Hi to Goleta Mayor and Goleta City Council Members

This is in regard to the October 3, 2023 Goleta City Council agenda. This item:

C.1 23-442 Hollister Avenue Old Town Interim Striping Project Alternatives

For decades Hollister Avenue in Old Town Goleta has been hostile to any form of life. Seven lanes for motor vehicles and nothing for bicyclists. And broken, irregular sidewalks for pedestrians.

The Goleta City Council finally voted to approve an "Interim Restriping Plan" to try out a new configuration that leaves five lanes for motor vehicles and squeezes in bike lanes. But nothing has happened.

Here is why: Someone added in a massive total reconstruction of Hollister Avenue in Old Town Goleta at a cost of millions of dollars.

That the City of Goleta does not have.

Please vote on this item to do one simple thing: Immediately implement the Interim Restriping Plan. Do not pass Go. Do not collect 200 dollars. Do not add any other projects. Please just get this done. Now. Thank you!

Best wishes,
Robert Bernstein

Dear Mayor Perotte and Councilmembers,
The Hollister Avenue striping project is the key component for the revitalization of Old Town. The implementation of a plan that has been discussed and approved after so many workshops and public hearings over the past 20 years needs to find a way to become reality. The City of Goleta deserves it, the people of Old Town have earned it.

To the casual observer, the bid documents contain discrepancies that defy the norm. Why would a contractor bid $761,000 for traffic control (item #1) while another one bid 127,000? Why is the modification of traffic signals (#17) estimated by staff at $265,000 but bid at $988,000 (370% higher) by one contractor and $2,408,000 (900% higher) by the other? What went wrong in this process? It’s been a long time coming. You need to take ownership of this extremely important project, prioritize it and find a way to build it. Now, please!

Dear Mayor Perotte and Councilmembers

I was hit by a car at the age of 13 years old on Fairview Avenue within 300 feet of Hollister. That was in 1978, and nothing has changed other than there is way more traffic. Shame on us.

My grandfather and my dad owned a pharmacy together in Old Town Goleta. My dad remembers when it went from 2 lanes to 4 lanes, he told me that business suffered as it became an alternate to the 101. There is ample proof that bike safety is good for business and yet we stall and resist the very projects that actually support local businesses.

The Hollister Avenue striping project is the key component for the revitalization of Old Town. Its implementation has been discussed and approved after so many workshops and public hearings over the past 20 years and needs to find a way to become reality. The City of Goleta deserves it, the people of Old Town have earned it. Old town could be an amazing space! But it's NOT, it's a place I personally avoid because it's an unsafe ride.

Bike and ped safety take a back seat behind automobile travel, why is that? Culture. It's the same culture that's created climate change and that's resisted doing the necessary work to create safe communities and a liveable planet for our children.

We know that bikeable/ walkable communities are more desirable places to live, and yet, we spend over 20 years debating the idea of reclaiming space from automobiles back to people?? Please don't let money stop you from ensuring human safety. Scale back the project if necessary. There are ways to create safety without spending millions. (even though the cost of automobile travel costs us billions, as well as habitability, wow, what a cost) Honestly, we shouldn't have to "find" funding for biking, it should be wrapped up as 20% of all traffic/road budgets. (The separation of allocated funds ignores the facts and puts pressure on small, understaffed groups to be able to withstand the giants among us.)
Get the job done. Please.

Hello,

I am reaching out to inquire whether or not the City of Goleta is aware of/has applied for an SS4A grant <https://www.transportation.gov/grants/SS4A> . The Hollister Interim Striping Project would almost definitely qualify for an Implementation Grant through the SS4A program, and applications are due early next year. I understand Goleta needs additional funding to complete the Hollister Interim Striping project; I would recommend looking into this funding option. The city of SLO received one last year - perhaps they could assist with an application from Goleta. provide some insight into the application process.

I know it's a long shot, but would it be possible to take out a loan in order to complete the project now under the assumption that the city ight be able to acquire an SS4A grant in the near future?

Regardless, I would like to voice my support for completing the interim striping project - it is a project that has been a long time coming and that will improve safety for all street users in the Old Town corridor. I empathize with the obscene cost of the bids for the repaving; but please, don't let this (admittedly large) hurdle kill the project.

Thank you for your time and consideration.

All the best,

Kira Pusch

Subject: More on Back-in Angled Parking for Goleta Inspired by 20 year old studies cherry picked form the Web????
Dear Stuart,
In light of this latest reported fiasco in today's Noozhawk With Construction Bids Way Over Budget, Goleta Council to Consider Options for Old Town Striping Project | Local News | Noozhawk , isn't it about time to reevaluate this absurd proposal?
Isn't it bad enough that your chief engineer based his entire proposal to the city based on cherry-pick articles off the web that are either decades old or put up by highly partisan law firms as I noted in my email of last February?
Now we discover that estimates of cost are not even remotely in the realm of reality??? Hardly a way to run a city, is it???

Dear Derek Rapp,
Seriously??? Are you telling us, the citizens of Goleta, the best information you have on Back-in Angled Parking is gleaned from 15-20 year old articles you cherry-picked from the Web???? The Web???? Doesn't this remind you of the response to Covid where instead of listening to the CDC, the last administration consulted the web???
2 Where are the actual studies of what happens in these cities where it has been tried??? Are there any??? Would I be correct in presuming you consulted none??? And the studies you cherry-picked are hardly scientific and/or non-biased by advocacy groups of one philosophy or another, are they???
Where are the critical studies of the difficulty many people have, particularly older drivers, trying to back into these spots???
And you are going to gleefully change a hundred years of driving and parking protocols based on this???
Isn't there something seriously wrong with our City administration if this is what they are allowing you to use as the basis for this rather controversial, expensive, non-sensical and in fact insipid traffic plan???
And is this the very bet you can do in the way of documentation??? Is this anyway to run a city???
If it is, it should not be....

The Monday Morning Commute: Ask
traffic engineer Paul Basha: Do you
know anything about rear-in angle
parking? - Rose Law Group Reporter
Back-in angle parking is very useful for several reasons.

Their primary use is after bicycle lanes. Bicycle friendly cities, and not-somuch-bicycle-friendly cities, like Tucson, Honolulu, Salt Lake City, Austin, Des Moines, Peoria
(Illinois), Indianapolis, Marquette, Birmingham, Knoxville, Arlington, Philadelphia, Baltimore, Washington DC,
Wilmington, Missoula, Portland, Olympia, Seattle,
Vancouver, Winnipeg, and Montreal have them.
