long those MOAs should be enacted. Neighborhood Services would continue to monitor the MOAs, so no other department would be impacted. The Grant Funding Review Standing Committee can make recommendations for how any Support to Other Agencies agreements which are not converted to MOAs are treated , and whether they should be subject to biennial Request for Proposals.
6 Meeting Date: July 18, 2023

Page 7 of 8 ends

CDBG Funding for Subrecipients

 The City may spend 15% of its annual CDBG funding on public services. In recent years, the City has split that money evenly between three organizations. However, there have been some questions as to whether the amount of money provided is enough to justify the much higher reporting standards required by HUD for CDBG funding. The funding has been between $30,000 and $40,000 in the past few years, giving each subrecipient between $10,000 and $13,300, but there is no way of knowing if the City’s CDBG allocation will continue to increase.

Recommended Solution: Staff recommends that the Council grant CDBG public service money to two subrecipients each fiscal yea r, rather than three . City Grants awards can now go up to $10,000, so this would create a further differential between the two programs and allow for more funding for the two CDBG subrecipients chosen by Council.

Overlaps in Funding

 Organizations are allowed to submit two applications for CDBG and City Grants funding, but each application must be for a different program within the organization. Applications submitted for CDBG funding that are not recommended by the Grant Funding Review Standing Committee are automatically rolled over for review for a City Grant to the appropriate committee or commission.  In recent years, the Grant Funding Review Standing Committee has denied City Grants funding for those organizations and programs which were also receiving Support to Other Agencies funding. However, some organizational programs are receiving funding f rom the City through MOUs and other agreements , and still receiving City Grants or CDBG funding. There is no prohibition against this, and the organizations have stated in their applications that they were receiving other funds from the City.

Recommended Solution: Staff recommends that a document or spreadsheet be provided to each of the review groups before applications are reviewed, noting which applying organizations are already receiving City funding, in what amount, and through which department. This will allow all review groups to know the full range of City funding for applications.

Council had at one point expressed interest in a Workshop regarding the grantmaking processes. In order to minimize demands on Councilmember time, the discussion of this matter has been included as part of this regular meeting agenda. However, if necessary, additional time can be calendared for this discussion.

GOLETA STRATEGIC PLAN:

City-Wide Strategy: 2.1 - Provide community development for neighborhoods and social welfare assistance for disadvantaged and/or marginalized groups. 7 Meeting Date: July 18, 2023

Page 8 of 8 ends

City-Wide Strategy: 2.2 - Support programs that enhance quality of life in the Goleta community such as recreation, public safety, human services, and cultural arts.

FISCAL IMPACTS:

There is no fiscal impact associated with this item. Budget has already been approved for Goleta City Grants and Support to Other Agencies funding from General Funds for FY 2023/24 and FY 2024/25. CDBG funding is provided by HUD.

ALTERNATIVES:

Council could decline to implement some or all of staff’s recommendations and provide alternate direction for staff to pursue. As mentioned above, Council could raise and discuss other issues and make additional suggestions to improve these processes.

The Employer Identification Number (EIN), also known as the Federal Employer Identification Number (FEIN) or the Federal Tax Identification Number, is a unique nine-digit number assigned by the Internal Revenue Service (IRS) to business entities operating in the United States for the purposes of identification. How do I get a DUNS number? The DUNS number is determined by the Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS). This number is a unique identifier used in reporting under the Federal Funding Accountability and Transparency act (FFATA), which requires the federal Office of Management and Budget (OMB) to maintain a single, searchable website that contains information on all Federal spending awards. As a condition of receiving federal funding, you are required to provide a DUNS number, which you will then need in order to be able to obtain a CAGE Code (see below). If your organization does not yet have a DUNS number (or if it is unknown) visit the Dun & Bradstreet (D&B) website or call 1- 866-705-5711 to register or search for a DUNS number. What is a SAM CAGE Code and how do I get one? SAM stands for System for Award Management, which is the primary registrant database for the U.S. Federal Government. SAM collects, validates, stores and disseminates data in support of agency acquisition missions. Every organization receiving federal funds must be registered in SAM. Your Cage Code identifies and helps verify your current registration in SAM, which must be updated annually. City of Goleta
2023-2024 Combined CDBG & Goleta City Grant Application CLOSED Deadline 1/27/2023
Description [hide this]
The City of Goleta has two grant funding opportunities for organizations serving residents and visitors to the city: the Community Development Block Grant (CDBG) and Goleta City Grant programs.

The City of Goleta receives annual federal grant funding from the U.S. Department of Housing and Urban Development (HUD) for its CDBG Program.

CDBG funds are administered by HUD and the City manages the use of these funds by carrying out programs and activities that meet the overall goals of the grant, as defined by HUD. To carry out the goals of the CDBG Program, the City relies on nonprofit organizations and, in doing so, offers grants on a competitive basis each year to organizations that provide needed services in support of low- and moderate-income people in Goleta. Subject to funding availability and the approval of City Council, the City anticipates awarding CDBG grants to organizations at a minimum of $10,000 per grant.

This application process is combined to include (in addition to CDBG) the Goleta City Grant Program. The Goleta City Grant Program awards funding to non-profit organizations of up to $10,000 for civic services, community projects, and public services that are of benefit to the residents of the city of Goleta.
