BACKGROUND:

On September 29, 1986, California passed the California Beverage Container Recycling and Litter Reduction Act (AB 2020). This program was implemented September 1, 1987, and it instituted the collection of deposits at the purchase of specific beverage containers.

In 1987, the included containers were aluminum, glass, plastic and bi -metal beer, soft drinks, fruit and sports drinks, water, coffee, tea , and some distilled spirits. In 2000 the program was expanded to include all non -alcoholic beverages, except milk. The original deposits collected at the point of purchase were $0.01/container and the current deposits are $0.05 for containers under 24 ounces and $0.10 for 24 ounces and greater. The funds are collected at the time of purchase and remitted to the State.

The community can take their beverage container to a certified recycling center or buy- back to redeem the deposit back. Locally, the MarBorg Recycling Facility at 20 David Love Place accepts beverage containers and distributes the deposits to the recycler.

In addition to the buyback program, a CalRecycle Grant program was established to assist local agencies with the implementation an d promotion of beverage container recycling. This program is called the Beverage Container Recycling City/County Payment Program. The fund distributes roughly $10.5 million annually and the allocation is based on population with a minimum city distribution of $5,000. The City of Goleta has been applying for and receiving these funds since the Fiscal Year 2005-2006 grant cycle. Since 1 Meeting Date: March 19, 2024
