RECOMMENDATION:

C. Authorize staff to conduct a professional fee study for the Goleta Community Center and associated amenities.

BACKGROUND:

For several years, the City Council has expressed an interest in enhancing the role the Goleta Community Center plays in the Goleta community. During the development of the Goleta Community Center Strategic Plan (GCC Strategic Plan), several areas of needed improvement were identified including enhancing the transparency of the rental process to the public, making modifications to policies and procedures, and making adjustments and additions to fees and charges.

On January 1st of 2023, the City assumed interim management of the Goleta Community Center and adopted the directive of a status quo policies and procedures as well as rents, fees, and charges. Subsequently, the main facility and most of the rental areas were closed to the public due to t he seismic retrofit construction project. Staff worked with existing facility renters to find temporary locations to avoid any interruption in their programs.

The non-profit Goleta Valley Community Center (GVCC) organization had historically coordinated the Senior Program, including a drop in Senior Center, but in November of 2022, the GVCC placed the program on an “indefinite pause ,” leaving the senior community without services. City staff assumed the coordination of most of the remaining senior programs in January of 2023, with modifications, in the small Senior Center in the back of the facility, the pickleball courts and the front gazebo. Larger programs like the Senior Line Dance class continued through partnerships with CommUnify and the Goleta 1 Meeting Date: December 19, 2023

Boys and Girls Clubhouse. Staff also worked with the Santa Barbara Foodbank to provide a twice a week Older Adult Nutrition Program and a once-a-month Saturday Food Distribution from the Goleta Community Center.

On Apr il 18, 2023, the City Council adopted the GCC Strategic Plan. This plan was developed with the efforts of the Community Center’s Working Group members, with information from past studies and surveys, and with additional public input sought through surveys taken during the development process. This GCC Strategic Plan has created a foundation and implementation plan for the future success of the facility and its operations.

On August 15, 2023 , the City Coun cil made the decision for the City to maintain direct management of the GCC through the completion of the s eismic and ADA construction projects and for the first few years of implementation of the GCC Strategic Plan.  As a result, staff have been working t o prepare the facility for the public after the new year , including the development of new general policies for operations, new rental policies and procedures, and recommendations associated to current an d future fees and charges. These are the subject of this report.

Separately, a Request for Proposals was issued for the provision of a Senior Program at the Community Center , and staff will return in January 2024 to discuss the results and staff recommendations related to that process.

DISCUSSION:

The following subsections provide context for each of the topic areas and additional information to help illustrate the connection back to the Strategic Plan.

Policy and Procedure Documents

Utilizing the GCC Strategic Plan and sourcing from other municipal community centers, staff developed new policies and procedures to guide the public to easily, efficiently, equitably, safely, and effectively access the Goleta Community Center (Attachment 1).

These new poli cies define the expectations and processes for users of this valued community space.

These policies aim to highlight the following objectives, tactics, and goals defined by the GCC Strategic Plan:

Objective 1.1: Create a culturally diverse, equitable, inclusive, and welcoming space for all community members within 24 months of full reopening.

Strategy 1.1.4: Develop culturally sensitive policies and procedures that allow everyone to feel welcome.

As previously stated, the attached policies have been developed to align with the GCC Strategic Plan, industry standards for Parks and Recreation community facilities, the Goleta Municipal Code, and have been reviewed and supported by the City’s legal 2 Meeting Date: December 19, 2023

team.  In addition, these policies and procedures were presented to the Parks and Recreation Commission (Commission) at their regular meeting of November 8, 2023, for review. The Commission provided comments and unanimously supported the documents coming forw ard to the City Council, with a recommendation for a slight modification in the language of the WI-FI policy.

It is important to note that there are a few additional policies not included in these user policies, such as the Volunteer Policy, Insurance Policy, and the Diversity, Equity, and Inclusion Plan (DEI).  The DEI p lan for the Community Center will be presented in coordination with the City’s DEI Plan, which is currently under development .   The Volunteer and Insurance Policies will be developed in compliance with the City of Goleta standards. Staff is seeking adoption for the attached policies and procedures by City Council, allowing staff to develop appropriate signage, manuals, marketing materials, etc. in preparation of the facility re-opening.

