Please allow me to introduce myself. I'm Jacque Ohl-Trlica, President of the First University Village HOA (FUVHOA) that oversees the 95 home single resident home development that is located in one of the few City of Goleta Residential Planned (RP) developments. We have been incorporated since 1966 and remain a quiet, comfortable neighborhood with the sole charter of keeping three green spaces open for the use and enjoyment of anyone who wants to use them. We remain a vibrant community with great neighbors everywhere! Unfortunately, there are only two entry/exit points into our entire development which we also share with the next door Meadowtree Condominium HOA with an additional ~60 units. Our main entry point for both developments of nearly 200 residences is Mills Way which can only be accessed by driving on Phelps Road which has been in dire condition for several years now.

We witness the daily traffic that Girsh Park users add to the travel on Phelps Road every day and especially at all of the delightful special events held there, and are wondering when the City of Goleta plans to resurface or at least fill and repave Phelps Road? It's not a minor use road, especially for the residents who depend on using it for school and work access at least twice a day, but it is difficult to dodge all of the holes at this point even though there's evidence of many patches in place. Even the nearby fire trucks from Station 11 have to navigate slowly down Phelps Road from their station before they attempt the turn at Mills Way to access the First University Village and Meadowtree developments. It's not just uncomfortable to drive on Phelps Road, it's becoming hazardous.

I look forward to hearing your thoughts on when Phelps Road will be fixed. At our recent 95 home HOA Annual Meeting there was great interest from many homeowners about the condition of Phelps Road. Thank you for your time and attention to this matter.

Dear Mayor and City Council members;

I ask that you find a way to move forward with the striping of bicycle lanes through old town Goleta in this fiscal year, rather than bundling with other projects in a
future year to possibly reduce costs.

Safety is No Accident!!!

The perception of safety is also crucial so we may shift more people to human-powered and electric-assist
bicycles for their transportation needs.

Currently, the striping in old town Goleta discourages
those who might bicycle from using Hollister through old town for shopping and transportation.

This re-striping of old town has repeatedly been studied and delayed for at least two decades since our city of
Goleta was incorporated.

On October 30, 2023, and any future meetings please
support bicycle safety and the perception of bicycle
safety by approving the funding for restriping in the
current fiscal year.

Wishing you, and yours well, and wellness.

I support the recommendations in the staff report to fund the Goleta Old Town Restriping Project as part of Project Connect.

Old Town Goleta has been waiting decades for a major change to improve pedestrian and bicycle safety through Old Town. It will have a real positive impact to the residents of Old Town.

No more delays please.

You can do this!

Sincerely,

I think the "back in parking" would be a disaster! It's as hard to back into a narrow space as it is to parallel park. AND if you have also narrowed the street to one lane, then cars would be lined up waiting for the back-in parker to get parked, because there would not be another lane for traffic to move into to get out of his/her way!!
There would be many areas for street parallel parking if so many areas weren't painted all red!! Also, narrowing the road to one lane of car traffic makes it impossible to give leeway to bicycles along the bike paths.

Perhaps creating another parking lot within walking distance of most of the retail would clear the street and allow for easier shopping.

Please don't waste our money on such a silly scheme!! SIMPLIFY!!

Thank you,
Tricia Dixon---Winchester Commons resident

Dear Mayor Perotte and Councilmembers,

The Santa Barbara South Coast Chamber of Commerce, from Goleta to Carpinteria, would like to reiterate our support for the Hollister Avenue Old Town Interim Striping Project. The Chamber has been following the concept of Old Town re-striping for many years and has supported it from the beginning. The needs of Old Town businesses and residents have not changed, and the importance of the Interim Striping Project AND a long-term place for revitalizing Goleta’s downtown remains. This project is a key first step in the long-term process of creating a walkable and inviting downtown with a true sense of place.

