SUBMITTED BY: Megan Garibaldi, City Attorney
PREPARED BY: Winnie Cai, Assistant City Attorney
SUBJECT: Resolution Terminating Proclamation of Local Emergency Related to February 2024 Storm
RECOMMENDATION:

Staff recommends that the City Council:

Adopt Resolution No 24 -__, “A Resolution of the City Co uncil of the City of Goleta , California, Terminating the Local Emergency Proclaimed by the Director of Emergency Services on February 4, 2024.”

BACKGROUND
On February 4, 2024, the City Manager, acting in the capacity of Director of Emergency Services, proclaimed a local emergency due to conditions of extreme peril to the safety of persons and property caused by storms and flooding. The City Council ratified the proclamation on February 7, 2024, and extended the proclamation on March 19, 2024.

DISCUSSION
The law requires the City Council to periodically review the need for continuing the local emergency and to proclaim the termination of the local emergency at the earliest possible date that the conditions warrant. The Director of Emergency Services has reported on the actions taken in response to the local emergency and has advised that it is not necessary to continue the local emergency.

The City will continue to seek to recover costs and may continue to exercise authority under any federal, state, or c ounty emergency or disaster declaration arising from or related to the storms and floods that gave rise to the City’s declaration of local emergency.

The City will pursue reimbursement of costs expended on the local emergency and necessary repairs from the Federal Emergency Management Agency (“FEMA”), which has announced federal disaster assistance is available to local governments that were affected by the severe winter storms, tornadoes, flooding, landslides and mudslides between January 31, 2024 through February 9, 2024 (DR -4769-CA) in Santa Barbara 1 Meeting Date: May 7, 2024
