CPMS CONSENT CALENDAR
Meeting Date: February 6, 2024

TO: Mayor and Councilmembers

FROM: Robert Nisbet, City Manager

SUBJECT: Resolution Ratifying and Extending Proclamation of Local Emergency Due to February 2024 Storm Event

RECOMMENDATION:

Adopt Resolution No. 24 -
entitled, “A Resolution of the City Council of the City of Goleta, California Ratifying and Extending a Proclamation of the Existence of a Local Emergency.”

DISCUSSION:

On February 4, 202 4, a significant storm event took place in Santa Barbara County.

Rainstorms and high winds throughout the City caused conditions of disaster and extreme peril to the safety of persons and property within the City. Perilous conditions included flooding on publ ic streets, watersheds, creeks, open spaces, wetlands, and on other property in the City. Public rights -of-way were damaged by flooding and downed trees, which caused the closure of sidewalks and streets and disruption of public servic es.

Rainfall intensity and duration of the storm event resulted in rising water levels and rapid water movement, which posed significant health, life, and safety risks in many areas of the City.

Based on these conditions, at 3:15 pm on February 4, 2024, after consultation with the City’s Disaster’s Council, the City Manager issued a Proclamation of the Existence of a Local Emergency in accordance with Chapter 2.10 of the Goleta Municipal Code (Emergency Organization) and Government Code section 8630. (E xhibit A to Attachment 1) Having a declared local emergency entitles the City to mutual aid from other government agencies during the emergency as well as reimbursement on costs incurred to deal with damage caused by the emergency from the State and Federal government.

Staff recommends that the City Council adopt the attached resolution to ratify and extend the City Manager’s proclamation of local emergency. (Attachment 1) An extension is necessary as the damage from the rain event continues to disrupt public services an d pose a public health and safety threat. The local emergency will remain in place until its termination by future action of the City Council. The City Manager will place the
