Agenda Item A.4

CONSENT CALENDAR
Meeting Date: October 17, 2023
____________________________________________________________ TO: Mayor and Councilmembers
FROM: Charles W. Ebeling, Public Works Director
CONTACT: Derek Rapp, Contract Traffic Engineer
SUBJECT: No Parking Zones on Valdez Avenue at Covington Way and Carlo Drive at Covington Way
RECOMMENDATION:

Adopt Resolution No. 23-___, entitled “ A Resolution of the City Council of the City of Goleta, California, Authorizing No Parking Zone s on Valdez Avenue at Covington Way and Carlo Drive at Covington Way.”
BACKGROUND:

Public Works staff monitor traffic conditions throughout the City and implement various measures to improve traffic safety when warranted and as approved by the City Council.

Traffic safety concerns are also brought to staff’s attention by members of the community.

Various concerns including, but not limited to , sight distance, traffic speeds, pedestrian safety and intersection operations are routinely investigated and responded to as needed.

San Pedro Creek restricts access between neighborhoods east and west of the creek. A pedestrian bridge over the creek at Covington Way is the only east -west access in the neighborhood between Stow Canyon and Calle Real . The significance of this route was identified in the Goleta Bicycle and Pedestrian Master Plan, recommending th at the existing bridge be widened and stop signs be installed on either side, (Valdez Avenue and Carlo Drive) to facilitate bike and pedestrian access (See Figure 1 below). 1 Meeting Date: October 17, 2023

As a result of a resident concern about pedestrian safety, Public Works staff conducted a field visit including driving Valdez Avenue and Carlo Drive near Covington Way, in all directions and reviewed corner sight distance requirements at these two intersections. A review of traffic volumes determined that neither intersection warrants the installation of all-way stop control. However, to improve the visibility of bikes and pedestrians , Public Works staff recommend the following parking restrictions for City Council consideration.

See Figure 2 for a visual representation of these parking restrictions.  Covington Way/Valdez Avenue
No Parking Zones on the east side of Valdez Avenue 75 feet southerly of Covington Way, and on the west side of Valdez Avenue 15 feet northerly and 15 feet southerly of Covington Way
 Covington Way/Carlo Drive
No Parking Zones on the east side of Carlo Drive 95 feet southerly of Covington Way, and on the west side of Carlo Drive 55 feet northerly and 15 feet southerly of Covington Way
In addition to improving sight distance at these intersections, Public Works staff will also stripe crosswalks and install pedestrian crossing warning signs to further increase driver awareness of pedestrians in the area.

DISCUSSION:

Public Works s taff observed Valdez Avenue and Carlo Drive for intersection sight distance obstructions, such as parked vehicles, fences, large trees, or significant vegetation, and confirmed that parked vehicles restrict the line of sight at the proposed crosswalks at the intersections with Covington Way . The Association of State Highway and Transportation Officials publication A Policy on Geometric Design of Highways and Streets (Green Book, 7th Edition, 2018), which is adopted by the City, provides the following guidance with respect to sight distance requirements f or stop control on the minor intersection leg:
“At uncontrolled or minor approach stop-controlled intersections, sight distance along the intersecting roadway should be sufficient to permit the driver on the minor road to anticipate and avoid potential co llisions. If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions.”
Based on the posted speed of 25 miles per hour, the minimum stopping sight distance is 150 feet. Sight distance to the north and south from the crosswalk location at both the Covington Way/Valdez Ave nue intersection and the Covington Way/Carlo Dr ive intersection would be obstructed by parked vehicles. This project will reduce street parking by approximately 9 parking spaces, 3 on Valdez Avenue and 6 on Carlo Drive.

This can be seen in Attachment 1.

Notices were posted at the site to inform the public of the possible No Parking Zones.

Notices were mailed to adjacent properties within 500 feet of the affected intersections, 3 Meeting Date: October 17, 2023

Page 4 of 5 ends

in accordance with City’s noticing protocols, which are included in Attachment 2. A copy of the public notices showing the location of the proposed No Parking Zones is included in Attachment 3.

Two comments regarding the proposed No Parking Zones were received. One resident provided support for the proposed No Parking Zones . The residents at 365 Carlo Drive, located on the northwest corner of the Covington Way/Carlo Dr ive intersection have expressed concerns with the loss of the 3 parking spaces in front of their property. Given that there is ample public parking in the immediate area, this concern does not change staff’s recommendation.

Public Works staff recommends that the City Council adopt the Resolution entitled, “A Resolution of the City Council of the City of Goleta, California, Authorizing No Parking Zones on Valdez Avenu e at Covington Way and Carlo Drive at Covington Way” (Attachment 4).

FISCAL IMPACTS:

The approved FY 20 23-2024 budget includes $75,000 for striping in account 205 -50- 5800-51074 Maintenance–Street Striping for the maintenance and installation of signage and striping. The total estimated cost to install the No Parking Zones at the intersections is approximately $ 1,000. There is sufficient funding in the existing budget, therefore no additional budget appropriation for this action is required.

Parking Restriction Protocol

PARKING RESTRICTIONS PROTOCOL

1. A request for parking restriction is received from the public or City personnel and is logged in to the City’s service request database.

2. The requesting party is contacted to clarify the request and obtain any background information. This step includes contacting the requesting person and determining the reason for the request. There are often underlying reasons for such requests that are not readily apparent, or disclosed when the original request is made. This step helps to identify those underlying issues.

3. The site visit is then conducted to:

 Meet with the local resident or business owner about their request.  Conduct a field review to observe the situation firsthand.  Verify and collect relevant data, such as traffic co unts, collision reports, speed data , available sight distance, street width, driveway locations, existing signing and striping, vehicle queuing, parking availability and demand, pedestrian and cyclist patterns, signal timing, etc.
 Meet with other affected parties (such as adjacent properties, homeowner associations, business groups, Sheriffs Department personnel, etc.) to d iscuss concerns, as well as perceived causes and potential options.  Take digital pictures as necessary to document existing conditions.

Steps 2 and 3 could be repeated until sufficient information is obtained in order to complete the evaluation in Step 4.

4. The request is then evaluated based on the information gathered in Steps 2 and 3. Other factors considered in the evaluation include potential impacts if the restriction is or is not implemented, as well as any feasible and/or appropriate alternatives to the request that could resolve the issue. For example, an alternative to a “No Parking Anytime” request may be to restrict parking to certain hours, or to restrict parking of commercial vehicles only.

5. A recommendation to either approve or deny the request based upon the evaluation is made by the City Engineer. Depending on the outcome of the recommendation one of two things will happen:

Request Recommended for Approval
If the recommendation is to approve the request for a parking restriction a notice is issued to the public for comment. The notice will include a City contact name, 12

Page 2 of 2 ends

phone number, and email address so that interested persons from the public may submit their comments and any concerns. In general, noticing will include all properties within 500 feet of the parking restriction along the street that is impacted. Limits of noticing may vary with each request and may include more area as deemed necessary. All information, comments, and concerns are to be provided to Council as a part of the Agenda Report for review. (Continue to step

6.)

Request is Denied:

If the recommendation is to deny the request, a letter is to be sen t to the requesting party describing the reasons why the request is being denied with a contact name, phone number and email address for further discussion or clarification. A copy of the letter is provided to City Manager and Council for their information.

6. If recommended for approval, the request will be brought to the City Council for consideration. All information collected and any comment received as a result of the public notice will be provided as a part of the agenda report for review and consideration by Council.

7. The City Council approves or denies the request.