Rental Policy, Procedure, and Process
During the strategic planning sessions, surveys revealed that members of the public found it difficult, confusing, and cumbersome to reserve a space at the GCC. This feedback was highlighted as a corrective measure in the following Objective, Strategies and Tactics outlined in the Strategic Plan:

Objective 2.1: Ensure the Community Center operates efficiently and effectively.

Strategy 2.1.1: Develop an operations plan that includes rental, recreational, and Community Center functions.

Tactic 2.1.1.2: Implement clear and consistent rental policies and fees.

Tactic 2.1.1.3: Implement a streamlined rental and application process.

Tactic 5.1.2.5: Enable facility users to host weddings and other large celebrations at the GCC.

Utilizing the GCC Strategic Plan, with a focus on the objectives, strategies and tactics listed above, and sourcing from other municipal rental facilities, staff developed rental policies and procedures to ensure a transparent process for members of the public to easily, efficiently, equitably, and effectively rent space at the Goleta Community Center.

These new policies identify the expectations, requirements, and process for renting a space for either an ongoing class, large event, or small meeting.

The purpose of this report is to present the GCC Rental Process, outline the main points of interest in the proposed GCC Rental Rules and Regulations and Rental Process, and recommend that Council adopt the proposed GCC Rental Process document (Attachment 2).  The Rental Process document has been developed to align with the Strategic Plan, the Goleta Municipal Code, and has been reviewed and supported by the City’ s legal team.

These policies and procedures were presented to the Parks and Recreation Commission at its regularly scheduled meeting on November 8, 2023, for review. The Commission had few comments and unanimously supported the documents coming forward to the City Council for approval, with minor modifications. One modification was in the age range for Youth Honoree Events, expanding it from 13 -20 years of age to 10-20 years of age. In addition, the Commission requested that staff provide clarification between the larger or one-time events and the ongoing rentals, as the focus of the document was on the one - time or larger events. Staff has added language in the document to address the concerns expressed by the Commission at their meeting.

Goleta Community Center Fees and Charges:

In assuming management of the Community Center, Council initially adopted status-quo fees and charges (Attachment 3). In anticipation of reopening the main facility to rentals, staff included minor modifications to these fees and charges in the City’s Master Fee Schedule that was adopted by Council on December 5, 2023, to better align with the GCC Strategic Plan and the proposed Rental Policy, Procedure and Process documents .

These Fees and Charges include the addition of a private party rate and an hourly court rental fee.

In addition, staff is requesting authorization to conduct a professional fee study for the Goleta Community Center and associate d amenities . The recommendation for a professional fee study is highlighted by the following Objectives, Tactics, and Strategies from the Goleta Community Center Strategic Plan:

Objective 2.1: Ensure the Community Center operates efficiently and effectively.

Tactic 2.1.1.2: Implement clear and consistent rental policies and fees.

Objective 5.1: Create a sustainable 5 -year funding plan within 24 months of full reopening.

Tactic 5.1.1.2: Explore tiered pricing structure options that encourage and attract Goleta residents, non -profits, community groups, small businesses, and GCC neighbors to use the Center, including developing agreement schedules that allow small programs to startup and grow within the space.

Tactic 5.1.2.4: Develop fee schedules for specific program and service offerings, as well as for facility rentals, inclusive of nonprofit, individual, and commercial rates.

Tactic 5.2.1.3: Maintain an updated fee schedule that reflects an appropriate level of cost recovery without deterring user participation.

GOLETA STRATEGIC PLAN:

Approval of the GCC Facility Rental Application Process, Rules and Regulations, General Policies and Procedures, and Fees and Charges documents achieve the following initiatives and goals in the City’s Strategic Plan:

City-Wide Strategy: 2. Support Community Vitality and Enhanced Recreational Opportunities.

Opportunities Strategic Goal: 2.2 Support programs that enhance quality of life in the Goleta community such as recreation, public safety, human services, and cultural arts.

FISCAL IMPACTS:

There is no fiscal impact associated with the approval of the facility or rental application policies or procedures. There is an estimated cost of approximately $15,000 - $25,000 for a fee study. Should an additional budget allocation be necessary to implement the fee study, staff will return to City Council at a later date.

ALTERNATIVES:

Council may choose not to adopt the proposed policies, new fees and charges for and not support the recommendation to conduct a professional fee study.  City Council may also recommend approval with recommendation and/or direction.  A delay in the process may delay the opportunity to confirm facility rental contracts for the Goleta Community Center in early 2024.