It was a long process to reach a final decision on this item. The Chamber applauded the City’s previous decision to move forward with this project with one vehicle and bike lane in each direction, a non-traversable painted median, back-in angled 90-minute parking along the north side of the street, parallel 90-minute parking along the south side of the street, pavement restoration, and traffic signal equipment and timing upgrades. Despite delays, this project has appeared to have wide support from residents and the business community alike. We hope that the City will maintain this previous decision.

Please support continuing to move forward with the Hollister Avenue Old Town Interim Striping Project, ensuring bike and pedestrian safety, traffic calming, and the long-term plan for creating a more vibrant downtown.

Thank you,

Dear Mayor Perotte and City Council members,
Please do not wait any longer to get bike lanes on Hollister in Old Town Goleta. The Hollister Old Town Interim Striping Project must move forward. I ask that you reconsider the roundabouts and perhaps go back to the drawing board with that project which could make funds available for Old Town. Make funding for the Interim Striping project a priority please- we have been waiting for over a decade.

Re: City of Goleta Special Council Agenda, Monday, October 30, 2023 - Funding Project Connect and Hollister Old Town Interim Striping Projects Cars Are Basic
TM, Inc. has commented on the above item previously. Upon review of the City's finances, and success of "alternative transportation" CAB recommends the cancellation of the narrowing of Old Town Hollister, saving both the taxpayers and the circulation element of this area. -Receive a presentation on the preliminary five-year (2023/2024 - 2027/2028) Capital Improvement Program project delivery and preliminary cost estimates- CAB's conclusion that is not in the best interests of the City of Goleta in general, Old Town Goleta or its businesses, still holds. The history of the City on this item is questionable, and appears to have been influenced by political factions instead of fact. In the preliminary presentation (that CAB attended) by your Staff the statement was made that Old Town Hollister is critical as an alternative traffic circulation when the 101 Freeway is closed. CAB asked of the City, if it had prepared a baseline bicycle count? The answer was not yet. CAB presented its own bike count to the Council, from the late Spring of 2022. It was conducted from 7 AM to 9 AM to determine the baseline bike use for the works in Old Town Goleta. CAB has attempted to be respectful of the City and Staff in our attention to this issue.

As the Mayor and Council are fully aware you violated the State of California Brown Act, when the Council attended a public meeting at the Old Town Community Center that was advertised as an outreach. At this Brown Act Violation, the Mayor, two Councilmen, and one Staff were sked by CAB members when the official City of Goleta baseline study for bikes would be completed. The answer was, before the City of Goleta Council would vote on the narrowing of Old Town Hollister. There never was a baseline count. We asked of the Mayor and Council if the City had done a baseline count of bicycle use throughout the City. The answer was no. Yet the Mayor and Council have continually referred to the “Bike Project” in the City that by CEQA demands a comprehensive EIR.

The wording of part of your agenda item as "Interim Striping" is deceptive at best. The Council as a whole and Staff have made it clear that the narrowing of Hollister at this location is not and will not be "Interim." It is the beginning of complete obstruction of Hollister, and make it so expensive that future Councils cannot afford to rip out these future plans.

We ask of Staff and Council the following:

You have failed to perform on the Caltrans Grant for the Roundabouts and now are in even greater default. The issue of inflation makes your ability to perform almost impossible. How is it possible for Goleta to continue without shifting funds in a less than honest manner? You have plans hidden under the heading of the Eckwill Flower plan (aka Hollister Roundabouts) that the Mayor and Council have stated are to "improve" growing traffic loads while at the same time you are narrowing Hollister. This is a direct contradiction of purposes? How does the Council answer this contradiction?
If you narrow streets how are vehicles going to get to the vaunted train depot in an efficient manner? If you have examined the City of Santa Barbara commuter train promotion you will have seen that the entire concept has failed, and the "last mile" guarantee never happened.

