Agenda Item A.2

CPMS CONSENT CALENDAR
Meeting Date: March 19, 2024
TO: Mayor and Councilmembers
FROM: Robert Nisbet, City Manager
SUBJECT: Resolution Extending Proclamation of Local Emergency Due to February 2024 Storm Event
RECOMMENDATION:

Adopt Resolution No. 2 4- entitled, “A Resolution of the City Council of the City of Goleta, California Extending a Proclamation of the Existence of a Local Emergency.” DISCUSSION:

On February 4 , 202 4, a significant storm event took place in Santa Barbara County.

Rainstorms and high winds throughout the City caused conditions of disaster and extreme peril to the safety of persons and property within the City. Perilous conditions included flooding on public streets, watersheds, creeks, open spaces, wetlands, and on other property in the City. Public rights -of-way were damaged by flooding and downed trees, which caused the closure of sidewalks and streets and disruption of public services.

Rainfall intensity and duration of the storm event resulted in rising water levels and rapid water movement, which posed significant health, life, and safety risks in many areas of the City.

On the same day, the City Manager issued a Proclamation of the E xistence of a Local Emergency in accordance with Chapter 2.10 of the Goleta Municipal Code (Emergency Organization) and Government Code section 8630 (“Emergency Proclamation”) (Exhibit A to Attachment 1) . O n February 6, 2024, the City Council ratified the Emergency Proclamation and deemed that conditions of emergency continued to exist.

Pursuant to Government Code section 8630, th e City Council is required to review the need for continuing the local emergency at least once every 60 days after its ratification of a local emergency until the Council terminates the local emergency. Conditions that warrant an extension of the local emergency include sinkholes that appear every few days, downed trees, and flood areas that continue to require the closure of public streets and sidewalks. The most serious condition is the uncertain structural integrity of the crib wall near Cathedral Oaks Road. Specialized testing and inspections of the crib wall must be conducted before the City can determine whether to reopen Cathedral Oaks Road.

Based on these conditions, staff recommends that the Council extend the Emergency 1 Meeting Date: March 19, 2024

Proclamation. Before the expiration of 60 days, staff will bring another item back to Council for authorization to terminate or extend the proclamation.
