Agenda Item A.8

CPMS CONSENT CALENDAR
Meeting Date: May 7, 2024
TO: Mayor and Councilmembers
SUBMITTED BY: Luz “Nina” Buelna, Interim Public Works Director PREPARED BY: Teresa Lopes, Senior Project Engineer
SUBJECT: Proposed Capital Improvement Program Grant Opportunities for the San Jose Creek Multipurpose Path – Northern and Southern Segments project and Vision Zero
RECOMMENDATION:

Receive information on Capital I mprovement Program grant applications for the Transit and Intercity Rail Capital Program (TIRCP) Grant and Safe Streets for All (SSFA) Grant.

These Grants can potentially be used for the San Jose Creek Multipurpose Path – Northern and Southern Segments Project and Vision Zero.

BACKGROUND:

Capital Improvement Program (CIP) projects are funded from various revenue sources.

Funds for the CIP are accounted for in the City’s special revenue funds and include various development impact fee funds, transportation -related special revenue funds, and major federal and state grants that have been awarded. State and federal grant funding continues to be an important funding source for CIP projects. Public Works staff seeks state and federal grants to fund CIP projects and support City goals, such as Vision Zero.

The San Jose Creek Multipurpose Path – Northern and Southern Segments project (Path Project) is a CIP project that is partially funded by the Active Transportation Program (ATP) grant . The project was awarded $15 .29 million in ATP grant Federal funding for the construction phase. It is estimated that an additional $19 million will be necessary to fund the project construction phase based on the preliminary cost estimates. The Path Project is an ideal candidate to pursue additional grant funding from state and federal sources to cover the additional funding needed for the construction. This project is a good contender for the grant because the project is “shovel-ready.” The Path Project will also result in several beneficial impacts for the community as follows:
 supports active transportation travel and travel mode shift, 1 Meeting Date: May 7, 2024

Page 2 of 4 ends

 will result in a reduction to greenhouse gas emissions (through transportation mode shift),
 includes improvements to the San Jose Creek and watershed,  benefits the disadvantaged community of Old Town,
 will benefit bicycle and pedestrian safety,
 works towards Vision Zero goals.

DISCUSSION:

There are several upcoming grant opportunities that staff plans to pursue for existing CIP projects.

Current Applications:

Transit and Intercity Rail Capital Program (TIRCP) Grant California State Transportation Agency (CalSTA) approves a new five -year Program of Projects of every even year. The 2024 TIRCP grant cycle will program projects starting with the 2024 -25 fiscal year and ending with the 2028 -29 fiscal year . The TIRCP was created to fund transformative capital improvements that modernize California’s transit systems inclusive o f all modes including rail and bus services to achieve objectives such as: (1) Reduce emissions of greenhouse gases ; (2) Expand and improve transit service to increase ridership ; (3) Integrate the rail service of the state’s various rail operations, includ ing integration with the high ‐speed rail system ; (4) Improve transit safety. Funding up to $3.9 billion is available . Santa Barbara County Association of Governments (SBCAG) will provide a local match of $5.3 million from SB125 funding as leverage for a regional application for submittal to CalSTA. Safe Streets for All (SSFA) Grant
Grant Description:

The Bipartisan Infrastructure Law (BIL) established the Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over 5 years, 2022 - 2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

The program awards funds to support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians ; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators.

The SS4A grant program provides funding for two types of grants: Implementation grants and Planning and Demonstration grants. Implementation grants provide federal funds to implement (construct) projects and improvements related to st rategies identified in a comprehensive safety action plan (“Action Plan”) that addresses roadway safety problems. Applicants must have an eligible Action Plan to apply. Planning and Demonstration grants provide federal funds to do three types of activities : develop a comprehensive safety action plan (“Action Plan”), conduct supplemental safety planning to complete or enhance an Action Plan, and carry out demonstration activities to inform the development of, or an update to, an Action Plan. An Action Plan aims to develop a holistic, well -defined strategy to prevent roadway fatalities and serious injuries in a locality, Tribal area, or region. Applicants may —and are encouraged to —include supplemental planning and demonstration activities to support an Action Plan within either grant type.

A Professional Design Services Agreement has been executed with Kimley -Horn and Associates (KHA), Inc to a ssist in the development of the grant application. Public Works staff is working with KHA to identify supplemental planning and demonstration activities which would expand bicycle and pedestrian safety and promote Vision Zero strategies which may be included in the grant application for the Path Project.

If the Implementation grant application for the Path Project is unsuccessful this year, staff has the option to apply for a Planning and Demonstration grant by the second deadline for Planning grants of August 29, 2024. In this application staff would work with KHA to identify supplemental planning efforts to develop and enhance a Vision Zero program plan.
