Meeting Date: February 20, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Jaime A. Valdez, Neighborhood Services Director PREPARED BY: JoAnne Plummer, Parks and Recreation Manager SUBJECT: Authorization to Secure State Funding for the Stow Grove Park Universal Playground
RECOMMENDATION:
Adopt Resolution 24-__ Entitled, “A Resolution of the City Council of the City of Goleta, California, Approving Application(s) for Specified Grant Funds from the Budget Act of 2023, 19.561(b)(25) City of Goleta Stow Grove Park Playground.” BACKGROUND:
In March of 2023, the City of Goleta supported the draft Master Plan of Stow Grove Park, which included the expansion of the existing playground to accommodate a universal or all abilities playground. The draft Master Plan was developed as a guide for improvements for Stow Grove Park, a nearly 100 -year-old beloved treasure in the community, which needs infrastructure improvements. As a part of the public process, the concept of expanding the playground to serve all the community members, including those individuals with disabilities was well received and incorporated into the draft Master Plan.
In April of 2023, the California Environmental Quality Act (CEQA) process began and concluded in August. The outcomes of the CEQA process were presented for adoption to City Council in December of 2023 as well as adoption of the final Master Plan for Stow Grove Park. It was during this time that local area legislators were advocating that funding for this project be included in the state’s budget, specifically to support the universal playground.
In June of 2023, Assemblymember Gregg Hart and Senator Monique Limón advocated for the City of Goleta to be a candi date to receive funding from the State of California Local Assistance Specified Grants for Capital Projects. In July of 2023, the City of Goleta was notified that local legislators were successful in securing funding to be placed in the State of California’s budget and managed by the State’s Department of Parks and Recreation for the Stow Grove Park Project, specifically for the universal playground in the amount of $750,000.
1 Meeting Date: February 20, 2024
DISCUSSION:
The process to secure the funding is to apply to the State Department of Parks and Recreation, under the Capital Projects Specified Funds. The request to adopt the resolution is the first step in this process. Once adopted, the City of Goleta will enter into contract with the State of California for the $750,000 for the universal playground.
The Stow Grove Park Master Plan is currently soliciting proposals for the development of construction projects. This process is estimated to last approximately one year, at which time the project can solicit competitive construction bids for one or more of the phases.
The funds associated with this grant must be expended by December 3 1, 2026, which will require the project to be re-phased to incorporate the construction of the playground into the first phase of the project.
GOLETA STRATEGIC PLAN:
City-Wide Strategy : 2. Support community vitality and enhanced recreational opportunities
Strategic Goal: 2.2. Strategic Goal: Support programs that enhance quality of li fe in the Goleta community such as recreation, public safety, human services, and cultural arts
FISCAL IMPACTS:
The only fiscal impact to the adoption of the resolution is the commitment to spend grant funds no later than December 31, 2026. Current funding for the Stow Grove Park Project, combined with the $750,000 in grant funding , is ample to complete phase one of this project based on current budget projections. Staff will continue to explore options to obtain additional funding to assist with the other phases of this project.
ALTERNATIVES:
Should the resolution not be adopted, the City of Goleta will not be able to enter into a contract with the State of California Parks and Recreation Department , thus not able to access the funds.