If you narrow streets, how are you going to handle emergency over flow traffic when 101 is blocked?
If you narrow streets how is the failed MTD shuttle system supposed to get more effective? Council has discussed the issue of E-V's and self-driving cars. Yet their history is stalling in traffic, unable to recognize small profile bikes and pedestrians. With actions by Sacramento, it is perfectly OK to J-walk and ride through intersections when the bike rider wants to. How is the Council going to remediate these issues as it continues to change and constrict the traffic grid? The State of California DMV states that E-V bikes are not allowed in bike lanes. Why is the City not enforcing this and how are you going to stop E-V bikes from using the proposed bike lanes?
The Goleta Council has boxed themselves into a very very very dangerous corner. The public is rebelling. E-Cars are not wanted by the public, the public does not want more "Stack'm & Pack'm" housing, and the environmental issues of Lithium Batteries, failing wind farms, and solar is costing the workers of the State. Faced with these conditions how is the above Council item how are you going to reconcile a) unethical behavior, b) failure to fulfill promises efficient traffic, and more?
Respectfully,

(Electronic Signature)

Subject: Special City Council Meeting on 10/30/23, Agenda Item A.1

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Madam Mayor and City Councilmembers,

Granite Construction Company (“Granite”) is currently the lowest responsive and responsible bidder on the Hollister Avenue Old Town Interim Striping Project. Our bid is competitive (almost $500,000 lower than the second bidder), and it reflects the scope of work and project requirements presented in the bid documents.

We request that the proposed Recommendation D to negotiate a change order with the Project Connect contractor be rejected. This action, we believe, is not permitted by the California Public Contract Code. The proposed change order would make no substantive modification to Project Connect. The work limits of the Interim Striping Project are completely outside the work limits of Project Connect. The Interim Striping Project is a completely different project from Project Connect and given the value of the work, should be let to contract by formal bidding procedures.

In the event the city council accepts the proposed Recommendation B to reject all bids for the Hollister Ave Old Town Interim Striping Project, we request that Granite be provided the opportunity to bid on the revised project after staff has made the changes targeted to reduce total cost.

Regarding the proposed Recommendation C to direct staff to award the Project Connect project on 12/5/23, Granite is currently the 2nd bidder. Our letter protesting the award to Security Paving Company, Inc. was submitted to the City on 10/27/23.

Respectfully submitted,

GRANITE CONSTRUCTION COMPANY

Subject: Comment for Tonight's Hearing on Capital Improvement Projects

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Mayor, City Council and Staff,
I am unable to attend the hearing tonight, but want to offer comment.

I was quite shocked and disappointed to not see the improvements to the remainder of Cathedral Oaks Drive from Evergreen to Winchester Canyon Road listed among the projects in the 5-year capital improvement plan.

Why in the world would the needed improvements just suddenly stop at Evergreen, given the extremely poor condition of the road as one continues. While I am grateful for the wonderful long stretch of improvements made to Cathedral Oaks up to that point, it makes the thousands of us who live or work beyond that point feel like "second class citizens" to have to daily drive a road with dangerous ruts and cracks in it, doing damage to our tires and cars over the long term. And it is an embarrassment to have our visitors experience this "second class" roadway in our section of Goleta.

I fear the tendency of myself and others to swerve into the bicycle lane to avoid the worst ruts and to find smoother pavement to drive over. There is no way that this roadway, especially with another winter of heavy rains coming, will survive the next 5 years without becoming increasingly a driving hazard, especially for us older seniors who prefer driving home to North Goleta on Cathedral Oaks rather than the busy freeway.

If I had time and energy, I am sure I could secure hundreds if not thousands of signatures from North Goletans who want and need the completion of the Cathedral Oaks roadway to be made a higher and more urgent priority for funding. But I am 80 years of age, still busy and working, and only heard of this in your latest newsletter. I think most of us just assumed the improvements to Cathedral Oaks Road would be completed in the near future. I am confident I speak for our entire community of North Goleta.

Sincerely,
Pat Snyder
