Agenda Item A.6
CPMS CONSENT CALENDAR
Meeting Date: January 16, 2024
TO: Mayor and Councilmembers
FROM: Matthew R. Fore, General Services Director
SUBJECT: Amendment No. 3 to Professional Design Services Agreement with Holmes Structures Related to Capital Improvements at the Goleta Community Center
RECOMMENDATION:
Authorize the City Manager to execute Amendment No. 3 to Professional Design Services Agreement No. 2022-070 with Holmes Structures for work in support of the Seismic Improvement Project at the Goleta Community Center , updating the scope of work and increasing the contract authority by $57,530, for a new total contract amount of $191,030.
BACKGROUND:
The Goleta Community Center Seismic Retrofit Project is included in the City’s 5 -year Capital Improvement Program (CIP) and identified as Project No. 9 067. On July 29, 2022, the City Manager executed Agreement No. 2022 -070 with Holmes Structures to provide professional design services for the Seism ic Improvements Project. On October 4, 202 2, and September 19, 2023, the City Council authorized the City Manager to execute Amendment s No. 1 a nd 2 to the Agre ement, increasing contract authority, expanding the scope of services related to the Project, and extending the term of the Agreement until June 30, 2024.
DISCUSSION:
Construction on the project commenced in late May of 2023. Several items were encountered during construction on the nearly 100 -year-old building, which required additional design and consultation services by Holmes and its subcontractor, Page and Turnbull Architects, in order to resolve. These items included:
1) Development drawings for infill and waterproofing of the windows a t the b arrel roof.
2) Development of specifications and architectural details for the replacement of the bell tower roof.
1 Meeting Date: January 16, 2024
3) Provision of extended construction administration services through the conclusion of the extended construction period (January 2024).
FISCAL IMPACTS:
Sufficient budget exi sts in CIP Projec t No. 9067, the Goleta Community Center Seismic Retrofit Project, to cover the cost of the amendment with Holmes Structures.
Therefore, no additional appropriations are requested with this Council action.
ALTERNATIVES:
The City Council may elect not to authorize the proposed con tract amendment and provide staff with alternative direction. However, doing so would delay completion of the Seismic Improvement Project.
