TO: Mayor and Councilmembers
SUBMITTED BY: Charles W. Ebeling, Public Works Director PREPARED BY: Melissa Angeles, Assistant Engineer
SUBJECT: Construction Change Order for Project Connect to Construct the Hollister Old Town Interim Striping Project
RECOMMENDATION:

Receive and file this report on the construction c hange order for Project Connect to construct the Hollister Avenue Old Town Interim Striping Project BACKGROUND:

The Hollister Avenue Old Town Interim Striping Project received two (2) bids on August 10, 2023, in the amounts of $4,015,848 and $4,499 ,221.25. The engineer’s estimate for construction costs was $1,840,943.75. The bids received were 118% and 144% more than the engineer’s estimate , and as a result, the City Council rejected all bids at its Special Meeting on October 30, 2023, and directed staff t o negotiate a construction change order for Project Connect to construct the striping project due to the fact that the road construction was going to occur in the same area.

DISCUSSION:

Public Works staff negotiated with the contractor Security Paving, Inc. (Security Paving) for Project Connect, ), for the Hollister Avenue Old Town Interim Striping Project and received a cost proposal for $2,110,225. The Public Works Director authorized a construction change order for $2,110,225 and staff have budgeted a 10% contingency for unforeseen circumstances during construction which brings the total change order to $2,321,247.50. Through the negotiation of this change order, the City was able to secure a savings of approximately $2 million.

Construction of the Hollister Avenue Old Town Interim Striping Project is tentatively scheduled to begin in the Summer of 2024, depending on material lead times and weather conditions.
