Agenda Item A.3

CPMS CONSENT CALENDAR
Meeting Date: August 15, 2023
____________________________________________________________ TO: Mayor and Councilmembers
FROM: Kristine Schmidt, Assistant City Manager
CONTACT: Jennifer Jennings, Human Resources Manager
SUBJECT: Reclassification- Library Director and Public Works Business Manager and Correction to Personnel Rules
RECOMMENDATION:

Adopt Resolution No. 23 -__ entitled, "A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Schedule of Authorized Positions and the City of Goleta Salary Schedule for Fiscal Year 2023/24 and Fiscal Year 2024/25 to Reclassify Two Positions and Correct ing the Personnel Rules to Include the Existing Bilingual Allowance.”
BACKGROUND:

Pursuant to t he City’s Personnel Rules, the Personnel Officer is responsible for ascertaining and recording the duties, responsibilities, minimum standards, and minimum qualifications of all positions in the City and recommend s a classification/compensation plan for all positions. When the assigned duties of a position have been materially changed by the City so as to necessitate reclassification, the position is allocated to a more appropriate classification.

The City Council adopt s a Salary Schedule by resolution listing the approved classifications and approved salary rates for each classification, which may be revised from time to time by as changing conditions require. (Personnel Rules, Section 2.1-2.3) DISCUSSION:

Human Resources has determined that two vacant positions should be reclassified to classifications that better reflect the anticipated duties of the position.

The first is the Library Director (Assistant Neighborhood Services Director). The former Library Department was added to the oversight of the Neighborhood Services Department on July 20, 2021 , as part of a major reorganization resulting from the 2019 CityGate Study. The Library Director retained t he title Library Director (Assistant Neighborhood 1 Meeting Date: August 15, 2023

Services Director). With the recent retirement of the incumbent, this position will focus solely on Library Division’s operations and will no longer serve as the Assistant Director of the whole Neighborhood Services Department. Executive duties will be fully assumed by the Neighborhood Services D irector. Therefore, it is appropriate to remove the Assistant Director from the job title and duties, and to reallocate the salary accordingly from Grade 116 to Grade 115 (a reduction of approximately 9%). The new salary range for the City Librarian (which will retain the working title of “ Library Director ”) will be $139,131 - $177,570. The position is currently posted with a tentative salary at this range.

For reference, an amended classification specification for City Librarian (Library Director) is provided as Attachment 2.

The second is the Senior Management Analyst in Public Works. This position is being recommended for reclassification to a Public Works Business and Admin istration Manager. This position already coordinates the department’s day -to-day financial functions, provides technical and functional supervision to administrative and analytical staff, and performs high level projects an d analyses. With the growth of the department and significant increase in financial activity and high -level capital projects, staff wish to provide this position with additional responsibility and accountability for developing , overseeing and administer ing the department’s financial and administrative plans , policies, and procedures including the department budget, department work program and performance measures, financial operations, grant compliance and reporting, technology solutions, and supporting ma nagers and supervisors with the department’s personnel matters (recruitment, safety, discipline, etc.) . This position will be a key partner to the Public Works Director and Assistant Public Works Director, relieving them from day -to- day financial and administrative management and allowing them to focus on public works operations. It is common in public agencies for a Public Works Department to have a business manager position due to the complexity and volume of department -level financial and administrative tasks. Staff recommend reclassifying the existing Senior Management Analyst and reallocating the salary accordingly from Grade 112 to Grade 113 (an increase of 9%). The new salary range for the Public Works Business and Administration Manager will be $117,104 - $149,457. For reference, a classification specification for Public Works Business and Administration Manager is provided as Attachment 3.

It should be noted that the City is in the process of conducting an update to its 2015 classification and compensation study. Based on market data and/or the recommendation of the compensation consultants, the Segal Group, staff may recommend further adjustments for these positions as p art of the overall recommendations resulting from that larger process.

The Resolution also contains a correction to the Personnel Rules update approved by Council on February 21, 2023 (Resolution No. 23 -05) which inadvertently left out the Bilingual Allowance provision added previously via Council Resolution 21-53.

2 Meeting Date: August 15, 2023

Page 3 of 3 ends

FISCAL IMPACTS:

The budget impact at the City Librarian ( Library Director ) level is anticipated to be approximately $18,300 in savings, depending on the salary step at which the new Library Director is hired. The additional budget cost for the Public Works Business and Administration Manager is anticipated to be approximately $14,150 or less, depending on the salary step at which the new manager is hired. The net impact will be a budget savings of approximately $4,150.

Currently there are no recommended budget amendments. Staff may recommend budget amendments related to these reclassifications with regular mid -year (2nd Quarter Financial Review) budget adjustments if necessary.

ALTERNATIVES:

Council could decline to make these changes, but this would affect the department’s ability to hire at the appropriate level for the duties and responsibilities for the position.
