Agenda Item A.1

CPMS DISCUSSION/ACTION ITEM
Meeting Date: November 16, 2023
TO: Mayor and Councilmembers
FROM: Deborah S. Lopez, City Clerk
CONTACT: Liana Campos, Deputy City Clerk
SUBJECT: Interviews of Candidates for the Santa Barbara County Library Advisory Committee
RECOMMENDATION:

A. Conduct interviews for the Santa Barbara County Library Advisory Committee; and B. Recommend to the Mayor a nominee for appointment to the County of Santa Barbara County Library Advisory Committee to represent the City of Goleta.

BACKGROUND:

The Board of Supervisors created a county -wide Library Advisory Committee so that representatives of communities with libraries operating as part of the regional free library system could meet quarterly to discuss issues of mutual concern.

The Board dete rmined that each contracting city may nominate one citizen from that community to serve as a member to the Committee. Consistent with the requirements of Government Code Section 40605, the Mayor has made this appointment , subject to the City Council’s approval. In years past, terms were concurrent with the one-year term of the Agreement for Operations of a County Wide Library System, beginning on July 1 and ending June 30 of the following year.

In 2021, Section 13 of the agreement was amended to provide that the term of office of each member of the Library Advisory Committee shall annually and automatically renew each year, unless replaced at the pleasure of the Board of Supervisors or by request of the nominating jurisdiction. So, the City is no longer required to recommend a nominee annually. Staff recommends that the City of Goleta’s representative’s term be revisited every four years, like other City board and commissions. Following the recruitment for the new four -year term, the name of the nominee with be forwarded to the Board of Supervisors for approval, after which the Mayor will ratify the appointment with Council approval.

Meeting Date: November 16, 2023
The Library Advisory Committee meets quarterly to review services and operations, and to make advisory recommendations t o the Board of Supervisors and cities participating in the County library system. The next meeting is scheduled for December 6, 2023.

The City of Goleta appointed Cole Heimerdinger on November 15, 2022 with a term ending June 30, 2023. Mr. Heimerdinger notified staff that he would not be seeking re - appointment.

DISCUSSION:

The purpose of this agenda item is to allow the City Council the opportunity to interview and nominate an appointee to the Santa Barbara County Library Advisory Committee to fill the vacant position. The City of Goleta nominee will then be considered and confirmed by the Santa Barbara County Board of Supervisors. The County Board of Supervisors’ appointment will then be considered for the Council ratification of the mayoral appointment.

In anticipation of the expiring term, the City Clerk’s office published requests for candidate applications on the City website , the Monarch Press, Channel 19, the local adjudicated newspaper, postings at the Goleta Valley Library, Jonny D. W allis Park, GovDelivery Bulletins, various social media sites (Facebook, Instagram and X, formally known as Twitter) and generated press releases.

Staff has confirmed the following interview applicants and times:

Scheduled Time Candidate
5:35 p.m. Walker Colston
5:50 p.m. Joseph Beck
6:05 p.m. Irene Solovij
6:20 p.m. Anna Jordan
6:35 p.m. Martha Donelan
6:50 p.m. Lorraine Woodwark
7:05 p.m. Meaghan Tiernan
At the conclusion of interviews, each Councilmember will be asked to state a preferred nominee. The Mayor will refer a nominee to the Board of Supervisors. Ratification of the mayoral appointment will come before the City Council once the County Board of Supervisors confirms their appointment.

ALTERNATIVES:

Council is under no obligation to make an appointment at this time. However, because Heimerdinger is not available for a n automatic renewed appointment, t aking no action would mean that this position would remain vacant until a new appointment is made.

Meeting Date: November 16, 2023
FISCAL IMPACTS:

There is no direct fiscal impact related to this recommendation.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? It is extremely important to me to be involved in my community. However my past work involved long hours and travel and it was difficult for me to commit to community service consistently or long term. Now, that I have retired, I find that I would like to serve my community and organizations with my time and skills as much as I can. Most recently I am a jury member for the 2023-24 year of the Civil Grand Jury of Santa Barbara County.

Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.

I hold a Masters in Communications Sciences, have been in the hi-tech industry for over 20 years and have been a trainer and public speaker. I am also a freelance writer and founded the Maryland Writers Association which is still functional after 35 years and has multiple chapters. So my love of the printed/written/spoken has been a passion of mine throughout both my professional and personal life. In my job experience, my main focus was to reach out to people, engage them to learn and respond, and encourage them in their own goals while I was in a management position. I have worked closely with the Board of Education and Dos Pueblos HS in establishing their program that encourages youth to become entrepreneurs and provide them with an understanding of the business world. As a project manager, I have effectively planned and implemented projects for my department meeting deadlines and exceeding expectations. I also have over 25 years in sales and marketing and writing both technical and informational material.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? I believe in participating in and giving back to my community. My goal is always to root myself deeply in local community, and while I've been engaged fully with my neighborhood elementary school for years, I would like to increase my civic engagement and think this is a good place to start.

Question applies to multiple boards
Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.

First, I love the library. As an avid reader, writer, mom of four, and college professor, I can honestly say that my life is made whole by the Santa Barbara and Goleta library systems. I feel passionate about the library as a hub for learning, discourse, and community engagement, and I would love to contribute to its continued service to the Santa Barbara community. My personal passion is supported by my professional expertise. I have a BA in English Literature and an MFA in Creative Writing. I'm an assistant professor in the English department at Westmont College. Prior to my full-time position at Westmont, I split time between the Westmont and Southern New Hampshire University, where I worked with adult learners and helped train/instruct new faculty. My experience working with students ranging from young adult to senior citizen has provided me with a wealth of experience and insight into the literacy and needs of a broad swath of the adult population.

My goal is to provide insight and support to ensure that the library continues to serve the people of Santa Barbara well.

Interests & Experiences
Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? As a Santa Barbara native and mother, I find the library extremely useful for day-to-day activities, resources, and content. I want to add the perspective of a parent as Goleta starts to grow and attract more young families. I would love to help and serve my community to help develop programming that supports our residents.

Describe your qualifications, experience, and education, and list any technical or professional requirements you have relative to the duties of the board, commission or committee to which you are applying.

While at UCSD, I served as the Service Chair for my Kappa Alpha Theta organization, in partnership with CASA as well as other local non-profits. In my role, I developed programming that helped to support selected orgs and built marketing collateral and increased online presence. More recently, I act as the co- lead and founder of my organization's Employee Resource Group's Caregiver Community, developing programming and partnerships to educate and support employees who care for family members. I also participate in PPCCC, volunteering hours as applicable. I plan to join my daughter's PTA - she's a kindergartener at Brandon Elementary.

What are your goals in serving on the board, commission, or committee to which you are applying?
After the birth of my second child last year, I reached out to Nicole Lvoff, library assistant, to share an interest in additional baby programming while on maternity leave. We communicated via email and my PEP mothers have since loved the additional programming catered to the younger crowd. I want to continue to promote programming for both youth and the elderly, to increase social media involvement, reach out to local businesses for partnership, and market online - something I do in my day-to-day job with Google - to a wider audience.
