MEMORANDUM
DATE: August 30, 2023
TO: Public Safety & Emergency Preparedness Standing Committee FROM: Kristine Schmidt, Assistant City Manager
Jaime A. Valdez, Neighborhood Services Director
Michael Baris, Emergency Services Coordinator
SUBJECT: August 30, 2023 Public Safety & Emergency Preparedness Standing Committee Meeting
Item I. Public Comment
Receive public comment.
Item II. Consideration of Temporary Parking Restrictions Related to Isla Vista Deltopia and Halloween Events
City of Goleta and Santa Barbara County Sheriff’s Office (SBSO) staff are seeking recommendations from the Public Safety and Emergency Preparedness Standing Committee related to the Isla Vista unsanctioned events, Deltopia and Halloween, as they pertain to implementation of temporary parking restrictions in potentially impacted neighborhoods.
In 2020, 2021 and 2022, Halloween was largely uneventful because of the COVID-19 pandemic. SBSO staff have described Halloween in recent years as a “non-event” with fewer than five calls for service per year, including citations, in the restricted area. The culture around the Halloween event has changed because of an emphasis on on-campus events and activities aimed at dissuading negative behavior in the surrounding communities. With these considerations in mind, staff recommend that parking restrictions not take place during the upcoming Halloween event and future Halloween events.
For the Deltopia event, the SBSO upstaffing held in 2023 and the temporary parking restrictions put in place were considered a success in Goleta city limits. As such, City and SBSO staff recommend that the same actions take place for the 2024 Deltopia event.
In summary, City and SBSO staff recommend that temporary parking restrictions continue for Deltopia events and end for Halloween events.
Item III. Receive a Report on the Update to the City’s Emergency Operations Plan The City’s Emergency Operations Plan (EOP) is updated on a two-year cycle and January 2024 is the due date for the next update of the plan. The update will be going to City Council in December 2023.
In December 2019, the City Council authorized the City Manager to make updates to the EOP and staff have brought updates to the City Council for ratification. The newest iteration of the EOP is currently in development, and staff want to present a short list of items that will be improved to the Committee. A short summary of the updates to the EOP are:
• Improve elements related to the Finance Section and disaster reimbursement. • Improve elements related to the Logistics Section and integrating the General Services Department into the plan.
• Adjust categories, such as levels of EOC activation, to be in line with other members of the Santa Barbara County Operational Area.
• Update responsibilities of each Section for clarity.
Item IV. Review Educational Component for Ordinance to Require Safe Storage of Firearms in Residence
On August 16, 2022 the City Council adopted an Ordinance to add Chapter 9.10 to the Goleta Municipal Code to require the safe storage of firearms in a residence. The Ordinance requires that firearms be stored in a safe manner in order to reduce both intentional and accidental injury or death resulting from these firearms. For more information view the staff report HERE. At this meeting, Council requested staff to look into developing an education component for the adopted Ordinance.
City Community Relations staff worked with SBSO staff to develop an educational flyer to share with local gun shop owners and the community. The draft flyer can be found in Attachment 1 for the Committee’s review. Staff recommend the Committee provide feedback and suggestions on the educational flyer.
