Hello Madam Mayor and City Council,
I am thrilled to see this change order reported as complete. While not as large as the other aspects of Project Connect, I believe
the Interim Striping will have the greatest, and most
immediate benefit for the quality of life of Old Town residents. The anticipated safety and health benefits of this project are often understated. The reduced vehicle speeds, shorter crossing distances, greater bike access will contribute greatly to the safety and wellbeing of those living in and visiting Old Town. Even the possibility of lower road noise from reduced speeds can have mental and physical health benefits for those walking and biking along Hollister.
I hope that this aspect of the project begins
ASAP, and that it is prioritized in the schedule; it's
long overdue and the quickest to complete.
Additionally, please pass my thanks to the Public Works staff.
Best Regards,
Jason Chapman

Madam Mayor and City Councilmembers,
Granite Construction Company is on record at previous Goleta City Council meetings on 10/30/23 and 12/19/23 that we take exception with the City including the Hollister Avenue Old Town Interim Striping Project work in Project Connect. The work limits of the Interim Striping Project are completely outside the work limits of Project Connect. The Interim Striping Project is a completely different project from Project Connect and is not “change order” work related to or necessary for Project Connect.
Goleta Municipal Code Section 3.05.170, “Bidding Procedures for Various Project Amounts,” and California Public Contract Code Paragraph 22032 expressly restrict city/public agency employees from negotiating work exceeding $60,000 in value and mandate city/public works agencies to utilize a formal bidding procedure to procure work exceeding $200,000 in value.
There are exceptions for emergency and limited scope work; neither of which apply to the Old Town Interim Striping Project.
The $2,110,225 Construction Change Order discussed in the staff report for Agenda Item C.1 was not procured according to Goleta and California requirements and should be deemed void.
The City apparently has modified the scope of work and/or project requirements for the Old Town Interim Striping Project to fit the available funding. The proper next step would be to put the modified project out to rebid utilizing a formal bidding process. There is sufficient time to rebid the project and still commence work in the Summer of 2024, the modified target start date per the staff report.
Respectfully submitted,
