MEMORANDUM
DATE: August 7, 2023
TO: Members of the Grant Funding Review Standing Committee FROM: Jaime A. Valdez, Neighborhood Services Director
Shanna Dawson, Management Analyst
SUBJECT: August 7, 2023 Grant Funding Review Standing Committee Meeting Item I. Public Comment
Item II. Support to Other Agencies – Possible Memoranda of Agreement On August 20, 2019, City Council approved two-year, non-competitive agreements for Support to Other Agencies recipients. However, at the June 1, 2021 meeting, Council expressed an interest in updating these non-competitive Support to Other Agencies agreements, in light of COVID-19 impacts to programs and to allow for more organizations to apply for funding. At the August 2, 2021 Grant Funding Review Standing Committee (Committee) meeting, the Committee approved staff’s recommendation that a Request for Proposals (RFP) be issued to solicit funding requests from interested non-profits and governmental agencies. Council approved the RFP at their November 16, 2021 meeting. An RFP was again approved by Council at the November 15, 2022 meeting.
At the February 13, 2023 Committee meeting, Committee members suggested exploring the possibility of reclassifying some of the competitive Support to Other Agencies agreements as Memoranda of Agreement (MOA), or other appropriate mechanism as approved by the City Attorney’s office, and setting them to last for longer than the currently approved agreements, which are set at two (2) years. This would allow the recipients to plan future programs, knowing that they could count on these funds. At the July 18, 2023 City Council meeting, Council approved setting the issue for discussion with the Committee.
The current Support to Other Agencies recipients and amounts are as follows:
No. Organization Amount per Fiscal Year
1. Santa Barbara MOVES $15,000
2. Foundation for Girsh Park $140,000
3. Goleta Lions Club – Goleta Holiday Parade $15,000
4. Goleta Valley Historical Society $100,000
5. South Coast Railroad Museum $50,000
6. Center for Urban Agriculture at Fairview Gardens $60,000
7. Goleta Union School District $20,000
TOTAL AMOUNT $400,000
These agreements began on July 1, 2023 and will continue until June 30, 2025, a period of two years.
Staff is seeking a recommendation from the Committee as to which Support to Other Agencies agreements should become MOAs. Staff recommends that any recommended MOAs be set for a period of five (5) years. Current Support to Other Agencies agreements can be amended to show the longer period and expire on June 30, 2028, or can run their current two-year term, and then become MOAs on July 1, 2025.
Item III. Grading Rubric for Goleta City Grant Applications At the July 18, 2023 City Council meeting, Council approved staff’s recommendation of updating the “Goleta City Grant Program Guidelines” with review criteria, which would be utilized by all review groups (currently Grant Funding Review Standing Committee, Homelessness Issues Standing Committee, and Parks and Recreation Commission). Council requested that staff provide rankings or rating levels to go with the criteria. The new review criteria are shown below, along with the suggested points for each question:
- To what extent does the organization’s mission or the project/program/service meet a Strategic Plan or General Plan goal? 10 points
- To what extent will the grant funds be utilized for the benefit of the residents of Goleta? (e.g., consider how many Goleta residents will be served by the applicant) 20 points
- Is the amount of funding requested appropriate/reasonable for the project/program/service? 10 points
- To what extent does the project/program/service satisfy an unmet or under met need in the community? 20 points
- To what extent does the applicant or organization appear to be staffed and equipped to effectively carry out the project/program/service? 10 points - Is the applicant located in Santa Barbara County and clearly able to demonstrate that the services provided are of benefit to Goleta residents? 10 points - Will the applicant’s program/project/event provide a service that the City does not or cannot provide? 20 points
Staff is requesting the Committee’s recommendation to approve the grading rubric, which, if approved by Council, would be distributed to and utilized by all review groups.
